REGULAR MONTHLY BOARD MEETING MINUTES – final

MEETING CALLED TO ORDER
The meeting was called to order on September 14, 2020 at 7:02 p.m. at Countryside Fire Station #1, 801 S. Midlothian Road, Mundelein, Illinois 60060 by President, James Melledy.
CORRESPONDENCE
James Melledy reported that many WSP residents received email from Mundelein resident Gail Becke requesting people who live close to Diamond Lake to review the proposed “Comprehensive Plan by the Village of Mundelein”. Mrs. Becke is heading a group concerned about the impact of the proposed “Comprehensive Plan” and the possible impact on Diamond Lake. WSPC residents may contact Gail Becke at [email protected] to learn more about the proposed project and the concerns of their group.
Nicki Sullivan reported that a resident is interested in planting fruit trees on their property and requested approval for installing non-permanent staking that will support the trees as until they mature.
MINUTES FOR APPROVAL
Mike Davenport moved that the minutes from the Regular Board of Directors Meeting of 07/13/2020 be approved as corrected. The motion was seconded by Chris Shifley. Unanimously approved.
TREASURER’S REPORT
Fred Aichele presented the Treasurer’s Report for 08/01/2020 – 08/31/2020. This report includes activity from July and August 2020. Nicki Sullivan moved and Mike Davenport seconded that the Treasurer’s Report be approved as submitted. Unanimously approved.
Fred Aichele reported that the annual tax return has been completed and file.
Fred Aichele reported that the Annual Report for the Secretary of State has been filed.
There was a review and discussion of dues that have been received and delinquent accounts in executive session. Delinquent accounts have been escalated to the next step in the collection process. Payment in full was due on April 30, 2020.
WATER
James Melledy reported for Brett Laureys that Phase 1 of the Forest Water Main Project went smoothly. All homes are hooked up to the new water main and the temporary road has been installed.
DRAINAGE
The Fremont Township Highway Department will be starting on the Forest Lane drainage improvement in preparation for connecting the dead ends of Forest Lane in 2021. Any questions please call Fremont Township Highway Commissioner Alicia Dodd at 847 223-2848.
MILLER PARK
The Beautification of Miller Park continues. Installation of a motion detection light on the well-house to deter trespassing is under consideration. Miller Park Commissioner Stacee Kalmanovsky is hard at work heading this project. If you would like to volunteer time, resources, or to make a donation, please contact Stacee at: [email protected]
BEACHES
President James Melledy appointed Dan Prezell as Block 1 Beach Commissioner.
Rose Brisske reported there was loose stone work at block 2 beach that needs to be repaired.
PIERS
The board is considering forming a committee to review and revise the current Pier Rules and Regulations as necessary for clarification, especially regarding Pier Captain responsibilities regarding financial transactions related to pier management and maintenance of all piers concerning WSPC.
TREES
John Harshey informed the board via email of confirmed cases of Bur Oak Tree Blight in WSP. According to Mr. Harshey’s research, this disease affects white oaks and transfers from tree to tree through the extensive root systems and kills the trees that it infects. The symptoms start with spotting on the leaves with the leaves turning brown usually starting on the bottom and working upwards until the tree dies. Residents concerned about the health of their trees should contact an arborist or tree service for recommended treatment. Mr. Harshey worked with SavaTree of Northbrook to treat his trees.
OTHER
From Fremont Township Supervisor Diana O’Kelly email dated August 31, 2020:
Open Burning Allowed on Tuesdays, Thursdays and Saturdays in Unincorporated Lake County through October 14th.
The Lake County Board voted to enact a modified emergency ordinance which temporarily allows open burning in unincorporated Lake County from sunrise to sunset on Tuesdays, Thursdays, and Saturdays from sunrise to sunset through October 14, 2020.
Recreational fires that are no larger than 3’ x 3’ x 3’ used for warming, cooking, and other recreational purposes are still permitted on all days of the week. Burning garbage, refuse, or construction materials remains prohibited.

The board would like to extend their condolences to the family of long-time West Shore Park resident and friend, John Retzinger. John died peacefully at home on March 22. Fishing was a passion which he shared with his West Shore Park neighbors especially the kids who became his fishing buddies. He knew every inch of Diamond Lake where he and Judy have resided for the last 40 years. We will all miss him but happy that we got to share so many “awesome” years with him. Due to the Corvid-19 Pandemic, funeral services were private. His family is hosting a Celebration of John’s Life on Saturday, October 3rd at Crossroads of Ivanhoe in their outdoor setting. It will be an informal open house from 2:00-5:00 p.m.

Mike Davenport moved and Chris Shifley seconded the motion. Unanimously approved. The regular meeting was adjourned at 8:10 p.m.
The board met in Executive Session following the adjournment of the regular meeting.

Public WSPC Regular Monthly Board Meetings have resumed at the Countryside Fire Station #1, 801 S. Midlothian Road, Mundelein, Illinois 60060.
The following protocols for entry are required by Countryside Fire Department:

All visitors must sign in at entrance.

Visitors must have their temperature checked and logged at entrance.

Maximum occupancy for training room at Mundelein is 22.
James Melledy will be stepping down as WSPC Director. Please contact any member of the board if you are from Block 2 and are interested in serving as a WSPC Director.
Budget planning for the 2021-2022 fiscal year is underway. Members are encouraged to attend monthly board meetings to have their concerns and requests regarding the budget addressed during the planning stage. The most important meetings regarding how WSPC spends funds collected from the homeowners are from October through February.
