REGULAR BOARD MEETING MINUTES Final

May 4, 2026

ATTENDANCE

MEETING CALLED TO ORDER

The meeting was called to order on May 4, 2026 at 7:01 p.m. at Countryside Fire Station #1, 801 S. Midlothian Road, Mundelein, Illinois 60060 by President Mike Davenport.

MINUTES FOR APPROVAL

Larry Bakirtjy moved that the minutes from the Regular Meeting of the Board of Directors on April 6, 2026 be approved as presented. Minaxi Tailor seconded the motion. Unanimously approved.

CORRESPONDENCE

A Member has inquired about backyard access through Miller Park for tree removal. Discussion held on potential access route via Miller Park Road when ground is drier.

Call received regarding potential addition of garage and lot line questions. Advised to apply for a variance with Lake County as the board cannot approve.

Email received from member regarding “sticks” sticking out of the ground (survey markers). Forwarded to Larry Bakirtjy for response and explanation of markers and status of project.

Member on “old” Forest Lane reported issues with a flooded driveway. Recommended they speak with Alicia Dodd, Fremont Township Highway Supervisor.

PRESIDENT’S REPORT

One sandwich board was destroyed (possibly during storm), and two more are needed. Mike will inquire about replacements.

Mr. Davenport has been contacted by members with concerns about motorbikes and ATVs and cars speeding through intersections on West Shore Drive and along Miller Park. Extreme concern was expressed at many vehicles ignoring the stop signs at the intersection of West Shore Drive and Fairview Dr./Martin Drive. Residents should contact the Lake County Sheriff’s Office

non-emergency number to report speeding and unsafe driving. 847-549-5200

TREASURER’S REPORT

Fred Aichele presented the Treasurer’s Report for 4/01/2026 – 4/30/2026 for review and discussion. Ben Arditti moved and Minaxi Tailor seconded that the Treasurer’s Report be approved as submitted. Unanimously approved.

Commissioners’ Reports

Don Laird – Miller Park

Received correspondence from a member regarding concerns with the landscapers mowing up to the established property lines and unremoved brush piles in Miller Park. Don will monitor the mowing and look into why the brush was not removed.

Clarified with landscapers that charge on the bill includes weed control and grass treatment for Miller Park.

Chad Karol – Water (via Email)

Transition from GHA to MGD for well operations took place and has been smooth.

Six – eight large 35 gallon plastic barrels that previously contained chlorine that are no longer needed, not hazardous (after rinsing), are now available to members for free on a first come first serve basis. Please contact Chad Karol: WestShoreParkWater@gmail.com  

No new updates regarding recent lead testing. Most recent results indicated no dangerous levels.

Lead Line Management Discussion: WSPC needs to submit an annual plan by April 15th to the IEPA. Three confirmed lead lines, four galvanized lines, and 13-20 unknown lines. The board discussed obligations and concerns. Decisions on lead line replacement will be made after clarifying obligations and assessing manifold project costs.

Greg Fried – Block 2 Beach

Planned Memorial Day weekend cleanup, for block 2 beach. Projects to complete include shed construction and sand delivery.

REVIEW OF TASKS LIST

Review and discussion of the Board and Officers Task List.

NEW BUSINESS

Pier bylaws are being reviewed. Question regarding WSPC liability insurance and if it covers the “community” pier, as stated in the 1986 bylaws. Fred will review the current insurance policy for clarification. Discussion about enforcing rules regarding boat ownership, registration, and insurance on all piers. Clarification needed on “community pier” vs. “private pier” terminology and WSPC role in each.

OLD BUSINESS

There will be an increase of the hookup fee from $4500 to $5000. The rules and regulations will be updated to show this increase.

The beach park area along the sea-wall has had some damage due to muskrat digging. Board members are working to get quotes from companies that trap and remove muskrats to best determine the cost and scale of the problem.

There have been reports of a beaver on Diamond Lake, damaging and falling trees (and wood on homes and piers) along the Oakdale Park shore line and Block 2. It was noted that copper mesh may act as a deterrent and can be wrapped along the base of trees and posts. Please contact Marilee C.C. Minaxi Tailor moved that the meeting be adjourned. Larry Bakirtjy seconded the motion. Unanimously approved. The meeting was adjourned at 7:58 p.m.
