REGULAR MONTHLY BOARD MEETING MINUTES — final

January 6, 2020

 

ATTENDANCE

Directors: Mike Davenport, John Lohrmann, James Melledy, Chris Shifley

Treasurer: Fred Aichele

Secretary: James Melledy took notes in Marilee’s absence

Members: Rose and Werner Brisske, Tabatha and Kent Curtis, Brett Laureys

MEETING CALLED TO ORDER

The meeting was called to order on January 6, 2020 at 7:01 p.m. at Countryside Fire Station #1, 801 S. Midlothian Road, Mundelein, Illinois 60060 by President, James Melledy.

HOMEOWNER FORUM – PUBLIC COMMENT

Rose and Werner Brisske announced that they were recording the meeting.

There was a discussion regarding the Block II property boundaries and drainage. WSPC will look into changing grades in the area by pitching the wet areas to the lake and potentially removing pieces of the seawall to aid in drainage of the area.

WSPC board will also discuss with Fremont Township their plans for drainage of Forest Lane and the impacts to the wet areas on WSPC.

MINUTES FOR APPROVAL

John Lohrmann moved that the minutes from the Regular Board of Directors Meeting of December 2, 2019 be approved as corrected. The motion was seconded by Chris Shifley. Unanimously approved by Mike Davenport, James Melledy, Chris Shifley, and John Lohrmann.

CORRESPONDENCE

     A.  TAYLOR LAKE COURT – LICENSE AGREEMENT

WSPC board went into Executive Session to discuss the litigation against the two property owners trespassing on WSPC property by Taylor Lake Court.

     B.  WSPC PROPERTY BOUNDARIES

     C.  WSPC FEE SCHEDULE

There was a brief discussion regarding the fees for new construction homes connecting to the WSPC water Main. WSPC is going to investigate what entity at Lake County issues new construction permits and the process for notifying WSPC when a permit is applied for in WSPC.

TREASURER’S REPORT

Fred Aichele presented the Treasurer’s Report for 12/01/2019 – 12/31/2019. John Lohrmann moved and Mike Davenport seconded that the Treasurer’s Report be approved as submitted. Unanimously approved.

There was a review and discussion of dues that have been received and delinquent accounts.

Delinquent accounts have been reduced to one.

The Board finalized and voted on the 2020-2021 budget.

Chris Shifley moved and John Lohrmann seconded to accept the final draft of the Proposed Budget Fiscal Year 4/01/2020 – 3/31/2021 as proposed for presentation at the annual meeting on February 16, 2020.

Motion carried unanimously approved by Directors: Mike Davenport, John Lohrmann, James Melledy, and Chris Shifley.

NEW BUSINESS

Nomination Forms for WSPC Board of Directors were received by Chris Shifley and James Melledy.

Annual Meeting will be Sunday, February 16, 2020 at 1:30 p.m.

 

COMMISSIONER REPORT – Forest Water Main

There was a lengthy discussion regarding the schedule and funding of the Forest Lane Water Main project.

Bids have been received for the Forest Lane Water Main replacement and the projected costs are as follows:

Phase I –           $174,860.00

Phase II –          $192,360.00

Total                $367,220.00

WSPC is still working with Fremont and GHA (engineer) to determine schedule, budget and efficiencies.  Brett Laureys is going to meet with both Fremont and GHA to lock down a schedule and Fremont’s Scope of Work

WSPC board is hoping that doing both Phase I and II at the same time in 2021 could save WSPC money overall.

WSPC discussed the possibility that the dues for 2021-2021 could be 25% to 40% higher due to water main project.

ADJOURN

Chris Shifley moved that the meeting be adjourned. John Lohrmann seconded the motion. Unanimously approved. The meeting was adjourned at 9:15. p.m.

The Next WSP Monthly Homeowners’ Association Meeting will be held at 7:00 p.m. on Monday, February 3, 2020 at Countryside Fire Station #1, 801 S. Midlothian Road, Mundelein, IL 60060.

Nicki Sullivan is looking for volunteers to help paint and complete various small maintenance and beautification projects. Young-adults who need volunteer service hours may be able to earn their hours by helping volunteer within WSP. Please contact Nicki Sullivan or any member of the board if you are interested in volunteering within our neighborhood.
