REGULAR BOARD MEETING MINUTES – final
September 8, 2025

MEETING CALLED TO ORDER
The meeting was called to order on September 8, 2025 at 7:32 p.m. at Countryside Fire Station #1, 801 S. Midlothian Road, Mundelein, Illinois 60060 by President Mike Davenport.
MINUTES FOR APPROVAL
Ben Arditti moved that the minutes from the Regular Meeting of the Board of Directors on August 4, 2025 be approved as corrected. Minaxi Tailor seconded the motion. Unanimously approved.
CORRESPONDENCE
- A member reported a car parked on the street overnight for three days. Roads are Fremont Township’s responsibility; homeowner should call the Lake County Sheriff non-emergency if it’s a problem.
- A member requested to host an event with a tent on their property and partially on WSP common property in early October. Approved. They must clean up and leave the property as found and must adhere to Lake County noise ordinances.
- Ben Arditti reported he received a status request on approval for the installation of a new pier in Block 2. Approval is conditional upon submission and review of a plan.
TREASURER’S REPORT
Fred Aichele presented the Treasurer’s Report for 8/01/2025 – 8/31/2025. Minaxi Tailor moved and Ben Arditti seconded that the Treasurer’s Report be approved as submitted. Unanimously approved.
- Discussion on whether the natural gas generator is saving money: intent was not to save money, it is considered better for handling peak well usage than previous methods, more environmentally friendly, and avoids diesel fuel tank volatility.
- The Illinois annual report and tax return have been filed.
FINANCIAL DISCUSSION WITH WESTSHORELAND
WSP Treasurer, Fred Aichele and the board members in attendance met with West Shoreland (WSL) Treasurer, Bob Balogh, and WSL Secretary Trudy Balogh. Items discussed included:
- Extensive review and discussion of shared budget items and WSP accounting and budgeting practices that may affect WSL.
- Inter-Board Liaison: A representative from West Shoreland is welcome to attend WSP board meetings to enhance transparency, communication, and prevent delays or misunderstandings between the boards.
- Transparency: It was reiterated that all budget discussions and HOA matters are conducted openly at board meetings, with full access to information.
COMMISSONER’S REPORTS
Water Commissioner – Chad Karol via email.
- Water Main Break: A potential water main break was identified near West Shore Drive and Circle. GHA is conducting final tests, and if confirmed, repairs will be scheduled, requiring affected residents to be notified of temporary water service interruptions.
- Generator Fund: Waiting on last invoice for final generator fund disbursement.
- ComEd Charges: Problem with last water sampling, not running it off generator power, resulting in additional ComEd charges. Board agreed to seek credit from GHP for this amount.
- Well House Camera System: Installation of a perimeter camera system for the well house is pending, and assistance from a neighbor volunteer or handyman is requested.
REVIEW OF TASKS LIST
Review and discussion of the Board and Officers Task List.
NEW BUSINESS
Chris Shifley has announced he will not be running for re-election as Block 1 Director at the end of his term (February 2026). Please contact any member of the board if you are interested in serving as the Block 1 Director. Please note that you must live in block 1 to run for this position.
Commissioners please note: Budget request submissions begin in October. Please put together your budget request and submit to the board for review and discussion at the October meeting.
OLD BUSINESS
Review and Discussion of Shoreline Restoration Project with WSL Representatives.
- Urgency: The existing seawall is deteriorating and becoming dangerous, having reached the end of its useful life in many sections. Mike Davenport offered a ride-along inspection for WSL board members to demonstrate the severity of the damage.
- Responsibility & Funding: The water is the responsibility of the Mundelein Park District, but the shoreline is the HOA’s responsibility. Attempts to partner with the MPD for their larger projects have been unsuccessful, partly because their budgets are significantly larger, and their preferred vendors are too expensive for an HOA.
- Proposed Solution: Remove the old seawall, grade the shoreline, and install rock and riprap. This approach is considered more eco-friendly and sustainable, incorporating appropriate erosion and drainage control.
- Cost & Phasing: The project is estimated to be expensive. Breaking the project into smaller phases, such as repairing only the worst sections may increase overall costs by 20-30% due to the fixed expenses of mobilizing equipment. More cost efficient to do the entire project at one time.
- Financial Challenge: Projected collection of money to be over five years at current project estimates and budget allowance. The HOA boards need to develop strategies to accelerate collections and determine financially tolerable contributions for residents.
- Permitting: Vendors have engaged with the Army Corps of Engineers, conducting inspections and soil samples. A former Army Corps engineer, now working for one of the vendors, is assisting with the permitting process.
Miller Park Commissioner, Tracey Cornish, will be stepping down next at the end of her term (February 2026). Please contact any member of the board if you are interested in serving as the Miller Park Commissioner.

Minaxi Tailor moved that the meeting be adjourned. Ben Arditti seconded the motion. Unanimously approved. The meeting was adjourned at 8:42 p.m.
