REGULAR BOARD MEETING MINUTES – Final

April 6, 2026

ATTENDANCE

MEETING CALLED TO ORDER

The meeting was called to order on April 6, 2026 at 7:01 p.m. at Countryside Fire Station #1, 801 S. Midlothian Road, Mundelein, Illinois 60060 by President Mike Davenport.

MINUTES FOR APPROVAL

Taylor Closen moved that the minutes from the Regular Meeting of the Board of Directors on March 2, 2026 be approved as presented. Minaxi Tailor seconded the motion. Unanimously approved by Directors present: Taylor Closen, Mike Davenport, and Minaxi Tailor.

CORRESPONDENCE

Trees and Gopher Holes: Correspondence received from a member regarding un-trimmed trees adjacent to Block 1 Beach (towards the channel) and gopher hole hazards. Trees will be looked at and trimming planned as necessary.

TREASURER’S REPORT

Fred Aichele presented the Treasurer’s Report for 3/01/2026 – 3/31/2026 for review and discussion. Minaxi Tailor moved Larry Bakirtjy and seconded that the Treasurer’s Report be approved as submitted. Unanimously approved.

  • March 2026 and Fiscal Year End Report:
    • Interest collected: Approximately $326.00
    • Key disbursements: ComEd ($1,152.00), North Shore Gas ($94.00), Well operator ($6,837.00 for two months), Well water maintenance ($290.00), Legal fees for eviction ($261.00), Block 2 Beach Trimming ($130.00).
    • Total disbursements for the period: $8,766.00
    • Money on hand at fiscal year-end: Over $158,000.00

ANALYSIS: ACTUAL VS EXPECTED RECEIPTS FISCAL YEAR 4/1/2025 – 3/31/2026

Presented by Fred Aichele. Review and discussion followed.

  • Calculated total collections matched actual collections at approximately $159,000.
  • Increase in total funds (checking/savings) from previous year: $54,000, designated for the seawall fund and water projects.
  • Actual revenue $180,000 vs. actual disbursements $126,000 – with a difference of $54,010.00.
  • Accounting and cash balance reconcile.

Commissioners’ Reports

Don Laird – Miller Park

  • Survey Results: 70% of respondents used Miller Park, 59% used the playground equipment and approximately 50% of respondents requested a shelter (pavilion/gazebo).
  • Planned Actions: Paint playground equipment and benches and review garbage can management.
  • Nature Garden: There was a survey request to manage the nature garden. Mike Davenport will contact the fire department regarding controlled burn information. Maintenance to be completed soon.

Chad Karol – Water

  • Water Operator Change: Recommended switching from GHA to MGD due to significant price increases from GHA.
  • Chad will inform GHA of the decision to switch to MGD, effective May 1st, and ensure a knowledge transfer.
  • Manifold Project: Initial quote for the manifold project is $62,000, which includes replacing all three well house pumps. This is higher than the original budget estimate of $40,000. Additional costs for water operator supervision are expected. Chad is awaiting further quotes. The project will take approximately 3 days, with the system down for half a day, without needing a temporary tank.
  • Lead lines Management Discussion: WSPC needs to submit an annual plan by April 15th to the IEPA, committing to replace at least 7% of lead lines yearly to satisfy regulatory requirements. Three confirmed lead lines, four galvanized lines, and 13-20 unknown lines.Replacing lines is costly. The board discussed obligations and concerns. Decisions on lead line replacement will be made after clarifying legal obligations and assessing manifold project costs.

REVIEW OF TASKS LIST

Review and discussion of the Board and Officers Task List.

NEW BUSINESS

Hookup Fee Increase: Proposed increase of the hookup fee from $4500 to $5000. An announcement will be made and the rules and regulations will be updated.

Property Boundary Markers: There was a discussion regarding the plan to install inconspicuous low-cost pavers to clearly mark property lines in common areas at the Miller Park / Channel Property and along the lakeside park areas in both Block 1 and Block 2.

These subtle markers will help members of both WSPC and West Shoreland easily identify and enjoy our common areas. The markers will also assist landscapers in recognizing where WSPC property begins and ends. The official survey markers will remain as they were installed by the survey professionals.

New Pier Application:

Member Nathan Wysocki submitted a plan for the installation of an additional pier that has met requirements.

Minaxi Tailor moved to approve the Wysocki pier to be installed summer 2026. Taylor Closen seconded the motion. Unanimously approved.

Minaxi Tailor moved that the meeting be adjourned. Taylor Closen seconded the motion. Unanimously approved. The meeting was adjourned at 8:19 p.m.
