MONTHLY BOARD MEETING MINUTES

November 6, 2017

MEETING CALLED TO ORDER

The meeting was called to order on November 6, 2017 at 7:00 p.m. at Countryside Fire Station #1, 801 S. Midlothian Rd., Mundelein, Illinois 60060 by President, James Melledy.

INSURANCE PRESENTATION

Fred Aichele introduced Linda Hayes, State Farm Agent’s Assistant for Joe Fiorelli Insurance Agency, Inc. Fred provided copies of a spreadsheet, which detailed current insurance coverage for WSPC.

Ms. Hayes provided detailed a detailed CMP Homeowners Association (HOA) Policy Coverage Summary. There was review and discussion of the presented material. Questions that any of the Directors have will be submitted to Ms. Hayes. A more detailed quote will be provided from Ms. Hayes once the questions from the board, and the questions that the Ms. Hayes may have, are discussed.

 

MINUTES FOR APPROVAL

Cheryl Moss moved and Chris Shifley seconded that the minutes from the Board of Directors Meeting of October 2, 2017 be approved as corrected. Unanimously approved.

HOMEOWNER FORUM – PUBLIC COMMENT

Chris Shifley reported that he is helping to coordinate shore station winter storage options for some homeowners.

Brett Laureys reported that the West Shore Drive street sign from the pillar for the south entrance is missing.

CORRESPONDENCE

A.  FREMONT TOWNSHIP

James Melledy reported that he has spoken with Fremont Township Highway Commissioner, Bill Grinell regarding concerns that have been raised concerning the new landscaping at Fairview and Highland Terrace. Fremont Township will follow-up to ensure that the landscaping is in compliance with township guidelines and rules.

James Melledy reported that he will be coordinating with Fremont Township to clear away dead wood and brush, and trim landscaping, on the property adjacent to Woodbine.

B.  TAYLOR LAKE COURT

James Melledy reported that he has received a response from one homeowner who received the Taylor Lake Court Licensing Agreement. The other Taylor Lake Court homeowners who received the licensing agreement have not yet responded.

C.  BOARD OF DIRECTORS

Three directors’ positions will be up for election at the 2018 WSP Annual Members’ Meeting. James Melledy and Chris Shifley are both interested in continuing on as directors. Cheryl Moss will not be seeking another term as a West Shore Park Director. If you are interested in volunteering for your community by serving on the West Shore

Park Corporation Board, please fill out and submit a self-nomination form available for download from the West Shore Park website, or contact any West Shore Park board member for a copy of the 2018 West Shore Park Board of Directors Self Nomination to be a Candidate for the Board of Directors. This is a two-year term. Elections for the board member positions are on February 18, 2018 at the Annual Members’ Meeting.

James Melledy thanked Cheryl Moss for serving on the WSP Board of Directors.

TREASURER’S REPORT

Fred Aichele presented the Treasurer’s Report for 10/01/2017 – 10/31/2017. Sharon Zink moved and Nicki Sullivan seconded that the Treasurer’s Report be approved as submitted. Unanimously approved.

There was a review and discussion of delinquent accounts.

Fred Aichele reviewed the history of withdrawals from the Emergency Fund back to 2009.

Fred Aichele reviewed a letter received from the IRS.

Fred Aichele reviewed the breakdown of dues assessed to the new construction on Fairview Drive.

Fred Aichele presented the proxy and cover letter which will be distributed to the membership prior to the annual meeting.

2018-2019 BUDGET DISCUSSION

Budget requests must be submitted by all commissioners for discussion and review in order to be considered for the 2018-2019 fiscal year.

Homeowners are reminded that budget planning for the 2018-2019 fiscal year is underway. Homeowners are encouraged to attend monthly board meetings to have their concerns and requests regarding the budget addressed during the planning stage. The most important meetings, regarding discussions on how WSPC spends funds collected from the homeowners, are from October through January.

Fred Aichele presented a revised draft of the proposed 2018-2019 budget for review and discussion.

COMMISSIONERS’ REPORT

WATER

A.  Water Tank

Water Commissioner, Brett Laureys, reported that valve and pipe work has been scheduled for November for the new water tank project. The final contract is expected to signed before the valve and pipe work begins.

B.  Black Water Issue

Black or murky water has been reported in a minimum of two homes on or near University Drive. It has previously been reported in homes on Forest Lane. The problem seems to be intermittent and is being investigated. Hydrant flushing has been done to help resolve the issue. It is recommended that any homeowner who has dark or murky water to thoroughly flush all the pipes in their home by opening all the taps and letting the water run for a minimum of 15 minutes.  Dark or strange smelling water should be reported to Brett Laureys or any member of the WSP Board of Directors.

NEW BUSINESS

Fred Aichele reviewed the 2018 meeting dates at Countryside Fire Station #1 with Cheryl Moss. Final confirmation on all the dates is pending. WSPC meeting dates at the Countryside Fire Station #1 are tentatively set for: January 8, February 5, February 18, March 5, April 9, May 7, June 4, July 9, August 6, September 10, October 1, November 5, December 3. All meeting dates are published in the Regularly Scheduled Monthly Meeting Minutes and are available on the WSP website at www.westshorepark.com

Commissioners need to submit their budget needs and requests. Budget planning is now underway and discussions will continue at the December 4, 2017 meeting.

ADJOURN

Sharon Zink moved that the meeting be adjourned. The motion was seconded by Nicki Sullivan. Unanimously approved. The meeting was adjourned at 9:08 p.m.
