REGULAR MONTHLY BOARD MEETING MINUTES (Final)

December 2, 2019

ATTENDANCE

MEETING CALLED TO ORDER

The meeting was called to order on December 9, 2019 at 7:01 p.m. at Countryside Fire Station #1, 801 S. Midlothian Road, Mundelein, Illinois 60060 by President, James Melledy.

HOMEOWNER FORUM – PUBLIC COMMENT

Rose and Werner Brisskie announced that they were recording the meeting. Nicki Sullivan officially objected to being recorded and requested the objection to be recorded in the minutes.  Fred stated that he prefer not to be recorded and if recording continues, he will at some point decide what course of action he will take.

The board announced that a rule was passed that did not allow recordings of meetings unless approved by the board.  The board then requested that the meeting not be recorded.  Werner Brisske presented a letter to the Board and read the contents. A copy of the letter may be requested from any WSPC Board Member.

James Melledy reiterated time that the board was not originally against recording but would like a proposal to the details of how the recordings would be taken, where they would be presented, why they were being taken, etc… so the board could make a decision on how to proceed with recordings.

The Brisske’s continued to record and Nicole Sullivan did not want to be recorded and left the meeting.

 

Mike Harty from Block I introduced himself to the board.  Mike moved in about a year ago.

MINUTES FOR APPROVAL

Mike Davenport moved that the minutes from the Regular Board of Directors Meeting of November 4, 2019 be approved as corrected.  The motion was seconded by John Lohrmann.  Unanimously approved by Mike Davenport, James Melledy and John Lohrmann.

 

CORRESPONDENCE

A.  TAYLOR LAKE COURT – LICENSE AGREEMENT

James Melledy reported that the WSPC lawyer was moving to Litigation Phase against the two property owners trespassing on WSPC property by Taylor Lake Court.

B.  WSPC PROPERTY BOUNDARIES

James Melledy, John Lohrmann and Mike Davenport met with Cindy Winemaster to discuss the property boundaries at the north end of Block II park property.   Mrs. Winemaster presented a recent plat of survery from Gewalt Hamilton Associates (GHA) from May 2019.  The board was able to obtain a copy of part of the survey at the meeting and will request an electronic copy of the drawing.  It appears from looking at the property lines and the recent plat of survey that the only section encroached on was a triangular section of WSPC property.  This area was approved several years ago by the board to be improved by the Winemasters.  Improvements were to include removal of weedy bushes and trees and the installation of new trees.  It appears dirt was added to the area as well as four to five new pine trees and smaller bushes.  There is approximately 5 sf of patio that was built on WSPC by the Winemasters.  Mrs. Winemaster stated the patio was mistakenly put in the wrong spot.  Mrs. Winemaster stated that the fence and the irrigation lines that are on WSPC property would be removed and the Winemasters agreed to be responsible for the small area in the corner of the WSPC if any problems were to occur in that area in the future.

The WSPC property disturbed by the landscape and hardscape construction on the hill NW of WSPC property was cleaned up and new grass was installed.  It was brought up at the December monthly meeting that there is still some mud runoff from the construction on the adjacent hill and the board will contact Mrs. Winemaster to discuss additional clean up.

C.  DIAMOND LAKE SIGNS

Tori Trauscht requested that the last Diamond Lake Sign be installed next to the Miller Park sign at Miller Park.  The board approved the location.  Thanks to Tori Trauscht and Jay Randolph for installing the two signs.

TREASURER’S REPORT

Fred Aichele presented the Treasurer’s Report for 11/01/2019 – 11/30/2019.  John Lohrmann moved and Mike Davenport seconded that the Treasurer’s Report be approved as submitted.  Unanimously approved.

There was a review and discussion of dues that have been received and delinquent accounts.

Delinquent accounts have been reduced to less than a handful.

NEW BUSINESS

There was a discussion regarding the removal of the Maple Tree down on Block II Park in January.  It is preferred the ground be frozen prior to removal of the tree.

Nomination Forms for WSPC Board of Directors will go out this week.  James Melledy and Chris Shifley are up for renewal.

Fred Aichele has secured the meeting dates for 2020.  All meetings for next year will be on the first Monday of the month except for July 13th and September 14th.

Annual Meeting will be February 16, 2020 at 1:30 PM

Stacey Kalmanovsky from Block I stated that $450.00 was raised so far for the beautification of Miller Park.  Thanks to all that have donated.  Stacey discussed the plan for Miller Park.  The board is currently discussing the annual budget and is working to set aside as much funds as possible for Miller Park.

COMMISSIONER REPORT – Forest Water Main

Fred received a letter from EPA regarding the Forest Water Main.   The IEPA denied the permit request.  Brett and the engineer along with Fremont Township are addressing the issues.

Bids have been received for the Forest Lane Water Main replacement and the projected costs are as follows:

Phase I –           $174,860.00

Phase II –          $192,360.00

Total                $367,220.00

WSPC is working with Fremont and GHA (engineer) to determine schedule, budget and efficiencies.

Mike Davenport moved that the meeting be adjourned.  John Lohrmann seconded the motion. Unanimously approved. The meeting was adjourned at 8:30. p.m.

ANNOUNCEMENTS

The Next WSP Monthly Homeowners’ Association Meeting will be held at 7:00 p.m. on Monday, January 6, 2019 at Countryside Fire Station #1, 801 S. Midlothian Road, Mundelein, IL 60060.

Budget planning meeting for the 2020-2021 fiscal year is underway.  Members are encouraged to attend board meetings to have their concerns and requests regarding the budget addressed during the planning stage.  The most important meetings regarding how WSPC spends funds collected from the homeowners are from October through February.

Nicki Sullivan is looking for volunteers to help paint and complete various small maintenance and beautification projects. Young-adults who need volunteer service hours may be able to earn their hours by helping volunteer within WSP. Please contact Nicki Sullivan or any member of the board if you are interested in volunteering within our neighborhood.
