MEETING CALLED TO ORDER
The meeting was called to order on June 7, 2021 at 7:24 p.m. at Countryside Fire Station #1, 801 S. Midlothian Road, Mundelein, Illinois 60060 by President Mike Davenport.
MINUTES FOR APPROVAL
Werner Brisske moved that the minutes from the Regular Board of Directors Meeting of May 3, 2021 be approved as corrected. The motion was seconded by Chris Shifley. Unanimously approved.
HOMEOWNER FORUM – PUBLIC COMMENT
Several WSP Members attended the meeting to discuss concerns regarding the board decision to install a basketball hoop at Miller Park. Mike Park opened the discussion expressing that many people support the work of the WSP board and are in favor of the improvements made to Miller Park. Lisa Park presented a survey she had done to record the opinions of the park improvements from some WSP members who live around Miller Park or have bordering property to Miller Park. 17 WSP addresses on the survey indicate that they are not in favor of the installation of the basketball hoop due to various reasons including, but not limited to:
Possibility of vandalism to park structures.
Increased noise and the possibility of noise after dark.
Bad use of WSP funds and increased insurance concerns.
Opinion that park funds should have been used for additional improvements.
Concerns of people trespassing onto private property connected to the park.
Basketball hoop is a draw for non-WSP members to enter the neighborhood.
A basketball hoop had been installed previously and was removed due to various concerns.
One WSP address in the survey was not for or against the installation of the basketball hoop and suggested a temporary installation in case previous problems arise.
You may request a copy of the survey from any current member of the board or the secretary.
In addition to the concerns on the presented survey, there was an extensive discussion among the members present. Topics discussed included:
Closest homeowners to Miller Park do not want to have to police the noise in the park and chase away non-members or members in the park after hours.
Concerns of possible retaliation against the members who police the park or chase away people at night.
Concerns regarding the possibility of theft of personal property for the homeowners closest to the park.
Concern expressed of the possibility of the hoop being damaged and parts being stolen.
Frustration was expressed that not enough time had been allowed between the announcement of the possibility of installing the basketball hoop and the board vote on installation.
Several members expressed that they did not want a porta-potty in the park. It was explained that it had been decided previously by the board to NOT to install a porta-potty in Miller Park. (The most recent rendering of the Miller Park Improvement Plan still included the porta-potty – although it had been previously removed from the plan.)
Comment that the raingarden installation is unsightly and not graded properly.
Comment that branches and wood/landscaping debris have been piled near the well-house road for months and has not been removed.
Comment that the garbage can is frequently missing or moved and members living near the park have to clean-up the trash that is left in the park.
Request to remove the remains of the fire-pit.
Request to repair and paint the benches.
Comment that people climb onto the roof of the well-house and climb the well.
Comment that piers on the channel may become an attractive nuisance to people who come to the park and could be an insurance concern for WSPC.
Jim Konstandinitis requested the board re-vote on whether or not the basketball hoop should be installed. It was explained that the board vote has been taken, and recorded, and the basketball hoop will be installed as planned.
Positioning of the basketball hoop was requested. The basketball hoop will be installed on the north/east end of the court.
Request for permission from the board for an adjacent homeowner to install privacy landscaping to block the view of the basketball hoop. Permission granted. The requested privacy landscaping will not be on WSPC property and will not be a WSPC expense.
Request for the installation of a sign with strong language and specific rules for use of the basketball hoop and park.
Members present requested the WSPC Board and the Miller Park Commissioner set and agree to follow specific parameters to determine if the basketball hoop should be removed if it were to become a nuisance. WSPC board members in attendance: Werner Brisske, Mike Davenport, and Chris Shifley expressed that the WSPC Board re-affirm their commitment to all WSPC members to do the right thing for the community. Specific parameters will be discussed among the board and put into place as requested. President Mike Davenport requested that any complaints be directed towards the WSPC Board Members and the Miller Park Commissioner and that complaints and concerns will be addressed promptly.
Mike Davenport also stated that the Miller Park Improvement Plan has been in action for over two years and that the progress had been discussed at many monthly meetings. Progress and plans regarding specific improvements had also been discussed at length during the 2020 & 2021 WSPC Annual Member Meetings. It was noted that the minutes are not a transcript of all meeting discussions and are a general overview of actions taken at each meeting. It was expressed that there
has been a small group of volunteers working for over two years on various Miller Park improvements. During that time there has been a continuous call for volunteers and many opportunities to contribute ideas and to express concerns.
Additional concerns presented included the request for clarification of how far Miller Park common property extends along the channel and how far in towards channel facing homes does Miller Park property extend. The Oakdale side of the Miller Park Common property runs along the channel to Hillside. There is considerably less common property on the Forest Lane side of the channel.
The possibility that a resident’s electric dog fence extends into WSP Miller Park common property was stated. Comments were made that there have been incidents of aggressive dogs attacking people and other dogs along the Miller Park channel and on Oakdale Lane. A concern about people in Miller Park encountering aggressive dogs was expressed. (Members are asked to please report aggressive dogs, and any dog attacks of another dog or person, to the Lake County Sherriff non-emergency 847-549-5200, and to also report any incidents to the Lake County Animal Control 847-377-4700. (Call 911 to report any life threatening injury.)
Larry Bakirtjy requested if a survey of the WSP Beaches and Parks is currently available. (Available through Lake County Property Records.)
It was expressed that meeting minutes and other WSP information (Rules & Regulations, Bylaws, Water Reports, etc.) are not readily available to all members. The WSPC Regular Meeting Minutes are sent monthly to all members currently on the WSPC email list. Minutes and all WSP documents are also available on the WSP website ( www.westshoprepark.com ). While it is recognized that not all members may have access to email or the internet, it has become too expensive to print and distribute paper copies of the Regular Monthly Meeting Minutes to all the homes in WSP.
Keith Berg inquired if the piers installed off the WSPC Taylor Lake Court property are an insurance liability for WSPC and if the Mundelein Park District had granted permission for the installation of the piers. Mundelein Park District and/or the Village of Mundelein will be informed about the piers.
Four additional emails from WSP members positively expressing favor of installing a basketball hoop at Miller Park were reported. These emails had not been previously received by the board or recorded into the record. Nine emails in favor of the basketball hoop have been received in total.
A resident had requested approval for a drainage project on personal property adjacent to WSPC property. Permission has been granted.
Fred Aichele presented the Treasurer’s Report for 05/01/2021 – 05/31/2021. Werner Brisske moved and Chris Shifley seconded that the Treasurer’s Report be approved as submitted. Unanimously approved.
The 2021/2022 WSPC Annual Homeowners’ Dues Billing was sent out at the beginning of April. Partial payments will no longer be accepted. Payment can be made by check, or paid by credit card through the WSP website: www.westshorepark.com
Review and discussion of the Board and Officers Task List.
The Block 2 Beach clean-up has been postponed due to the necessary drainage and road work by Fremont Township on the Forest Lane improvement project.
Werner Brisske moved that the meeting be adjourned. Chris Shifley seconded the motion. Unanimously approved. The meeting was adjourned at 8:32 p.m.
The board met in Executive Session following the adjournment of the regular meeting.

Anyone interested in serving as a Director for the WSPC Board should contact any Director, the Secretary, or the Treasurer to be considered for the position. The term will begin immediately and continue into February 2023.

Meetings will be held via Zoom in the event that Tier 3 Covid-19 Mitigation Measures are put into place and meeting rooms may not host gatherings. Dates and time and location are subject to change. All homeowners are encouraged to attend the monthly board meetings. Please contact any member of the board or check the website for updated information regarding meeting location.
