Monthly Board Meeting Minutes — draft

 

ATTENDANCE

MEETING CALLED TO ORDER

The meeting was called to order on December 7, 2015 at 7:00 p.m. at Countryside Fire Station #1, 801 S. Midlothian Rd., Mundelein, Illinois 60060 by President, Susan Frank.

 

MINUTES FOR APPROVAL

Nicki Sullivan moved and Tabatha Curtis seconded that the minutes from the Regular Monthly Board of Directors Meeting of November 2, 2015 be approved as presented. Unanimously approved.

 

HOMEOWNER FORUM – PUBLIC COMMENT

Bruce Brodzik presented information from Franklin Energy with suggestions on making homes more energy efficient. Mr. Brodzik will present the information at the annual meeting on Sunday, February 21.

 

CORRESPONDENCE

Susan Frank presented an email sent by Dan Prezell. There was a discussion regarding personal property that has been left on WSPC common property. Board members will contact the owners of the property to have the items moved.

 

TAYLOR LAKE COURT

The draft of the Taylor Lake Court Land Lease is being prepared and will be presented at a later meeting for review and discussion.

 

TREASURER’S REPORT

Fred Aichele presented the Treasurer’s Report for 11/01/2015 – 11/30/2015. James Melledy moved and Nicki Sullivan seconded that the Treasurer’s Report be approved as submitted. Unanimously approved.

 

There was a review and discussion regarding delinquent accounts.

 

BUDGET REVIEW

Homeowners are reminded that budget planning for the 2016-2017 fiscal year is underway. Homeowners are encouraged to attend monthly board meetings to have their concerns and requests regarding the budget addressed during the planning stage. The most important meetings regarding how WSPC spends funds collected from the homeowners are from October through February.

 

Fred Aichele presented a revised draft of the 2016-2017 fiscal year budget.

 

Brett Laureys presented the Preliminary Project Cost Estimate for the ground storage tank replacement project. The estimate is higher than initially estimated several years ago.

 

There was an extensive discussion on budget items in an effort to keep annual dues manageable and to adequately budget for the water tank replacement cost.

 

 

HIGHLAND TERRACE UPDATE / DISCUSSION

James Melledy recommended putting together an informational flyer which will outline fees, bonds, contract items, insurance requirements, and engineering concerns regarding the Highland Terrace Relocation Proposal. The flyer would also cover any financial and liability concerns.

 

The WSPC Highland Terrace Relocation Proposal Committee will be held on November 9th. Any WSPC Member who is interested in joining the committee should contact James Melledy or Nicki Sullivan.

 

NEW BUSINESS

The 2016-2017 fiscal year budget will be approved and adopted during the first meeting of the Board of Directors, immediately following the annual meeting.

 

Notice to Commissioners: Please update your email and cell phone number with Fred for the website.

 

James Melledy requested protocol for whom to contact when a water leak is detected. Brett Laureys is to be contacted first and Bob Behm is to be contacted after Brett has been notified.

 

Susan Frank presented the schedule for the 2016 WSPC Meetings. The meeting dates will be published on the website.

 

Chris Shifley resigned as the Miller Park Commissioner, effective immediately.

Gina Rundall moved to appoint Dan Prezell as the Miller Park Commissioner, effective immediately. Motion seconded by Nicki Sullivan. The motion passed unanimously. 

 

Gina Rundall moved to amend the WSPC Rules and Regulations, that in the event of a tie between two nominees for the same board position, the current Treasurer will announce the tie breaking decision, as decided by a coin toss administered by the current Treasurer or the current Secretary. Motion seconded by James Melledy. The motion passed unanimously.

 

ADJOURN

Nicki Sullivan moved that the meeting be adjourned. The motion was seconded by Tabatha Curtis. Unanimously approved. The meeting was adjourned at 8:53 p.m.

ANNOUNCEMENTS

The Next WSP MONTHLY Homeowner’s Association Meeting will be held at 7:00 p.m. on Monday, January 4, 2016, at Countryside Fire Station #1, 801 S. Midlothian Road, Mundelein, IL 60060.

 

In an effort to reduce printing expenses and in respect for the environment, paper copies of agendas and board meeting minutes will no longer be distributed at the regular monthly board meetings. It is requested that board members, offices and guests refer to the electronic copies or download and print their own copies prior to the meeting.
