MEETING CALLED TO ORDER
The meeting was called to order on February 4, 2019 at 7:01 p.m. at Countryside Fire Station #1, 801 S. Midlothian Rd., Mundelein, Illinois 60060 by President, James Melledy.
MINUTES FOR APPROVAL
Sharon Zink moved that the minutes from the Board of Directors Meeting of January 7, 2019, be approved as corrected. The motion was seconded by Ernie Billittier. Unanimously approved.
HOMEOWNER FORUM – PUBLIC COMMENT
Rose Brisske requested clarification on whether or not there was a definite plan for the two sections of Forest Lane to be connected. James Melledy responded that WSPC Board has no knowledge if the connection is planned or not and that Fremont Township may have additional information.
A. TAYLOR LAKE COURT – LICENSE AGREEMENT
James Melledy reported that the situation is moving forward for both properties that have received the Licensing Agreement.
Fred Aichele presented the Treasurer’s Report for 01/01/2019 – 01/31/2019. Nicki Sullivan moved and Chris Shifley seconded that the Treasurer’s Report be approved as submitted. Unanimously approved.
ComEd and telephone bills have been placed on automatic payment.
30 day packet prior to Annual Members’ Meeting was emailed, added to website, and hand delivered.
Fire safe box for important papers should be purchased.
Annual dues payments via credit card may cause a .01 overage or underage in processing fees from what is estimated. Will know more once payments start to be processed, received, and cleared.
There was a review of the informational letter regarding the new option to pay the HOA fee via credit card on the WSPC website, online transaction fees, and collection of non-payment guidelines to be distributed with the 2019 HOA Dues Notice. The information will be made available to the membership via email, on the website, and hand delivered.
Brett Laureys provided an update via email to the board:
(Engineering) has approval from Fremont Township to start the design (water main and storm sewer) this spring. (There is) a contract with Fremont to design both the water main and storm sewer.
The tentative schedule is to have design done around April 2019, barring some unforeseen design conditions. FYI – The survey work is already done.
We are targeting September 2019 to do the work. We should have design and get bids…for the water main by early summer and then we can submit actual numbers for the loan, etc. I’m going to guess we would have the bids, etc. in June sometime.
For now, I would say we target after Labor Day to do the main work in 2019. (Engineering) will check in later in March when the design nearly complete.
Overall, all seems positive and (Engineering) stated we should not have a problem with getting the work completed in 2019.
(Engineering) is working with Fremont Township on the Forest Lane water main / drainage / road repair project and that they are in the process of exchanging engineering information. Engineering is tentatively expected to be completed by the end of summer 2019.

Regarding how proxies with “the board” indicated as the voting entity on the proxy will be reviewed and clarified at a future regular board meeting: The board will vote for the candidate for any proxies received indicating “the board” as the appointee. The winning board votes will determine which candidate the proxy will be counted towards.
Nicki Sullivan reported that she was contacted by Catherine Shannon, President of the West ShoreLand HOA requesting information and advice on the process to change HOA Covenants that may include language that is no longer recognized and/or illegal.
Nicki Sullivan and James Melledy reported that she and James had been contacted by Tori Trauscht who has requested that WSPC consider installing native plants and/or rain gardens on WSPC Common Property.
Marilee C.C. Rusiniak reported that Lake County Board Member, District 10, Jessica Vealitzek requested to receive WSPC email announcements.
Nicki Sullivan presented a sign-up sheet for the Annual Members’ Meeting for upcoming events, such as Spring Clean-Up, for review.
Nicki Sullivan moved that the meeting be adjourned. The motion was seconded by Chris Shifley. Unanimously approved. The meeting was adjourned at 7:43 p.m.
