REGULAR BOARD MEETING MINUTES – Final

September 11,2023

MEETING CALLED TO ORDER

The meeting was called to order on September 11, 2023 at 7:00 p.m. at Countryside Fire Station #1, 801 S. Midlothian Road, Mundelein, Illinois 60060 by President Mike Davenport.

MINUTES FOR APPROVAL

Werner Brisske moved that the minutes from the Regular Meeting of the Board of Directors on August 7, 2023 be approved as presented. Larry Bakirtjy seconded the motion. Unanimously approved.

TREASURER’S REPORT

Fred Aichele presented theTreasurer’s Report for 08/01/2023 – 08/31/2023. Minaxi Tailor moved and Larry Bakirtjy seconded that the Treasurer’s Report be approved as submitted. Unanimously approved.

Fred Aichele reported that he was successful in resolving a billing issue for the phone line in the well house and has secured a credit from AT&T.

CORRESPONDANCE

A member raised concern about golf-cart use in WSP. There was concern expressed that kids have been observed driving carts in an unsafe manner. Many carts appear to not meet legal requirements for operation in a golf-cart friendly community. Alicia Dodd offered to forward the current laws that apply to golf-cart operation in approved communities. The updated laws will be published for the members. REMINDER: Anyone – including teenagers and children – who DOES NOT have a current driver’s license MAY NOT operate a golf cart. Police may pull-over, and ticket, golf cart drivers at their discretion.

Minaxi Tailor reported she had a request from a member to remove a cottonwood tree on WSPC property in Block 2. WSPC will only remove trees that are diseased or pose a danger to property or people. The tree in question is healthy.

HOMEOWNER FORUM

Catherine Shannon (President of West Shoreland), Rose Brisske, Alicia Dodd, and Minaxi Tailor discussed a small plot of land on Block 2 beach that is in need of repair and beautification. The team

would like to form a committee along with the adjacent homeowner to remove weeds, do necessary repairs to the retaining wall, and replant the area with native grass, hostas, and low-maintenance plants. Alicia Dodd reported she may be able to secure donated plants. Minaxi Tailor stated she will solicit quotes on herbicide, mulch, and soil. Evaluation of the property lines will also be completed. Please contact Rose Brisske or Minaxi Tailor if you would like to work on this project or if you have soil, mulch, or plants you would like to donate (hostas preferred).

Ben Arditti requested a review of the process for presenting a request to the board for budget consideration. It was explained that commissioners submit their budget requests for discussion and consideration. It is recommended to write up an estimate on the needs and cost for the project and to submit the request to the WSPC board for review (preferably before the November regularly scheduled monthly board meeting).

Mr. Arditti expressed an urgent concern for repairs to the Block 2 sea wall. This concern was seconded by Minaxi Tailor and supported by Brett Laureys. Mike Davenport acknowledged the need for Block 2 seawall work. The area will be inspected and the project will be included in upcoming budget discussion.

REVIEW OF TASKS LIST

Review and discussion of the Board and Officers Task List.

COMMISSONER’S REPORT

Water Commissioner, Brett Laureys reported that he, President Mike Davenport, and Treasurer Fred Aichele had met to review current and needed water projects and the estimated cost associated with each project. Board meeting discussion included:

* The insurance claim submitted for the pump/automatic transfer switch emergency has been approved and some of the cost associated with the emergency will be recouped.

*Generator quote still needed. Waiting on service provider. Quote will help determine budget needs.

*Manifold / pipes in well-house need to be inspected and quote needed for repair or replacement of some parts and pipes.

*Two (2) valves have been replaced on the water-main done in September.

*Discussion of current work on drainage project with Fremont Township. Discovery of valves that needed to be replaced as drainage project was going on. Necessary repairs need to be completed prior to road paving.

*Fire hydrant valves that have been adjusted.

*In-house water leak where resident was unable to shut off water to the house because the buffalo box (BB) was paved over and built over by previous owner which made access to BB almost impossible. There was a discussion of the need for policies to be put into place regarding who is responsible for the cost of location and repair if an owner made the BB inaccessible.

NEW BUSINESS

Commissioners and members are reminded that budget planning for the 2024-2025 fiscal year is now underway. Commissioners and members are encouraged to attend monthly board meetings to have their concerns and requests regarding the budget addressed during the planning stage. The most important meetings regarding how WSPC spends funds collected from the homeowners are from October through February.

Rose Brisske reported that there are approximately 20 homes registered for the WSPC Community Garage Sale of September 16th – 9:00a.m. – 4:00p.m.

It was reported that the seaweed collection and disposal has not been consistent at Block 2 Beach. Minaxi Tailor will follow-up with the landscaper to ensure the task is getting completed going forward and to ensure WSPC is being billed correctly for the services received.

OLD BUSINESS

Alicia Dodd reported that the drainage project is going slower than expected, but necessary repairs are being completed as problems are discovered. There will be some widening of the roads in some areas of Block 1. Paving of all of Block 1 will begin once the valve and drainage work is completed. Paving is estimated to begin in November.

ADJOURN

Werner Brisske moved that the meeting be adjourned. Minaxi Tailor seconded the motion. Unanimously approved. The meeting was adjourned at 8:25 p.m.

Meetings will be held via Zoom in the event that Covid-19 Mitigation Measures are put into place and meeting rooms may not host gatherings. Dates and time and location are subject to change. All homeowners are encouraged to attend the monthly board meetings. Please contact any member of the board or check the website for updated information regarding meeting location.
