2013 10 Board Meeting Minutes Oct

The meeting was called to order at 7:01 PM at Countryside Fire Station #1, 801 S. Midlothian Road, Mundelein, Illinois 60060 by President, Dan Prezell.



James Melledy moved and Susan Frank seconded that the minutes from the Regularly Monthly Board of Directors Meeting of September 9, 2013 be approved as submitted. Unanimously approved by Directors: Susan Frank, Dan Prezell, James Melledy and Wayne Zumstein.



Fred Aichele presented the Treasurer’s Report for 8/31/13 – 9/30/13. James Melledy moved and Susan Frank seconded that the Treasurer’s Report be approved as submitted. Unanimously approved. A copy is available for download.


There was a review and discussion of delinquent accounts.                            


Quarterly bank statements have been received and reviewed by James Melledy and Fred Aichele.



Board members discussed the current status and challenges of collecting and updating phone numbers for the revision of the WSP Homeowners’ Association Phonebook.

Only WSP property owners will be listed in the revised phone book. Renters will not be listed.



The WSP Annual Oktoberfest was held on September 21st in Miller Park and had a very good turn-out. The event came in under budget.  A resident commented that it was an inexpensive event that promoted community togetherness. Many thanks to
Julie Dickey and her committee and the many volunteers who helped to make this such a wonderful experience for our community!



Dan Prezell presented the revised proposed meeting dates for the 2014 Monthly Board Meeting Dates for review and approval. Meeting dates are approved. The Regularly Scheduled Monthly Meeting Dates 2014:

January 6, February 3, Annual Meeting / Sunday February 16, March 3, April 7, May 5, June 2, July 7, August 4, September 8, October 6, November 3, December 8.



Dan Prezell presented the revised proposed 2014-2015 Budget Timetable for review and approval. The Budget Timetable is approved.



Dan Prezell presented the permit to approve installation of an antenna near the Block 1 Beach access road on WSP common property. This antenna enables the Lake County Public Works department to remotely monitor the sewer system in WSP.


James Melledy reported the revised repair plans for the Forest Lane channel have been reviewed and approved. Fremont Township is waiting on permits to be issued from the Army Corps of Engineers to begin the repairs.


James Melledy reported that Block 2 Beach drainage repairs began October 7 and is projected to be completed within two weeks.


Many residents contacted WSP board members to report fallen trees caused by the damaging storms on October 5th. Residents are reminded to please contact Fremont Township to report fallen trees on the roads. Residents are also advised to contact Fremont Township for an assessment if there is a problem with a tree and you are unsure if the tree is on home owner property or West Shore Park property.


Winter storage on WSP property of piers and shore stations was discussed.


Signs indicating that WSP is a Golf Cart Friendly community have been posted near the main roads leading into WSP.


The “Deaf Person” sign was replaced on Prospect after being knocked down. Residents are reminded to call Fremont Township to report missing or damaged street signs.


Susan Frank reported that the WSP Facebook page is now active. “Like” this page to view photos and receive updates about current events.


Dan Prezell asked that all board members and officers take time to thoroughly review the current draft of the Amended and Restated By-laws. Questions and comments about the draft are to be submitted by email to Dan Prezell by October 21 for review on November 4. A committee will be formed to review and revise the draft before it will be submitted for attorney review and to the homeowners for approval.


There was a discussion to eliminate WSP commissioner positions that are no longer needed.



James Melledy moved that the meeting be adjourned. The motion was seconded by Susan Frank and unanimously approved. The meeting was adjourned at 8:49 pm.
