REGULAR MONTHLY BOARD MEETING MINUTES — Draft

February 7, 2022

ATTENDANCE

MEETING CALLED TO ORDER

The meeting was called to order on February 7, 2022 at 7:04 p.m. at Countryside Fire Station #1, 801 S. Midlothian Road, Mundelein, Illinois 60060 by President Mike Davenport.

MINUTES FOR APPROVAL

Werner Brisske moved that the minutes from the Regular Board of Directors Meeting of January 3, 2022 be approved as corrected. The motion was seconded by Chris Shifley. Unanimously approved.

UPDATE FROM FREMONT TOWNSHIP HIGHWAY COMMISSIONER

Alicia Dodd, Fremont Township Highway Commissioner, presented an update on various projects affecting WSPC.

  • New 10″ drainage pipe will be installed along Fairview Drive in Block 2.

  • Permeable parking areas to be installed along localized areas of Fairview Drive. Permeable parking pads will allow water to drain into/through them into the new drainage pipe and will keep water off the roads.

  • Opportunity for homeowners along Fairview Drive (and other areas including Block 2) to share in the cost of having new driveway aprons and parking pads installed. Cost sharing with Fremont Township will reduce the paving cost for the homeowner. Specific instruction on preparing the parking areas and the timeframe for the shared parking/paving project will become available to homeowners later in the spring for the homeowners who want to participate.

  • Remove dying tree and slightly widen intersection at Fairview and Prospect Drive.

  • Repair/or replacement of damaged retaining wall along Fairview Drive.

  • Replace stop signs and street signs into combined signage for clarity and to remove excessive signage.

  • Review and evaluation of the use of blinking stop signs or radar signs for intersections where cars fail to stop and areas where speeding is a concern.

  • 2nd phase of WSPC water-main replacement project to be completed in the spring/summer of 2022 before Fremont Township will complete temporary patching and then follow later in late August or September to complete road paving.

  • Evaluation of Hillside to review options including: widening, repaving, or removal of the street. All possibilities being reviewed and are under consideration.

  • Block 1 Circle and Oakdale roads planned to be repaved, with parking pad and apron installations considered, when future planned drainage work along those roads is completed.

  • Route 60/83 Reconstruction Plan is currently in the final engineering phase.

CORRESPONDENCE

Mike Davenport reported:

  • Received information from a local handy person with the request to be considered for various odd jobs in WSPC.

  • Outstanding Woody’s invoice in review has been approved and paid. Matter considered closed and settled.

COMMISSIONER’S REPORTS

WATER

Brett Laureys reported:

  • Block 2 resident had emergency situation where a buffalo box had to be located and a shut-off valve repaired

  • Stressed the need to locate all buffalo-boxes and to have documentation on where each is located and to verify that each is operational to help in emergency situations where water needs to be turned on or off at a residence. Cited the situation as a legitimate safety-issue.

  • Requested that well-house items need to be addressed once the water-main project is completed.

TREES

Block 1 dead tree on WSP common property scheduled to be removed on 2/14/2022.

MILLER PARK

Larry Bakirtjy reported that he removed the graffiti on the water tank in Miller Park. The WSPC Board issued a formal, “Thank you to Larry Bakirtjy for the time and labor in helping keep Miller Park beautiful!”

 

Brett Laureys recommended a “graffiti resistant” paint coating for the water tank to help make removal of graffiti in the future easier.

Larry Bakirtjy suggested better signage be considered for Miller Park and other WSPC park areas / common property to help identify WSP park / common property and invite residents to enjoy their parks and common property.

TREASURER’S REPORT

Fred Aichele presented the Treasurer’s Report for 1/01/2021 – 1/31/2021. Larry Bakirtjy moved and Werner Brisske seconded that the Treasurer’s Report be approved as submitted. Unanimously approved.

The fidelity bond and insurance policy that covers the WSPC Officers and Directors are being reviewed to determine if coverage is complete and adequate, or if there are any redundancies that can be eliminated.

NEW BUSINESS

Review and discussion of the Board and Officers Task List.

ADJOURN

Werner Brisske moved that the meeting be adjourned. Minaxi Tailor seconded the motion. Unanimously approved. The meeting was adjourned at 8:54 p.m.
