Introduction And Authority
West Shore Park is a community located in unincorporated Mundelein, in the northwest corner of Diamond Lake area in Lake County, Illinois. We all want to be assured of a pleasant and peaceful way of life. In order to help achieve this type of environment, West Shore Park Corporation (“WSPC”) has established the following Rules and Regulations per the West Shore Park Bylaws. These Rules and Regulations are established and enforced for the benefit and protection of all members.

Member The person who holds title to an improved lot within West Shore
Park and who is responsible for the actions of tenants, guests,
or invitees as well as their own actions relative to a property.

regulation of our community.
Amendments Any changes to the Rules and Regulations adopted by the Board.
From May 15 through September 15, WSPC restricts the use of water for landscaping purposes as follows:
Block I – ALLOWED to water on ODD numbered weekdays
Block II – ALLOWED to water on EVEN numbered weekdays
Sprinkling is ONLY allowed from 5:00 a.m. to 8:00 a.m. and from 7:00 p.m. to 11:00 p.m.
Sprinkling is NOT ALLOWED ON WEEKENDS; however, hand-held watering IS ALLOWED.
HOMEOWNERS WITH 1,000-GALLON OR MORE CAPACITY SWIMMING POOLS MUST USE OUTSIDE SERVICES FOR FILLING OF POOLS.
An annual permit fee will be assessed to homeowners with pools of 1,000 gallons or more beginning in 2008.
Additional restrictions may be imposed by the Board in the event of severe and/or prolonged weather conditions, such as a drought.
WSPC’s water tank is filled during non-peak hours to keep electricity costs down. These restrictions help reduce usage (and the need to pump during peak hours) and lessen the chance of overburdening our system, thus creating a water shortage.
The water restrictions are consistent with the Lake County Department of Public Works water restrictions.
Beach and Park Rules and Regulations
Beach Hours: 8:00 a.m. to 10:00 p.m. Closed 10:00 p.m. to 8:00 a.m.
Park Hours: 6:00 a.m. to 10:00 p.m. Closed 10:00 p. m to 6:00 a.m.
No lifeguard on duty; swim at your own risk.
Guests must be accompanied by a West Shore Park or West Shoreland resident. (I.D. required).
NO dogs allowed on beach at any time per Lake County Health Department Ordinance. Dogs must be leashed at all times while in park areas. Please pick up after your dog(s).
NO launching of powered watercraft without prior authorization.
NO watercraft in swimming area.
NO campfires, leaf burning, permanent firepits, littering, glass items, alcoholic beverages, fireworks, or illegal substances. Temporary recreational firepits are permitted providing they have a top piece (metal lid, screen or stonework), burn only firewood and do not create excessive smoke. Prior approval is needed from a board member.
Carts must remain in pathway and park only in designated parking area. Cart speed limit is 5 mph.
NO cars, trucks, motorcycles, scooters or trailers without prior authorization.
NO parking on beach, in park, or on access roads/pathway.
In case of emergency, dial 9-1-1.
No personal property of any nature (except community piers which have received permission from the Board) shall be located on WSPC property on a recurring, regular or continuous basis in excess of 10 days. After 10 days, personal property left on WSPC property will be considered abandoned and will be disposed of by the Board at the owner’s expense.
Pier Rules and Regulations
The Board has authority to regulate the number, placement and operation of piers attached to and/or from WSPC common property.
This policy will be revised as needed by the Board, based on membership consultation.
Piers that are not in compliance with this policy will lose their approval status from the Board.
Pier/slip users must be members in good standing of West Shore Park or West Shoreland.
Each pier committee will abide by their respective Bylaws and policies.
A “Pier Captain” for each pier committee will report annually to the Board the following, where applicable: 1) Compliance to this policy; 2) membership; 3) waiting list; 4) issues; 5) annual meeting minutes and 6) Boat and liability insurance policies of individual pier members.
Minimally, one annual inspection by the WSPC Pier Commissioner(s) will determine each pier’s compliance to this policy and the current WSPC liability insurance policy.
Watercraft: Policy pertaining to pier for sailboats, PWC’s, rowboats, canoes, etc. is up to individual pier committees and their membership.
B. Safety Standards: Standards ensure uniform practices across all WSPC properties as well as conformance to Illinois and Lake County regulations/ordinances.
Throw-ring life preservers and ladders are required on all piers.
Piers*, posts/poles near or above waterline, and boat lifts, must be removed at close of season.
Appropriate signage (such as “Danger: No Swimming) will be posted to ensure safe practice on piers, in boats and in swimming areas.
C. Construction and Maintenance Standards
Pier construction must reasonably match the fit and function of commercially available piers.
The initial design/structure of any given pier* must be expandable to accommodate multiple boats.
All piers must be maintained to comply with recommended Safety and Construction Standards
D. Pier Placement Standards: Board approval is required.
The number of piers* is set to ensure an acceptable density.
The Board may limit combined pier footprints to a small percentage of total shoreline;
The Board may set standards regarding proximity to beaches, launches, viewing/fishing areas, and other restrictions as required.
E. Pier Assignment and Expansion Guidelines: Board approval is required.
Piers* must accept newcomers wanting space on their pier up to that pier’s capacity. Final authority on expansion lies with the Board.
Financial costs to newcomers joining a pier are determined by each pier committee, with Board approval.

