REGULAR MONTHLY BOARD MEETING MINUTES — Final

August 1, 2022

MEETING CALLED TO ORDER

The meeting was called to order on August 1, 2022 at 7:04 p.m. at Countryside Fire Station #1, 801 S. Midlothian Road, Mundelein, Illinois 60060 by President Mike Davenport.

MINUTES FOR APPROVAL

Larry Bakirtjy moved that the minutes from the Regular Meeting of the Board of Directors on July 11, 2022 be approved as presented. Werner Brisske seconded the motion. Unanimously approved.

HOMEOWNER FORUM

Rose Brisske requested clarifications if all boil orders being sent out are necessary. Mike Davenport responded that for any boil notice communicated via email, paper notice, or via sign, it is best to follow the boil order as recommended.

Rose Brisske requested if there are prior notifications sent out before all water shut-off events. Mike Davenport responded that if the water commissioner or board receives any kind of notification of a water shut-off, the information is communicated as quickly as possible to affected residents. Many times there is no prior notification.

Rose Brisske questioned if renters get the same email notifications that members receive. Fred Aichele responded that there are email notifications sent to renters who have requested to receive WSPC emails.

Rose Brisske reported that she and additional members would like to host “Food Truck Thursday”

in Miller Park for the remainder of the summer into the fall. A food truck will be available to residents for a limited time on Thursday evenings in Miller Park. No alcoholic beverages will be sold. Additional information will become available as details are confirmed.

Frank Ettinger (acting in proxy for members Lannin & Ettinger of 19313 Forest Lane) reported that steps built into the landscaping of the common property adjacent to private property are in need of repair. He requested the board evaluate the steps and confirm if replacement and repair be considered. Board members will inspect the area and review the request.

TREASURER’S REPORT

Fred Aichele presented the Treasurer’s Report for 7/01/2022 – 7/31/2022. Chris Shifley moved and Larry Bakirtjy seconded that the Treasurer’s Report be approved as submitted. Unanimously approved.

There was a review and discussion regarding delinquent accounts.

There was a review of the 2021 WSPC Income Tax Return.

WATER COMMISSIONER’S REPORT

Brett Laureys submitted his report to the board via email. Edited for clarity:

Behm made the final connection and shut off the old section of the main today (August 1, 2022). A boil order was sent out for Block 2. It’s likely it only applied for residents on Forest Lane, but it was sent to all of Block 2 to be cautious.

All the new connections to the homes on Forest and water service are complete and all are now active. The old main is out of service and the water shut downs and water main work is complete for Phase 2. There is still some clean up and landscaping that Behm has to take care of. Fremont Township will do the patching of the street and paving. As for the cost, we did not have any surprises. We should actually get a little credit back for one additional valve that they did not have to install. We just have the cost for the valve work at Forest/West Shore Drive and the valve on Prospect, both of which were not part of the project but recently repaired. Invoices from Behm have been submitted. (Note: Still outstanding is the cost of the road repair that is to be paid to Fremont Township.)

 All in all it is good news and things went great!

PRESIDENT’S REPORT

Mike Davenport reported that damaged fire pit in Miller Park has been dismantled and removed.

Mike Davenport reported that he has been in communication with a member regarding the cost of a water related repair and the possible sharing of the expense between WSPC and the home owner. There was a review and a discussion of emails regarding the issue.

Mike Davenport reported that he has met with legal counsel to review several issues including fence challenges, homeowners installing landscaping on WSPC property, and possible WSPC liability regarding private piers. Possible legal options available to WSPC were discussed.

REVIEW OF TASKS LIST

Tasks noted include:

  • Need to confirm number and location of sandwich signs.

  • Need to confirm status of new lock installation and all new keys for well-house.

  • Tax return will be filed.

 

OLD BUISNESS

Chris Shifley will speak to a member about relocating landscape materials that had been left on the block 1 beach road.

There was a discussion regarding the small hole in the ground which opened along the sea wall near block 2 beach that was allowing water from the lake to erode away landscaping. A temporary fix was done on the sea wall and the resulting hole in the ground was filled. A permanent fix is required. The seawall and ground damage will have to be reviewed and the repair must be budgeted for the near future to prevent a larger problem.

Werner Brisske reported that there was additional damage to WSPC landscaping near the block 2 beach that should be reported to and repaired by the company that possibly caused the damage.

Larry Bakirtjy provided handouts of pictures of current WSPC signs throughout the community and suggested corrections for specific signs. He requested the signs be reviewed, corrected as needed, and priced for possible purchase and installation.

NEW BUISNESS

It was discussed that there is a challenge getting landscaping equipment to some common areas in Block 2. Landscapers currently have the permission of some homeowners to access private property to pass through to WSPC property. WSPC board will have to review if there is another option to gain access to this WSPC property without having to pass through a homeowner’s private property.

Chris Shifley moved that the meeting be adjourned. Werner Brisske seconded the motion. Unanimously approved. The meeting was adjourned at 9:27 p.m.
