REGULAR BOARD MEETING MINUTES – final
June 2, 2025

MEETING CALLED TO ORDER
The meeting was called to order on June 2, 2025 at 7:00 p.m. at Countryside Fire Station #1, 801 S. Midlothian Road, Mundelein, Illinois 60060 by President Mike Davenport.
MINUTES FOR APPROVAL
Chris Shifley moved that the minutes from the Regular Meeting of the Board of Directors on May 5, 2025 be approved as presented. Minaxi Tailor seconded the motion. Unanimously approved.
HOMEOWNER FORUM
Several members (Werner Brisske, Ray Latourette, Anthony Savino, Chuck & Jeannie Trampe) expressed their opinions to the board regarding the recent installation of the “No Parking” signs along streets in WSP by Fremont Township. Their concerns included frustration from the lack of prior notice, no community consultation, and the lack of street parking that is now available, particularly along Forest Lane. Chuck Trampe stated that he has observed vehicles now appearing to speed along these streets when the presence of parked cars made it necessary for vehicles to go slower. There was a challenge to the justification of and a request for evidence for the need of the signs. A question about whether the no parking restrictions would be actively enforced was raised. Some members expressed frustration that the signs were installed due to possible complaints from a few individuals rather than a genuine public safety concern. Mike Davenport stated that the signs were installed by Fremont Township and the questions and concerns from members regarding the new signs should be addressed with Fremont Township. The discussion included the intention of some members to organize a petition and to attend upcoming township meetings to address the issue more formally.
Nathan Wysocki presented a document he wrote to the WSP Board: West Shore Park Association – Pier Governance Concerns & Questions. There was a discussion about how the pier leadership is chosen and who oversees the various pier systems. Mr. Wysocki expressed his concern that the system appears to lack a formalized process, with members typically volunteering for positions. He expressed a desire for more structure for accessing the pier system. The importance of having written guidelines and better communication to avoid confusion was discussed. It was clarified that only residents of WSPC and West Shoreland are eligible to use the pier spots and participate on the pier committees. Concerns were raised about conflicts within the community regarding pier usage. It was suggested that such issues should be brought to the board for resolution if necessary. There was a discussion citing the need for a review of current procedures regarding pier management and operations. Members, especially those with boats, are encouraged to

Mr. Wysocki stated that he has seen no action on his request to have the road grading on Forest Lane in front of his home inspected, citing drainage issues following the completion of the (Old) Forest Lane road work and paving project resulting in water flowing towards his property from the road, potentially due to incorrect grading or runoff from homes on the west side of (Old) Forest Lane (Fairview Drive addresses). It was suggested he follow-up with Fremont Township.
Mr. Wysocki expressed h concern regarding the tight corner and bad visibility of oncoming traffic of the Fairview Drive corner which leads towards Robert Lewandowski Park. The installation of a mirror to assist with visibility around the corner was suggested.
CORRESPONDENCE
Chris Shifley reported he received an email from a member regarding a dead tree that should be removed. The tree is smaller and can possibly be removed by volunteers. Landscaping services will be contacted for price options and decide how to proceed with the removal.
TREASURER’S REPORT
Fred Aichele presented the Treasurer’s Report for 5/01/2025 – 5/31/2025. Chris Shifley moved and Minaxi Tailor seconded that the Treasurer’s Report be approved as submitted. Unanimously approved.
Final notice to all homeowners who have NOT paid their annual dues will go out. Next step is the delinquent accounts will be sent to the lawyers to handle.
COMMISSONER’S REPORTS
Water Commissioner – Chad Karol (via email):
- Reported on work completed and in progress with the IEPA. This includes the West Shore Park Updated LSLRP 2025, the Lead Service Line Replacement Plan Checklist and the 2025 WSP LCRR lead and copper monitoring site plan change request.
- The WSP 2024 Water Test Results & Materials List will be distributed and made available on the website by the end of June.
- Work continues with GHA on the Wi-Fi connection for the generator.
- The old generator and diesel tank is scheduled to be removed.
- Security cameras are planned to be installed soon. Thank you to Jennie Halvorsen for the generous donation!
- Hydrant flushing dates are not yet secured, but will be provided soon.
- Reminder that the well house roof and gutters are planned to be replaced this year. If anyone has any suggestions on roofing companies, or maybe someone in the neighborhood is a roofer, please let Chad Karol know so he can begin to get quotes.

Miller Park – Tracey Cornish:
- Confirmed with Director Chris Shifley that a member has volunteered to build a new picnic table for Miller Park and possibly another for a beach. Material cost and acquisition is being discussed.
- A quote for mulch for Miller Park is expected.
- Upkeep for the rain garden and additional landscaping is needed and in progress.
- Getting estimates for seal-coating the basketball court.
- Kids have been seen on the water tank ladder. Security cameras are being installed.
Block 2 Beach – Greg Fried:
- Block 2 Beach has received new sand. Invoice will be submitted.
- Purchases made and donations received.
- Raft to go into the water.
- Expressed concern regarding the seawall and drainage and requested additional drainage holes to be drilled to allow excess water to drain into the lake from swampy grass areas.
- Anchors cannot be located for the swim area ropes and buoys. Does anyone have scuba gear who would like to volunteer to dive to find the anchors and chains?
- Beach 2 clean-up was done. Thank you to all the volunteers who helped!
- Weeding of landscaped area is needed.
- Requested key, or a new lock and key, for the beach road stopper.

OLD BUSINESS
Porta-Potty is available at the Block 1 Beach.

Minaxi Tailor moved that the meeting be adjourned. Chris Shifley seconded the motion. Unanimously approved. The meeting was adjourned at 7:52 p.m.
