ATTENDANCE

MEETING CALLED TO ORDER

The meeting was called to order on December 3, 2018 at 7:00 p.m. at Countryside Fire Station #1, 801 S. Midlothian Rd., Mundelein, Illinois 60060 by President, James Melledy.

MINUTES FOR APPROVAL

Sharon Zink moved that the minutes from the Board of Directors Meeting of November 5, 2018, be approved as corrected. The motion was seconded by Chris Shifley. Unanimously approved.

HOMEOWNER FORUM

Rose Brisske stated that she has not been receiving email from WSP. It was explained that [email protected] should be added as an email contact to ensure that WSP emails and notices are received and not marked as “spam” or “junk” by email software.

Kent and Tabatha Curtis expressed their frustration with the frequent water main breaks and road/drainage problems on Forest Lane. They also expressed frustration in how they been affected due to these problems, and the delay in resolving the current issues.

Kent Curtis expressed his concern regarding the safety of the water following the most recent water main break and the frequency of the breaks. Mr. Curtis specifically requested additional and more frequent water testing from sites close to the water main breaks to ensure water quality and safety. The board will look into the additional testing options and cost.

Kent Curtis requested an update on cross-connection ordinances and inquired the status of WSP being in compliance. He expressed concern that WSP and some WSP homeowners are not currently in compliance with the Illinois EPA Cross Connection Program.

CORRESPONDENCE

A.  FOREST WATER MAIN BREAK DAMAGE

James Melledy presented Kent and Tabatha with a draft of an agreement, which would resolve their driveway damage matter due to a Forest Lane water main break, for their review and comment.

B.  TAYLOR LAKE COURT – LICENSE AGREEMENT

James Melledy reported that he has received legal advice on the steps needed to move forward with legal action regarding the Taylor Lake Court License Agreements.

TREASURER’S REPORT

Fred Aichele presented the Treasurer’s Report for 11/01/2018 – 11/30/2018. Chris Shifley moved and Nicki Sullivan seconded that the Treasurer’s Report be approved as submitted. Unanimously approved.

There was a review and discussion of delinquent accounts.

2019-2020 BUDJET DISCUSSION

Budget requests must be submitted by all commissioners for discussion and review in order to be considered for the 2019-2020 fiscal year.

Homeowners are reminded that budget planning for the 2019-2020 fiscal year is underway. Homeowners are encouraged to attend monthly board meetings to have their concerns and requests regarding the budget addressed during the planning stage. The most important meetings, regarding discussions on how WSPC spends funds collected from the homeowners, are from October through January.

Fred Aichele presented the second draft of the proposed 2019-2020 budget for review and discussion.

COMMISSIONERS’ REPORTS

Water

James Melledy reported for Water Commissioner, Brett Laureys:

  • Brett has met with Fremont Township. They are in the process of exchanging engineering information concerning Forest Lane.

  • There had been an additional water main break on Forest Lane on November 27th.

  • The well house is not currently in need of any immediate upgrades or repairs.

Nicki Sullivan reported that she has spoken with Fremont Township regarding water main work and repaving of Forest Lane and the possibility of Fremont Township having to reopen the road to complete their drainage/sewer project. She reported that engineering will have to be completed by the end of summer 2019 if the road is scheduled to be completed by the end of 2019.

 

OLD BUSINESS

Fred Aichele reported he has been testing an on-line payment feature for WSPC to accept the annual dues payment online.

NEW BUSINESS

Fred Aichele reported that a new safe deposit box key is needed.

Fred Aichele reported that he has researched securing a loan for the Forest Lane water main replacement.

Fred went over the documentation required by the bank and discussed the details of the loan. Additional information is needed and is being gathered for further review and discussion by the board.

James Melledy reported that he has received legal advice on the collection process for unpaid association dues. He will forward the information to the board for review, and discussion at the January 7, 2019 regular board meeting. Nicki Sullivan reported that she has been working on updating the official protocol for the collection process. She will forward her draft of the protocol to the board for review, and discussion at the January 7, 2019 regular board meeting.

Fred Aichele presented the first draft of the information packet to be distributed to all members prior to the annual meeting for review.

Fred Aichele confirmed that most of the meeting dates for the 2019 Regularly Scheduled Monthly Board Meetings at Countryside Fire Station #1 have been secured, except as noted as tentative.

Fred Aichele reported that a plan to present the Forest Lane water main replacement as a Capital Improvement may be needed to be presented to the membership in order to secure membership approval for the distribution of the requested funds.

James Melledy reported that Block 1 Beach seawall repairs should be completed by the end of the year.

Sharon Zink moved that the meeting be adjourned. The motion was seconded by Chris Shifley. Unanimously approved. The meeting was adjourned at 8:28 p.m.

The Next WSP Monthly Homeowners’ Association Meeting will be held at 7:00 p.m. on Monday, January 7, at Countryside Fire Station #1, 801 S. Midlothian Road, Mundelein, IL 60060.

Three directors’ positions will be up for election at the 2019 WSP Annual Members’ Meeting. Ernie Billittier, Nicki Sullivan and Sharon Zink are all interested in continuing on as directors. If you are interested in volunteering for your community by serving on the West Shore Park Corporation Board, please fill out and submit a self-nomination form available for download from the West Shore Park website, or contact any West Shore Park board member for a copy of the 2019 West Shore Park Board of Directors Self Nomination to be a Candidate for the Board of Directors. Elections for the board member positions are on February 17, 2019 at the Annual Members’ Meeting.
