Monthly Board Meeting Minutes
November 3, 2014

MEETING CALLED TO ORDER
The meeting was called to order at 7:03 PM at Countryside Fire Station #1, 801 S. Midlothian Road, Mundelein, Illinois 60060 by President, Dan Prezell.

MINUTES FOR APPROVAL
James Melledy moved and Tabatha Curtis seconded that the minutes from the Regular Monthly Board of Directors Meeting of October 6, 2014 be approved as submitted. Unanimously approved by Directors: Tabatha Curtis, Susan Frank, James Melledy, and Dan Prezell.

CORRESPONDENCE
Dan Prezell presented an email sent to the Pier Commissioner, Beach Commissioners and Board Members stating that several shore stations are currently being stored on WSPC common property and arrangements must be made with the owners to relocate them on to private property. Mr. Prezell also presented an email from Janet Snyder of Market Financial Group (Insurance company used by WSPC) who wrote, “Homeowners Personal Property are not allowed on community property for liability reasons. Piers, however, are allowed.”

Shore stations may not be stored on WSPC common property and the beach roads must be kept clear for emergency vehicles.

Susan Frank recommended that the board set a date at the end of each summer season to be clear with residents when shore stations must be moved off of common property to prepare for the winter season. Dan Prezell recommended that shore stations not moved off WSPC common property be removed at the owners’ expense if not removed before the set date.

TREASURER’S REPORT
Fred Aichele presented the Treasurer’s Report for 10/01/14 – 10/31/2014. James Melledy moved and Susan Frank seconded that the Treasurer’s Report be approved as submitted. Unanimously approved by Directors: Tabatha Curtis, Susan Frank, James Melledy, and Dan Prezell. A copy is available for download.

Review and discussion of delinquent accounts.

Fred Aichele reported that the insurance boiler policy will be renewed.

PROPOSED 2015-2016 BUDGET REVIEW
Fred Aichele presented the first draft of the proposed 2015-2016.

Review and discussion of the proposed budget.

James Melledy and Angelo Cangialosi presented the West Shore Park – Block II Beach Master Renovation Plan for review and discussion.

Fred Aichele will revise the proposed budget according to recommendations and present the second draft for review at the December 1, 2014 regular monthly board meeting.

UPDATE ON STAUS OF FIDELITY BOND
James Melledy reported that the quote for the Fidelity Bond has been received from Market Financial Group and reviewed.

2014 WEST SHORE PARK ANNUAL REPORT STATUS
Marilee C.C. Wald reported that the 2014 Not For Profit Annual Report has been filed and accepted by the Secretary of State.

APPROVE ADDITION TO RULES & REGULATIONS REGARDING PROCEDURE FOR THE ELECTION OF DIRECTORS TO THE WSPC BOARD.
Dan Prezell presented a proposed addition to the current WSPC Rules & Regulations concerning the procedure for the election of directors.

1) Candidates for a director position (including incumbents who wish to continue) must submit a nomination form during the period of November 1 through December 31.
2) Candidates will be listed on the 30 day advance notice of the annual meeting and on the agenda.
3) Candidates will be listed on the proxy for members to indicate their vote preferences.
4) Nominations will not be accepted at the annual meeting. Write-in votes will not be counted.
5) There is no position of “director at large” but the limitation of no more than three directors per block is still in place.
6) At the annual meeting, the candidate from Block I list with the most votes is elected. Similarly, the candidate from the Block II list with the most votes is elected.
7) In the years when three positions are open, after the first two positions are filled under point six, the remaining candidate with the most votes from either list is elected.

James Melledy moved to approve the addition of the “Procedure for the Election of Directors” to be added to the WSPC Rules and Regulations. Tabatha Curtis seconded the motion. The motion passed unanimously by Directors: Tabatha Curtis, Susan Frank, James Melledy, and Dan Prezell.

Dan Prezell presented the West Shore Park Corporation Self-Nomination Form to be a Candidate for Board of Directors for review and revision.

A letter detailing the new “Procedure for the Election of Directors” and a copy of the Self-Nomination Form will be distributed to all homeowners and will be available for download on the website.

ADJOURN
James Melledy moved that the meeting be adjourned. The motion was seconded by Susan Frank and unanimously approved. The meeting was adjourned at 9:12 pm.

Dan Prezell announced that he will not be seeking another term on the WSPC Board of Directors.

The Next WSP MONTHLY Homeowner’s Association Meeting will be held at 7:00pm on Monday, December 1, 2014 at Countryside Fire Station #1, 801 S. Midlothian Road, Mundelein, IL 60060.

All meetings are held at Countryside Fire Station #1, 801 S. Midlothian Road, Mundelein, IL 60060 at 7pm. Dates and time and location is subject to change. All homeowners are encouraged to attend the monthly board meetings.

Homeowners are reminded that budget planning for the 2015-2016 fiscal year is underway. All homeowners are encouraged to attend monthly board meetings to have their concerns and requests regarding the budget addressed during the planning stage.
