REGULAR BOARD MEETING MINUTES – Final

November 6, 2023

ATTENDANCE

MEETING CALLED TO ORDER

The meeting was called to order on November 6, 2023 at 7:00 p.m. at Countryside Fire Station #1, 801 S. Midlothian Road, Mundelein, Illinois 60060 by President Mike Davenport.

MINUTES FOR APPROVAL

Werner Brisske moved that the minutes from the Regular Meeting of the Board of Directors on October 2, 2023 be approved as corrected. Chris Shifley seconded the motion. Unanimously approved.

TREASURER’S REPORT

Fred Aichele presented theTreasurer’s Report for 10/01/2023 – 10/31/2023. Minaxi Tailor moved and Werner Brisske seconded that the Treasurer’s Report be approved as submitted. Unanimously approved.

Fred Aichele reported that he has been in contact with Fremont Township and their contractors working on the drainage and road project regarding the amount of WSPC water used during the project. WSPC should receive a credit for the water used for the project.

Insurance renewal received. Approximately $100 lower than previously. Policy will be renewed.

Fred Aichele reported he secured meeting dates with the Countryside Fire Station for the WSPC 2024 regular monthly board meetings and the annual meeting.

CORRESPONDANCE

A message was received from a homeowner who reported a concern with landscapers working in Miller Park blowing leaves onto private property or into the channel rather than collecting and removing the leaves. There was a discussion regarding mowing that should be occurring in the Miller Park area along the channel and on the WSPC park property that runs between two homes up towards Oakdale Lane. Landscapers will be contacted to assure all areas are mowed and leaves are removed properly.

West Shoreland President Catherine Shannon requested a breakdown of park and beach landscaping costs (shared with WSPC) to identify the reasons and dates of the increases. The information has been researched and provided to Ms. Shannon by Fred Aichele.

COMMISSONER’S REPORT

Trees with dead branches on block 1 and block 2 common property identified for removal.

Water Commissioner, Brett Laureys submitted his report via email:

* We have been doing a bunch of repairs to BBs and valves in the street. Invoices have been submitted and Alicia reached out about two more. Hopefully, small repairs to valve covers and BB.

* Waiting on the quote/budget for the piping in the well house from engineers for budget request.

* Been having issues at a home at Fairview and West Shore Drive with black and smelly water for the past two weeks. A quick flush at the hydrant by the house was done, but the bad water continues to be intermittent. Hydrant flushing is planned for next week. We are due for one and with all the work and repairs to the system it needs a good flush. Dates depend on final paving of the roads.

* Been on the phone a bunch with residents and communicating with Alicia Dodd. She is doing a great job!  (Email edited by Marilee C.C. Rusiniak for content and clarity.)

NEW BUSINESS

Fred Aichele presented the first draft of the 2024-2025 proposed budget for review and discussion.

Commissioners and members are reminded that budget planning for the 2024-2025 fiscal year is now underway. Commissioners and members are encouraged to attend monthly board meetings to have their concerns and requests regarding the budget addressed during the planning stage. The most important meetings regarding how WSPC spends funds collected from the homeowners are from October through February.

OLD BUSINESS

Alicia Dodd reported that the drainage and road project should be completed in early November. Items reported and discussed included:

*Additional repairs identified and completed along with several repairs and replacements of buffalo boxes (BBs).

*Minimum of two additional saddle valves between BBs and water main replaced.

*Adjusted/unburied and raised BBs as needed.

*GIS mapping of BBs updated as project progressed – several remain to be located and mapped. Mapping program will be made accessible to board / water commissioner.

*Reimbursements to WSPC for some costs related to project repairs have begun.

Ms. Dodd reported that there was a lot about the WSPC water system that was learned and that will be beneficial for future projects.

Larry Bakirtjy presented a draft of the wording for new signs to be installed at the beaches and the parks for review and discussion.

There was a review and discussion of possible Beach & Park Rules and Regulation changes to be consistent with new signage and current township and/or county rules.

There was a discussion of possible digital storage options and pricing for WSPC documents.

It has been reported that there are various personal items on WSPC park property including chairs, table, trampoline, and a shore station. Removal of the items off of WSPC property will be requested once identification of the owners of the various items has been made.

REVIEW OF TASKS LIST

Review and discussion of the Board and Officers Task List.

ADJOURN

Werner Brisske moved that the meeting be adjourned. Minaxi Tailor seconded the motion. Unanimously approved. The meeting was adjourned at 8:36 p.m.

Meetings will be held via Zoom in the event that Covid-19 Mitigation Measures are put into place and meeting rooms may not host gatherings. Dates and time and location are subject to change. All homeowners are encouraged to attend the monthly board meetings. Please contact any member of the board or check the website for updated information regarding meeting location.
