REGULAR MONTHLY BOARD MEETING MINUTES — Final

October 7, 2019

ATTENDANCE

MEETING CALLED TO ORDER

The meeting was called to order on October 7, 2019 at 7:01 p.m. at Countryside Fire Station #1, 801 S. Midlothian Road, Mundelein, Illinois 60060 by President, James Melledy.

HOMEOWNER FORUM – PUBLIC COMMENT

Rose and Werner Brisske announced they were recording the meeting. Gail Kersten, Marilee C.C. Rusiniak, and Nicki Sullivan officially objected to being recorded and requested the objection to be recorded in the minutes. Rose and Werner Brisske continued to record despite the objections. The WSP Board is currently working with legal representation for guidelines on recording WSPC meetings.

Kent and Tabatha Curtis reported that they have observed an extreme amount of what they believe to be toxic chemicals being sprayed on the landscaping adjacent to their property and voiced their objection.

CORRESPONDENCE

A.  TAYLOR LAKE COURT – LICENSE AGREEMENT

James Melledy reported that there is no new information to report regarding the Licensing Agreements.

B.  WSPC PROPERY BOUNDARIES

Several board members made a visual inspection of the berm, trees, and a private irrigation line that appears to encroach on to WSPC property. The owners of the landscaping and irrigation line have verbally consented to moving the irrigation line. James Melledy will follow-up with a written letter regarding the issue.

MINUTES FOR APPROVAL

Mike Davenport moved that the minutes from the Regular Board of Directors Meeting of September 9, 2019 be approved as presented. The motion was seconded by John Lohrmann. Unanimously approved.

TREASURER’S REPORT

Fred Aichele presented the Treasurer’s Report for 09/01/2019 – 09/30/2019. Nicki Sullivan moved and Mike Davenport seconded that the Treasurer’s Report be approved as submitted. Unanimously approved.

There was a review and discussion of delinquent accounts.

Fred Aichele reported that the main insurance policy renewal has been received and is $50 less than last year.

RULES & REGULATIONS DISCUSSION

A revision to the Fire-Pit rule was suggested:

To allow temporary, non-permanent recreational fire pits as long as they have a top piece like a metal lid, screen or stonework, burn only firewood, and do not create excessive smoke. Fire pits must be temporary and not a permanent structure. Prior approval from a current board member must be granted before a temporary fire-pit may be used. The revision (in italics) will be included in the Rules & Regulations.

John Lohrmann moved to approve the updated and revised Rules & Regulations in where references to WSPC roads have been removed and wording has been standardized and streamlined. This document is to replace all previously existing versions as approved on 10/07/2019. The motion was seconded by Chris Shifley. Unanimously approved.

COMMISSIONER REPORT

Water – Forest Water Main

James Melledy reported for Brett Laureys that the IEPA review process continues. The Permit is projected to be issued in mid-November. Nicki Sullivan reported that several homeowners along Forest Lane have agreed to work with Fremont Township on the drainage portion of the project. Available WSPC board members will meet with the Fremont Township to review the current plans.

Fremont Township will evaluate Woodbine for safety, drainage and traffic concerns.

Fremont Township is expected to finalize their budget in April 2020. WSPC will collaborate with Fremont Township to secure the necessary funding for the water main replacement project. Fred Aichele stressed the need for an estimate from the project engineers and Fremont Township in order to receive funding and loan options for review.

Parks

Thank you to Jay Randolph and Tori Trauscht for the beautiful Diamond Lake Education Signs! One sign has been installed at the Block 2 Beach. The second sign may be installed at the Block 1 Beach or Miller Park.

Rose Brisske requested if public fundraising can be done for Miller Park improvements. It was requested that any money raised be reserved specifically for use on Miller Park improvements.

Budget requests must be submitted by all commissioners for discussion and review to be considered for the 2020-2021 fiscal year.

ADJOURN

Nicki Sullivan moved that the meeting be adjourned. Chris Shifley seconded the motion. Unanimously approved. The meeting was adjourned at 7:54 p.m.

ANNOUNCEMENTS

The Next WSP Monthly Homeowners’ Association Meeting will be held at 7:00 p.m. on Monday, October 7, 2019 at Countryside Fire Station #1, 801 S. Midlothian Road, Mundelein, IL 60060.

Budget planning for the 2020-2021 fiscal year is underway. Members are encouraged to attend monthly board meetings to have their concerns and requests regarding the budget addressed during the planning stage. The most important meetings regarding how WSPC spends funds collected from the homeowners are from October through February.

Nicki Sullivan is looking for volunteers to help paint and complete various small maintenance and beautification projects. Young-adults who need volunteer service hours may be able to earn their hours by helping volunteer within WSP. Please contact Nicki Sullivan or any member of the board if you are interested in volunteering within our neighborhood.
