REGULAR MONTHLY BOARD MEETING MINUTES — Final

November 4, 2019

MEETING CALLED TO ORDER

The meeting was called to order on November 4, 2019 at 7:01 p.m. at Countryside Fire Station #1, 801 S. Midlothian Road, Mundelein, Illinois 60060 by President, James Melledy.

MINUTES FOR APPROVAL

Mike Davenport moved that the minutes from the Regular Board of Directors Meeting of October 7, 2019 be approved as corrected. The motion was seconded by Nicki Sullivan. Unanimously approved.

HOMEOWNER FORUM – PUBLIC COMMENT

Tabatha Curtis announced she was recording the meeting. Stacee Kalmanovsky, Marilee C.C. Rusiniak, and Nicki Sullivan officially objected to being recorded and requested the objection to be recorded in the minutes. Tabatha Curtis continued to record despite the objections.

RECORDING OF MONTHLY MEETINGS

James Melledy received a letter delivered by Tabatha Curtis on behalf of Rose and Werner Brisske’s lawyer. The letter was from a lawyer that Rose and Werner had consulted stating his opinion that electronic recordings of WSPC Meetings should be allowed. Residents may contact any member of the board if they would like a copy of the letter for review. The WSP Board has been working with legal representation for guidelines on recording WSPC meetings.

Kent and Tabatha Curtis stated that they were interested in a live-streaming service for broadcasting WSPC board meetings. Ken Krasinski stated that he was concerned about the cost to WSPC of setting up and maintaining a live-streaming service. James Melledy requested a live-streaming proposal be put together and presented to the WSPC Board for consideration.

Nicki Sullivan motioned for a resolution to be added to the WSP Rules and Regulations: Electronic Recordings of WSPC meetings are expressly prohibited without the consent of all parties present.

The motion was seconded by John Lohrmann. Unanimously approved. WSPC Board of Directors polled: Nicki Sullivan – Yes. John Lohrmann – Yes. Mike Davenport – Yes. Chris Shifley – Yes. James Melledy – Yes.

Secretary Marilee C.C. Rusiniak and Director Nicki Sullivan stated they have considered stepping down from their respective positions with WSPC if the recordings continue. Fred Aichele stated that he prefer that he not be recorded and that if recording continues, he will at some point decide what course of action to take.

CORRESPONDENCE

A.  TAYLOR LAKE COURT – LICENSE AGREEMENT

James Melledy reported that both cases are moving forward and that there is no new information to report regarding the Licensing Agreements.

B.  WSPC PROPERY BOUNDARIES

President, James Melledy has drafted an official letter to a homeowner that will be distributed to the WSPC Board for review and revision. This letter follows-up on the visual inspection of a berm, trees, and a private irrigation line that encroach on to WSPC property. James Melledy stated that he would like the board to meet with the homeowner before any official board decision is made. Tabatha Curtis requested that the formal letter clearly state the reason for the notification letter, and the necessary action of the WSPC board to resolve the current issue, and to help prevent future instances of encroachment on WSPC property.

TREASURER’S REPORT

Fred Aichele presented the Treasurer’s Report for 10/01/2019 – 10/31/2019. John Lohrmann moved and Chris Shifley seconded that the Treasurer’s Report be approved as submitted. Unanimously approved.

There was a review and discussion of delinquent accounts.

Fred Aichele reported that most of the legal fees spent on collections for delinquent association dues have been recovered.

OTHER BUSINESS

Fred Aichele stated that the meeting dates for the 2020 Regularly Scheduled Monthly Board Meetings have been submitted to Countryside Fire Station for confirmation.

Nicki Sullivan reported that a meeting needs to be scheduled between the WSP board, several Forest Lane homeowners, and Fremont Township to discuss drainage needs, concerns, and plans for the Forest Lane Water Main and Drainage Project.

Nicki Sullivan stated the need for a meeting with Fremont Township to evaluate the safety, drainage, and traffic concerns of the possible connection of the two ends of Forest Lane and the connection of Woodbine to Forest Lane.

Nicki Sullivan reported that Fremont Township will be installing the “No Overnight Parking” signs and enforcement will begin by the Lake County Sheriff. She stated that residents can contact her with questions or concerns. Fred Aichele requested that it be investigated if West Shoreland will also be under the new parking ban, and if West Shoreland will be informed if overnight parking is not allowed on West Shore Drive, which is shared by the two communities.

Mike Davenport reported that a section of the top rail of the sea wall near Block 1 Beach will need to be repaired.

2020-2021 Budget Discussion

Budget requests must be submitted by all commissioners for discussion and review in order to be considered for the 2020-2021 fiscal year.

Homeowners are reminded that budget planning for the 2020-2021 fiscal year is underway. Homeowners are encouraged to attend monthly board meetings to have their concerns and requests regarding the budget addressed during the planning stage. The most important meetings, regarding discussions on how WSPC spends funds collected from the homeowners, are from October through January.

Fred Aichele presented the first draft of the proposed 2020-2021 budget for review and discussion.

 

Parks

Fred Aichele requested the status on the motion sensor light that was to be installed in Miller Park. James Melledy will follow-up. It was reported that the well-house roof has been damaged, possibly due to people being on the roof. Additional quotes for roof repair/replacement will be solicited.

John Lohrmann reported that there is a dead maple tree on common property that will need to be cut down and requested tree removal be scheduled for January 2020. It was also reported that several dead trees adjacent to Miller Park have been removed by a homeowner who has property adjacent to the park.

Mike Davenport requested that the second Diamond Lake Education sign location be confirmed and the sign installed before the ground freezes. The final location of the sign will either be Miller Park or Block 1 Beach. Installation may not be possible until the spring if the sign will be installed at Miller Park to allow for new landscaping to be completed.

Miller Park Commissioner Stacee Kalmanovsky discussed several topics regarding the Miller Park Beautification Plan including:

  • Possibility and requests for trees to be donated to be planted.

  • Consideration of relocating several boat slips on the channel.

  • Approval of trash and recycle cans for Miller Park.

  • Consideration of the installation of a basketball court or basketball hoop.

  • Raingarden location plan review.

Water – Forest Water Main

James Melledy reported for Brett Laureys that information on the Forest Water Main Project will be discussed at the December 2, 2019 board meeting. Fremont Township is expected to finalize their budget in April 2020 with the WSP Forest Project to be included in their budget.

Mike Davenport moved that the meeting be adjourned. Nicki Sullivan seconded the motion. Unanimously approved. The meeting was adjourned at 8:40 p.m.

The Next WSP Monthly Homeowners’ Association Meeting will be held at 7:00 p.m. on Monday, December 2, 2019 at Countryside Fire Station #1, 801 S. Midlothian Road, Mundelein, IL 60060.

 

Budget planning for the 2020-2021 fiscal year is underway. Members are encouraged to attend monthly board meetings to have their concerns and requests regarding the budget addressed during the planning stage. The most important meetings regarding how WSPC spends funds collected from the homeowners are from October through February.

Nicki Sullivan is looking for volunteers to help paint and complete various small maintenance and beautification projects. Young-adults who need volunteer service hours may be able to earn their hours by helping volunteer within WSP. Please contact Nicki Sullivan or any member of the board if you are interested in volunteering within our neighborhood.
