REGULAR MONTHLY BOARD MEETING MINUTES — Final

September 13, 2021

ATTENDANCE

Members: Rose Brisske, Sue Esson, Minaxi Tailor

MEETING CALLED TO ORDER

The meeting was called to order on September 13, 2021 at 7:02 p.m. at Countryside Fire Station #1, 801 S. Midlothian Road, Mundelein, Illinois 60060 by President Mike Davenport.

Rose Brisske recorded the meeting for later review with Werner Brisske who was not present.

MINUTES FOR APPROVAL

Chris Shifley moved that the minutes from the Regular Board of Directors Meeting of August 2, 2021 be approved as presented. The motion was seconded by Larry Bakirtjy. Unanimously approved.

HOMEOWNER FORUM – PUBLIC COMMENT

Sue Esson announced that she was in attendance for herself and also speaking for members Carol Hamilton, Jim Kostantinidis, and Lisa Park who were not present at the meeting.

Comments from the members present included:

  • Statement that there appeared to be a new structure built in the backyard of a home on the channel near Miller Park where the homeowner appeared to be storing items.

  • Complaint that there were homes in WSPC with property that appear shabby and unkempt.

  • Complaint that people have been using private driveways adjacent to Miller Park to “cut through” between Miller Park and Oakdale Lane.

  • Statement that it was observed that someone drove down a private driveway to Miller Park and removed a wave-runner from the channel and loaded it into the back of a truck.

  • Sue Esson issued a complaint that the rain garden in Miller Park remains to appear unsightly, full of weeds and needs to be properly graded or removed. Additionally stated that she has asked for the rain garden to be removed several times and is upset that her request has not been completed. WSP Board will contact a resident rain garden expert for recommendations on how to improve the Miller Park installation.

  • Complaint that the Miller Park Commissioner has not been in attendance at meetings to receive or to answer to complaints issued. (Please note that WSPC Volunteer Commissioners are not required to attend board meeting and are frequently in communication with the board and members through emails and by issuing their commissioner reports.)

  • Complaint about vehicles on West Shore Drive speeding and not stopping at stop signs. Request for more police presence and/or the installation of cameras to capture speeding/failure to stop incidents. WSP board will contact Lake County Sherriff to request additional traffic support. Residents are encouraged to call the Lake County Sherriff non-emergency to request traffic support to deter speeding and failure to stop at stop-signs in WSP.

PRESIDENT’S REPORT

Mike Davenport reported:

  • Currently seeking a quote for professional replacement or re-keying of several locks located thought WSPC.

  • The position of Liaison to Fremont Township will transition from Nicki Sullivan to Werner Brisske.

  • Request for board to review drafted letters and to submit revision suggestions to Mike prior to letters going out to membership.

  • One quote received for well-house roof repair. Additional quotes being solicited and will review if patching will suffice.

  • In contact with West Shoreland President Catherine Shannon and WSP resident Nicki Sullivan on legally changing the currently offensive, racist language in the Covenants which are attached to all WSP deeds.

TREASURER’S REPORT

Fred Aichele presented the Treasurer’s Report for 08/01/2021 – 08/31/2021. Chris Shifley moved and Larry Bakirtjy seconded that the Treasurer’s Report be approved as submitted. Unanimously approved.

Fred Aichele reported:

  • WSPC State of Illinois Annual Report has been completed and submitted.

  • New phone directory completed and distributed.

  • Old section of unpaved land between “old” Forest Lane and “new” Forest Lane is now paved. The section of road will remain closed until further notice while details of the connection and road opening are being finalized with the Fremont Township Highway Department.

COMMISSIONERS’ REPORTS

Miller Park

Commissioner Stacee Kalmanovsky reported via email that Miller Park continues to be managed and there are no major updates this month. Request to bring in more wood chips and consider the construction of an arbor in the spring as the budget allows. Request to please forward any questions or concerns to her.

NEW BUSINESS

Thank you very much to Fred Aichele for collecting the updated information, formatting, and printing of the new phone directory. Thank you to Fred and Teri Aichele, and Sharon Zink for delivering the new directory to the residents of WSP.

Review and discussion of the Board and Officers Task List.

Report that Fremont Township had cleaned up some over-grown bushes along Circle Drive and in the coming months will be cleaning away some landscaping that encroaches onto the roads.

ELECTION OF DIRECTOR

WSPC received one eligible nomination to be considered for the Director position that was left vacant by John Lohrmann who moved out of WSP.

The candidate for Director Block 2 – Remainder of 2 year term vacated by John Lohrmann:

Minaxi Tailor. 19303 Forest Lane

Minaxi introduced herself and presented her reasons for wanting to be elected to the open Director position.

Minaxi Tailor was elected to the open position by unanimous voice vote of present board members: Larry Bakirtjy, Mike Davenport, Chris Shifley, and electronically by Werner Brisske. Election result certified by Secretary, Marilee C.C. Rusiniak.

ADJOURN

Chris Shifley moved that the meeting be adjourned. Larry Bakirtjy seconded the motion. Unanimously approved. The meeting was adjourned at 7:51 p.m.

The board met in Executive Session following the adjournment of the regular meeting.

It was reported that the court hearing regarding the Taylor Court Property was September 13. The judge requested that statements from the attorneys of both parties be submitted for the next scheduled court date in October. A ruling is expected in November.

Meetings will be held via Zoom in the event that Tier 3 Covid-19 Mitigation Measures are put into place and meeting rooms may not host gatherings. Dates and time and location are subject to change. All homeowners are encouraged to attend the monthly board meetings. Please contact any member of the board or check the website for updated information regarding meeting location.
