REGULAR BOARD MEETING MINUTES – final
November 3, 2025

MEETING CALLED TO ORDER
The meeting was called to order on November 3, 2025 at 7:00 p.m. at Countryside Fire Station #1, 801 S. Midlothian Road, Mundelein, Illinois 60060 by President Mike Davenport.
MINUTES FOR APPROVAL
Ben Arditti moved that the minutes from the Regular Meeting of the Board of Directors on October 6, 2025 be approved as corrected. Chris Shifley seconded the motion. Unanimously approved.
PRESIDENT’S REPORT
- No update to report regarding possible collaboration with Mundelein Park District on channel work and/or seawall project.
- All commissioner budget requests have been received.
- The board will not proceed with the request for an engineer to evaluate the existing sea wall as it has already been determined that replacement is necessary.
- Block 1 beach cleanup event still in planning. Mike will coordinate with block 1 beach commissioner.
CORRESPONDENCE
Mike Davenport reported he received a message from a member that another member had mowed down one of the rain gardens installed on WSPC property. The member requested if mowing the garden down was at the direction of the board. It appears to have been accidental and the member who owns the garden will discuss the issue with the person who did the mowing.
TREASURER’S REPORT
Fred Aichele presented the Treasurer’s Report for 10/01/2025 – 10/31/2025. Minaxi Tailor moved and Ben Arditti seconded that the Treasurer’s Report be approved as submitted. Unanimously approved.
BUDGET DISCUSSION
Fred Aichele presented a draft of the proposed budget for review. There was an extensive discussion including the importance of keeping the budget flat to avoid fluctuations in dues, and an emphasis on the need for a reserve fund to cover unexpected repairs and anticipated project expenses.
Commissioners and members are reminded that budget planning for the 2025-2026 fiscal year is now underway. Commissioners and members are encouraged to attend monthly board meetings to have their concerns and requests regarding the budget addressed during the planning stage. The most important meetings regarding how WSPC spends funds collected from the homeowners are from October through February.
COMMISSIONERS’ REPORTS
Water Commissioner – Chad Karol
Finishing water sample collection for IEPA. Discussed recent IEPA Changes:
- High Lead Tests: If a home returns a high lead test (>15 ppb), a second test is required. If still high, a water filtration system must be installed in the home. If multiple homes fail, systems may be required in all homes. Chad noted low concern due to past retesting success.
- Lead/Galvanized Lines: Seven homes in the neighborhood have identified lead or galvanized lines. The IEPA may require replacement from the buffalo box to the home (currently homeowner responsibility). Mr. Karol is looking into grants from the IEPA for these replacements, and hoping for a long window (possibly 10 years) to complete any necessary work. Replacing these lines would also significantly reduce the frequency and cost of annual testing.
REVIEW OF TASKS LIST
Review and discussion of the Board and Officers Task List.
NEW BUSINESS
Paper copies of the nomination forms for 2026 director positions were delivered on November 1st to homeowners not on the email list. Emailed copies were sent to all members on the email list and are available on the website. Candidates for a director position (including incumbents who wish to continue) must submit a nomination form during the period November 1 through December 31.
A recurring issue of landscapers blowing leaves into the lake and channel was noted. Ben offered to contact the landscapers to address this. Please contact any member of the board if you see this happening.
OLD BUSINESS
Survey:
Drawings are expected soon with markers to be placed after. Will possible place stones to permanently mark off common areas after the survey markers are in.
Open Positions:
Chris Shifley has announced he will not be running for re-election as Block 1 Director at the end of his term (February 2026). Please contact any member of the board if you are interested in serving as the Block 1 Director. Please note that you must live in block 1 to run for this position. One member has expressed interest. Nomination forms will be accepted through
Miller Park Commissioner, Tracey Cornish, will be stepping down next at the end of her term (February 2026). Please contact any member of the board if you are interested in serving as the Miller Park Commissioner.
ADJOURN
Larry Bakirtjy moved that the meeting be adjourned. Minaxi Tailor seconded the motion. Unanimously approved. The meeting was adjourned at 8:33 p.m.

It is recommended that pedestrians walking at night or dusk/dawn should wear reflective clothing and have a flashlight or light-up leash for their dog. The NHTSA recommends the following safety tip for walking in a neighborhood without sidewalks such as WSP and West Shoreland: Pedestrians should walk FACING traffic and as far away from traffic as possible. https://www.nhtsa.gov/road-safety/pedestrian-safety (Bicycles ride along WITH traffic.) Dog owners are also reminded to please obey leash laws and to always pick-up after your dog.