Specifications for New Homes/Large Additions and/or New Connections to the WSPC Water System
The following specifications are required by WSPC for new homes/large additions and new connections to the WSPC water system. Prior to obtaining a building permit from the Lake County Building Department (LCBD), new homes must submit a confirmation letter from WSPC allowing connection to our WSPC water system. WSPC will provide this confirmation letter after all fees and bonds have been paid in full. Please note that Countryside Fire District requires residential fire sprinklers in all new homes.
A. Water Connection Bond. The water connection bond is $1,500.00 and is due upon request for connection to the WSPC water system. This fee is refundable after the contractor makes the main connection and installs the buffalo box. The work must be inspected during installation and approved by WSPC’s Water Commissioner or authorized representative. Failure to have an inspection performed prior to backfill and/or meet any of the requirements is an immediate forfeiture of the water connection bond and connection fee.
B. Water System Fee. This fee is $4,500.00 and is a one-time system hook-up fee to connect to the WSPC water system. This fee is non-refundable. No water system fee is required if there is an existing water service Buffalo box shut-off on the property; however, WSPC recommends installing a new water service connection that meets the specifications below.
C. Buffalo Box Shut Off Placement. The Buffalo box is to be placed at the property edge but no more than 12” onto the property from the lot line. The size of the service and B-box is to be 1 ¼”. The preferred B-box location is in a yard. If it must be in a driveway area, the homeowner is responsible for keeping the area clear for inspection and/or use.
D. Water Connection Specifications:
Pavement: All road permits and repairs as required by Fremont Township.
Main: The following parts (or the complete equivalent or better) are to be used for the connection. In no case will a downgrade in size, diameter and/or length be allowed. Please note the sizes shown below are the minimum required by the Countryside Fire District for residential fire sprinklers. Size adjustments may be necessary.
i. Corporation: Ford F600-3 1 ¼”
ii. Curb Stop: FD 22-333M 1 ¼”
iii. Curb Box: Ford EM 2-60-56, 6’ or Mueller H10300 6’
iv. Tapping sleeve: 1 ¼” Stainless Blade, Model 264 (for tap up to 6” PVC)
v. Service Pipe: 1 ¼” Type K Copper
Trench Inspection: WSPC’s water commissioner and/or an authorized representative will perform an inspection of the construction trench before backfilling with gravel. Please note that the Contractor performing the water connection is responsible for safe construction practices related to creation of the trench and is responsible for reporting this work, as required, to Lake County Building Department (LCBD) and the Countryside Fire District. WSPC will only review the connection of the water service to our main and the type of backfill material being used. The homeowner/builder must make the arrangements to have this inspection performed on the day of the connection. Failure to have this inspection performed and/or meet any of the requirements is an immediate forfeiture of the construction bond and connection fee.
Backfill: The trench is to be backfilled with #9 or equivalent gravel for any excavation in the road right-of-way for utilities or other purposes.
Drainage: Attach drainage requirements or state none required.
E. Water Service Connection Letter: WSPC requires an original signed copy of this letter as proof of receipt of these requirements and payment of fees in full before it will issue a water service connection letter, which is required for permit from the LCBD.
F. Annual dues: The association dues begin upon hook-up to the WSPC water system. The amount is pro-rated from the date of hook-up to the end of the current fiscal year.
G. Revisions/modifications: The Board must approve any revision or modification of these requirements.
All the above listed WSPC requirements are in addition to those required by the LCBD, Countryside Fire District and Fremont Township.
WSPC owns and manages a community water system, currently consisting of three (3) in-ground wells and a 116,500 gallon above ground storage tank. WSPC owns all water shut-off valves (also known as buffalo boxes), which are located in close proximity to the individual homeowner property line on the edge of the road. These valves are turned on and off by WSPC only and not by the members. Because the water system is private, it is not subject to regulation by tariffs of the Illinois Commerce Commission. The water system is regulated by the Illinois Environmental Protection Agency regarding the quality of the water provided.
The Board has the authority to shut off water (the full system, a select area or an individual house) should that be necessary.
The Board hereby establishes this procedure for the collection of assessments:
Billing notices for annual assessments will be sent to the property owners at the beginning of the fiscal year. Payment is due 30 days later.
Assessments must be paid in full. Partial payments are not acceptable.
Reminder notices will be sent to delinquent members approximately 15 days after the due date of the original notice. Payment is due 15 days later.
Letters will be sent to delinquent members approximately 30 days after the original due date of the original notice. This letter will state that the matter will be referred to WSPC’s attorney, that assessments must be paid in full and that partial payments are not acceptable.
Legal fees incurred in attempting to collect assessments will be added to the outstanding balance of the member.
Special assessments may be necessary due to unique circumstances. The timing and due date of billing notices for such assessments will be determined for each situation.
PROCEDURE FOR THE ELECTION OF DIRECTORS TO THE WSPC BOARD
1) Candidates for a director position (including incumbents who wish to continue) must submit a nomination form during the period of November 1 through December 31.
2) Candidates will be listed on the 30-day advance notice of the annual meeting and on the agenda.
3) Candidates will be listed on the proxy for members to indicate their vote preferences.
4) Nominations will not be accepted at the annual meeting. Write-in votes will not be counted.
5) Voting will occur at the WSPC annual meeting.
6) In the event of a tie between two nominees for the same board position, the current Treasurer will announce the tie breaking decision, as decided by a coin toss administered by the current Treasurer or the current Secretary.
