REGULAR MONTHLY BOARD MEETING MINUTES

January 7, 2019

ATTENDANCE

MEETING CALLED TO ORDER

The meeting was called to order on January 7, 2019 at 7:00 p.m. at Countryside Fire Station #1, 801 S. Midlothian Rd., Mundelein, Illinois 60060 by President, James Melledy.

 

MINUTES FOR APPROVAL

Sharon Zink moved that the minutes from the Board of Directors Meeting of December 3, 2018, be approved as corrected. The motion was seconded by Chris Shifley. Unanimously approved.

CORRESPONDENCE

A.  TAYLOR LAKE COURT – LICENSE AGREEMENT

James Melledy presented a Notice of Violation letter provided from law firm representing WSPC regarding the Taylor Lake Court properties and the legal action concerning the License Agreements for review and revision.

B.  BOARD OF DIRECTOR NOMINATIONS

Sharon Zink will not be seeking another term for a position as Director on the WSPC Board.

Ernie Billittier is seeking an additional term as Director.

Nicki Sullivan is seeking an additional term as Director.

WSPC received three eligible nominations to be considered for the three open positions of Director.

The official, certified candidates for Director are:

Ernie Billittier – Two Year Term

Mike Davenport – Two Tear Term

Nicki Sullivan – Two Year Term

C.  CROSS CONTAMINATION ORDINANCE

Brett Laureys provided documents for review:

  • Illinois Cross-Connection Control Program

  • West Shore Park / Fremont Township, Illinois Cross-Connection-Control Ordinance (Ordinance No. WSP-2006.010)

  • Cross Connection Control Survey – Lake County Public Works

There was a discussion regarding the need for a current Cross Connection Control Survey to be distributed to the WSPC membership. Nicki Sullivan provided cross connection information from the Village of Mundelein for comparison.

D.  WATER SAMPLING

Brett Laureys stated that additional and more frequent water sampling and testing will be done near the Forest Lane area experiencing frequent breaks. There is the option to add more frequent testing in other areas of WSP. Brett reiterated that water sampling and testing is always done following the repairs to a water main.

TREASURER’S REPORT

Fred Aichele presented the Treasurer’s Report for 12/01/2018 – 12/31/2018. Nicki Sullivan moved and Sharon Zink seconded that the Treasurer’s Report be approved as submitted. Unanimously approved.

There was a review and discussion of delinquent accounts.

 

2019-2020 BUDJET DISCUSSION

Fred Aichele presented the final draft of the proposed 2019-2020 budget for review and discussion.

Sharon Zink moved and Ernie Billittier seconded to accept the final draft of the Proposed Budget Fiscal Year 4/01/2019 – 3/31/2020 as proposed for presentation to the WSPC membership at the annual meeting. Unanimously approved by Directors: Ernie Billittier, James Melledy, Chris Shifley, Nicki Sullivan, Sharon Zink

This report will be discussed at the Annual Homeowners Meeting of February 17, 2019 at 1:30pm and attached to the minutes of that meeting.

For comparison use only: The previous year’s annual dues for homes on the WSP Water System are as follows: 2018 – $733 / 2017 – $767 / 2016 – $875 / 2015 – $652 / 2014 – $649 / 2013 – $654 / 2012 – $495

APPROVE 2019 ANNUAL MEETING PROXY AND LETTER TO HOMEOWNERS

The West Shore Park Corporation 2019 Annual Meeting proxy, cover letter and budget recommendation will be distributed to all homeowners prior to the annual meeting and will also be available on the website for download.

COMMISSIONERS’ REPORTS

Water

Brett Laureys reported that he is working with Fremont Township on the Forest Lane water main / drainage / road repair project and that they are in the process of exchanging engineering information. Engineering is tentatively expected to be completed by the end of summer 2019.

OLD BUSINESS

Fred Aichele reported that the loan application for the Forest Lane water main replacement is progressing. Additional information is needed and is being gathered for further review and discussion by the board.

There was a discussion regarding if the water main replacement should be recognized as a Capital Improvement and how that would impact the approval and funding of the project.

Nicki Sullivan presented a draft of a letter for review and discussion which will be sent to homeowners for the collection of unpaid dues. Included was a selection of various services and fees charged by the legal firm for the collection of delinquent assessments. There was a discussion of the protocol and time-line for the collection process.

James Melledy reported that Block 1 Beach seawall repairs will be completed as weather permits.

NEW BUSINESS

James Melledy presented the Agenda for the 2019 WSPC Annual Meeting for review and revision.

Fred Aichele confirmed April 8 and September 9 Regular Monthly Board Meetings will be held at Countryside Fire Station #1, 801 S. Midlothian Rd., Mundelein, Illinois 60060.

Nicki Sullivan presented an estimate for tree trimming at Block 1 Beach for review and approval.

ADJOURN

Sharon Zink moved that the meeting be adjourned. The motion was seconded by Nicki Sullivan. Unanimously approved. The meeting was adjourned at 8:48 p.m.
