MEETING CALLED TO ORDER
The meeting was called to order on August 3, 2026 at 7:05 p.m. at Countryside Fire Station #1, 801 S. Midlothian Road, Mundelein, Illinois 60060 by President Mike Davenport.
MINUTES FOR APPROVAL
Larry Bakirtjy moved that the minutes from the Regular Meeting of the Board of Directors on July 6, 2026 be approved as presented. Ben Arditti seconded the motion. Unanimously approved.
HOME OWNER FORUM
Sue Esson thanked Miller Park Commissioner, Don Laird, for the maintenance on the Miller Park rain garden that had gone wild. There was a discussion regarding seeding with grass, mowing, or replanting the garden with native plants. Taylor Closen to investigate options.
Sue Esson inquired about a Lake County zoning notice outside a property on Oakdale Lane. Larry Bakirtjy reported the property located at 26811 N Oakdale Lane requested a variance to reduce the side street setback from 30 feet to 2 feet to allow for the construction of an attached garage and to increase the maximum allowable Impervious Surface Ratio from 30% to 37.5% to allow for the construction of an attached garage.

Sue Esson expressed concern regarding access from the Hillside paved path extension to the channel to a boat dock location at the seawall, stating that access to the seawall from Hillside may be needed for future boat dock installation. Mike Davenport responded that Miller Park access, and the park area along the channel, is available by foot from the Hillside paved path extension, which is WSPC property, and is not private. He stressed that vehicles may not go off the asphalt road onto the grass park area along the channel. The pavement is WSPC property and new pavers have been installed to mark the property line.
Sue Esson stated that landscapers have not been mowing Miller Park along the channel all the way to the property lines. Markers have been installed in Miller Park to guide mowers, and coordination with the mowers will be addressed to ensure they are mowing all our property.
Carol Hamilton reported that the Woodbine Drive connection (between “new” Forest Lane and Fairview Drive) is unmaintained and overgrown with weeds. The board will investigate what maintenance needs to be done and look into who is responsible for which maintenance issues.
CORRESPONDENCE
Fred Aichele reported he received a call from WSL HOA President, Catherine Shannon, concerned about possible weed killer spraying in Miller Park near wellheads. Fred confirmed that “weed control” mentioned in the June 2026 minutes refers to manual methods of weed control.
Fred received a communication about new legislation starting in January requiring a written collection policy to be included in property sale paperwork. Investigation into its applicability to WSPC will be done to ensure WSPC is compliant with any new laws.
TREASURER’S REPORT
Fred Aichele presented the Treasurer’s Report for 7/01/2026 – 7/31/2026 for review and discussion. Minaxi Tailor moved and Taylor Closen seconded that the Treasurer’s Report be approved as submitted. Unanimously approved.
One CD matured and was renewed.
COMMISSIONERS’ REPORTS
Chad Karol – Water (via Email)
- Generator maintenance tentatively scheduled for August 31.
- Waiting on a quote for manifold replacement. Hoping to be completed in the fall, as it is the best time for the project with water usage lower than during the summer.
- Scheduling hydrant flushing. Will keep everyone posted when done.
- Second round of lead water sampling will be coming up soon.
- Well recent maintenance brought up potential issue with one of the wells. More information and repair quote to come.
Don Laird – Miller Park
- Railroad ties around the play area are disintegrating and may be a hazard; landscapers have been asked for a quote for repair.
- Need fill where the seawall is eroding; waiting on quotes.
- Pier at the end of the channel near Miller Park is disintegrating; pier owner will be contacted.
Greg Fried – Block 2 Beach
- Considering a French drain and redoing pavers to help control erosion of sand on the beach. Received quote from a contractor who is flexible and offering to do work at season’s end (Sept/Oct) with initial payment and payment extensions until the 2027 budget is approved. More information has been requested for review before approval of work.
- One of two drains on the left side of the beach is clogged, adding to the sand erosion. Fremont Township may be asked for assistance in clearing it.
REVIEW OF TASKS LIST
Review and discussion of the Board and Officers Task List.
NEW BUSINESS
Fred Aichele presented the 2025 Tax return for review and discussion.
President, Mike Davenport announced he will not be seeking re-election to the board after his current term ends in February 2027. Mike has dedicated 10 years to serving our community! The board will be seeking a new board member from either Block 1 or Block 2 (at large position). Please let any current member of the board know if you are interested in running for election to the WSPC Board.
A car was observed by several people speeding through WSP at a very high speed during the day with many kids nearby. It was reiterated that the Lake County Sheriff’s Office should be called for such incidents: Non-emergency 847-377-4000 during regular business hours, or
847-549-5200 for non-business hours. The more calls the Sheriff’s Office receives to report speeding or reckless driving will prompt more Sheriff’s cars in our area.
OLD BUSINESS
Property marker pavers continue to be installed to mark WSPC property lines.
Larry Bakirtjy presented pictures from inspecting all WSP parks. Letters will be sent to residents who have items that need to be addressed.
There was a discussion regarding the Miller Park seawall issue. Seawalls in Miller Park need maintenance and repair, and fill is needed where holes have appeared near the seawall. Any existing documents relating to the channel seawall are to be located for board review.
