REGULAR MONTHLY BOARD MEETING MINUTES — Final

January 11, 2021

MEETING CALLED TO ORDER

The meeting was held via Zoom and was called to order on January 11, 2021 at 7:07 by President James Melledy.

MINUTES FOR APPROVAL

Nicki Sullivan moved that the minutes from the Regular Board of Directors Meeting of November 9, 2020 be approved as presented. The motion was seconded by Chris Shifley. Unanimously approved.

HOMEOWNER FORUM – PUBLIC COMMENT

Werner Brisske inquired if the WSPC Zoom account will accommodate all the people interested in attending the annual meeting (which will be held via Zoom). Marilee C.C. Rusiniak responded that the account can manage the anticipated number of people for the annual meeting.

CORRESPONDENCE

Nicki Sullivan reported on various communications with Fremont Township Highway Commissioner, Alicia Dodd:

  • Fremont Township plans to remove landscaping, including decorative rocks, adjacent to the tight, dark corner where Fairview becomes Prairie near Lewandowski Park to make for a safer walkway for pedestrians. Plans to include the installation of a street light are under consideration.

  • Storm sewer project is moving forward. Grant money has been received and the project is projected to be completed in 2021. Engineering is underway for the project to continue along most of Fairview Drive between Lake and West Shore Drive

Nicki Sullivan reported that the collaboration between WSPC and Lake County to prevent water hook-up/permits being issued without the correct WSPC approvals, and clarification of the process, is underway.

TREASURER’S REPORTS

James Melledy shared his screen to review the Treasurer’s Report for 11/01/2020 – 11/30/2020 and December 12/01/2020 – 12/31/2020. Fred Aichele reviewed as follows:

November income from residents $959 including $470 donation (collected for Dirk Krasinski tree).

November disbursements — well operator, well phone, Edison, State Farm — nothing unusual.

Lawyer — $1,173.78 for Taylor Court issues and $636.71 for delinquent accounts.

Landscaper — $560 for Miller Park work.

Total disbursed $8,726.38

December income from residents $2,408

December disbursements — well operator, well phone, Edison, mowing — nothing unusual.

Forest main phase 2 design $455.53

Supplies $312.61 – main item was Go Daddy certificate renewal $280.

Legal – $527 for Taylor Court issues

Total disbursed $2,769.89

There was a review and discussion of delinquent accounts during Executive Session.

Mike Davenport moved and John Lohrmann seconded that the Treasurer’s Report of 11/01/2020 – 11/30/2020 be approved as submitted.  Unanimously approved.

John Lohrmann moved and Nicki Sullivan seconded that the Treasurer’s Report of 12/01/2020 – 12/31/2020 be approved as submitted.  Unanimously approved.

2021-2020 BUDGET DISCUSSIONS

There was a review and discussion of the final draft of the proposed 2021-2022 budget.

Fred Aichele reviewed as follows:

Legal is $4000. Is this enough with Taylor Court legal concerns and Woody’s invoices not settled?

General and General Emergency funds expected to both be at zero on March 31.

Beach/Park to end with approximately $8000. For budget assumed $4000 but could assume $6000, reducing Beach/Park dues.

This could add to water emergency or general emergency or legal with total dues still $850.

Treasurer’s revisions and recommendations were discussed.

The board finalized and voted on the 2021-2022 budget.

Mike Davenport moved and Chris Shifley seconded to accept the final draft of the Proposed Budget Fiscal Year 4/01/2021 – 3/31/2022 as proposed for presentation at the annual meeting on February 21, 2021.

Motion carried unanimously approved by Directors: Mike Davenport, John Lohrmann, James Melledy, Chris Shifley, and Nicki Sullivan.

COMMISSIONER’S REPORT

     A.  Water – Brett Laureys

Brett reported that a resident near Miller Park has seen kids climbing onto the well-house roof. Upon inspection, a hole was discovered in the roof which will need immediate repair. Mike Davenport and James Melledy will inspect the damage and arrange for the repair. The installation of a security light to deter climbing on the well-house was further discussed.

NEW BUSINESS

Fred Aichele requested that the information packet for the Annual Member’s Meeting be reviewed. Corrections were suggested and the packet was approved for distribution with the corrections. Hard-copies of the packet will be distributed to all homes, sent via email, and made available on the website at: https://westshorepark.com/

There was a discussion regarding having “live” presentations for the Zoom annual meeting or requesting that invited guests prepare a statement or a video to be played rather than appear live for the meeting.

ADJOURN

Mike Davenport moved that the meeting be adjourned. Chris Shifley seconded the motion. Unanimously approved. The meeting was adjourned at 8:00 p.m.

The board met in Executive Session following the adjournment of the regular meeting.
