MEETING CALLED TO ORDER
The meeting was called to order on November 2, 2015 at 7:01 PM at Countryside Fire Station #1, 801 S. Midlothian Rd., Mundelein, Illinois 60060 by Vice-President, James Melledy.
MINUTES FOR APPROVAL
James Melledy moved and Nicki Sullivan seconded that the minutes from the Regular Monthly Board of Directors Meeting of October 5, 2015 be approved as corrected. Unanimously approved.
HOMEOWNER FORUM – PUBLIC COMMENT
Fred Aichele and Nicki Sullivan presented a letter received by the WSPC Board from a homeowner expressing concerns regarding the possible Highland Terrace road move.
Questions regarding the possible Highland Terrace road move should be directed to Fremont Township.
Questions from the letter included:
Who will pay for the utility work?
Preliminary conversations and proposals indicate that WSPC is not paying for the utility work or the cost to relocate any utilities. Fremont Township and the homeowner proposing the road location will incur the cost.
Will the association dues increase because of the number of homes that have been torn down and have not been replaced?
Possibly. The association fees are calculated with many different budget items considered in the final amount. The amount is then divided by the number of homes to arrive at the amount billed per home. If the budget amount did not change from one year to the next, but a house was torn down, the association dues per house would increase. Similarly, if a new house is built, the dues per house would go down.
Does WSPC or private homeowners have any recourse to halt the proposed move of Highland Terrace?
Possibly. Research obtained through board member, Tabatha Curtis has indicated that Fremont Township cannot proceed without the permission of WSPC. This may be especially true concerning the proposed relocation and replacement of a water main in the construction area. WSPC is in the process of gathering information and researching all scenarios. The project proposal has not been finalized or approved at the time of the publication of these minutes.
Chuck Trampe expressed his concern regarding who will own the new proposed water-main and whether or not WSPC will be liable for any future repairs and/or replacement costs of that water-main, especially in the event of a catastrophic failure of the water-main.
Tabatha Curtis expressed concern regarding stress on the roads and underground water system that may occur from the weight of heavy equipment on the roads above the water and drainage systems during and after the work on the older water / drainage system.
Chuck and Jeannie Trampe expressed concern regarding the landscaping on West Shore Drive / Fairview Drive near the pillars citing poor visibility around the tight corner and frequent flooding in the same area.
Fred Aichele suggested a list of concerns to be drafted to ensure that all concerns are addressed.
James Melledy proposed forming a committee to document, research and investigate concerns related to the Highland Terrace Relocation and Vacation project.
Nicki Sullivan presented a draft of a letter for review and revision stating the current position of WSPC in regards to the possible Highland Terrace Relocation and Vacation project.
The proposed plan sets for the Highland Terrace reconstruction project are available for any resident to review. Please contact a WSPC Director if you would like to review the plan set.
TREASURER’S REPORT
Fred Aichele presented the Treasurer’s Report for 10/01/2015 – 10/31/2015. Nicki Sullivan moved and Tabatha Curtis seconded that the Treasurer’s Report be approved as submitted. Unanimously approved.
There was a review and discussion regarding delinquent accounts.
Fred Aichele presented the invoice to renew the Property Insurance Policy.
Budget requests must be submitted by all commissioners for discussion and review to be considered for the 2016-2017 fiscal year.
Homeowners are reminded that budget planning for the 2016-2017 fiscal year is underway. Homeowners are encouraged to attend monthly board meetings to have their concerns and requests regarding the budget addressed during the planning stage. The most important meetings regarding how WSPC spends funds collected from the homeowners are from October through February.
NEW BUSINESS
Fred Aichele presented the 2016 West Shore Park Board of Directors Self Nomination Form to be a Candidate for the Board of Directors. Copies are available on the WSPC website and will be hand delivered to all homes.
COMMISSIONERS’ REPORTS / BUDGET PROPOSAL
Dan Prezell submitted proposed budget requests for review for Miller Park, Block 1 Beach and Block 2 Beach.
Fred Aichele presented the first draft of the proposed 2016-2017 budget for review and discussion.
ADJOURN
Nicki Sullivan moved that the meeting be adjourned. The motion was seconded by Tabatha Curtis. Unanimously approved. The meeting was adjourned at 9:16 p.m.

The Next WSP MONTHLY Homeowner’s Association Meeting will be held at 7:00pm on Monday, December 7, 2015 at Countryside Fire Station #1, 801 S. Midlothian Road, Mundelein, IL 60060.
In an effort to reduce printing expenses and in respect for the environment, paper copies of agendas and board meeting minutes will no longer be distributed at the regular monthly board meetings. It is requested that board members, offices and guests refer to the electronic copies or download and print their own copies prior to the meeting.
