REGULAR BOARD MEETING MINUTESfinal

MEETING CALLED TO ORDER

The meeting was called to order on February 2, 2026 at 7:05 p.m. at Countryside Fire Station #1, 801 S. Midlothian Road, Mundelein, Illinois 60060 by President Mike Davenport.

MINUTES FOR APPROVAL

Larry Bakirtjy moved that the minutes from the Regular Meeting of the Board of Directors on January 5, 2026 be approved as presented. Ben Arditti seconded the motion. Unanimously approved.

PRESIDENT’S REPORT

Mike Davenport reported that a solar-powered video camera was purchased and is ready to be installed at Miller Park. Unfortunately, the donated camera received was not suitable for our needs.

Speaker invitations for the annual meeting of 2/22/26 have been sent out.

TREASURER’S REPORT

Fred Aichele presented the Treasurer’s Report for 1/01/2026 – 1/31/2026 for review and discussion. Ben Arditti moved and Larry Bakirtjy seconded that the Treasurer’s Report be approved as submitted. Unanimously approved.

• Collected $356 in interest.

• Major disbursements included $98 for North Shore Gas, $5,436 for the well operator (covering water testing, chlorine containment, light fixture installation, salt spreading, snow removal from the roof, caulking, and GHA labor).

• Well water maintenance was $1,049 (including Internet, phone, camera reimbursement for $219, and a lockbox for $39).

• Legal fees: $626.

• Total disbursements for the month were $7,210.

• Current Funds: The Shoreline Fund holds approximately $32,000

• Snow removal for Miller Park driveway has been inconsistent; the board will clarify a 2-inch snow threshold with the contractor. Snow removal bills for the well house totaled $600.

• A discussion was held about finding a local handyman for small jobs to help reduce labor costs for minor tasks see. Please let the board know if you would like to be considered for “handyman” type of jobs.

• Snow removal for Miller Park driveway has been inconsistent. The board will clarify a 2-inch snow threshold with the contractor. Snow removal bills for the well house totaled $600. Please let the board know if you would like to be considered for small “snow removal” jobs.

BUDGET DISCUSSION

Fred Aichele confirmed that the budget is finalized and is ready for presentation at the annual meeting.

HOUSES ON WSP WATER SYSTEM: $971.00                            

HOUSES WITH A PRIVATE WELL: $455.00

Commissioners and members are encouraged to attend monthly board meetings to have their concerns and requests regarding the budget addressed during the planning stage. The most important meetings regarding how WSPC spends funds collected from the homeowners are from September through December.

COMMISSIONERS’ REPORTS

Water Commissioner – Chad Karol

• Well Project: Meetings are scheduled with Sable Mechanical to discuss the manifold project. A temporary tank will be necessary, and the work will likely occur in the spring or summer to avoid freezing issues. The initial estimate received from GHA is being verified with other companies.

• New Construction on Forest Drive: Contact has been made with the builder of the new house. Plans are being reviewed to determine service line requirements, and information on the water connection permit fee will be provided. The board discussed potentially increasing this fee for future connections.

• Keys and Lockbox: A new lockbox has been installed, and additional sets of keys have been secured. A new list of key holders will be created.

• Lead Testing: The current round of lead testing and EPA requirements are complete, with the next round a few months away.

• The old generator vent holes in the wall have been sealed, and the old generator and diesel tank were taken by someone who will repurpose them, avoiding disposal costs for WSPC.

REVIEW OF TASKS LIST

Review and discussion of the Board and Officers Task List.

Fred Aichele reported that the 30-day packet and proxies for the annual meeting were sent out/made available to residents.

Larry Bakirtjy moved that the meeting be adjourned. Ben Arditti seconded the motion. Unanimously approved. The meeting was adjourned at 7:41 p.m.

It is recommended that pedestrians walking at night or dusk/dawn should wear reflective clothing and have a flashlight or light-up leash for their dog. The NHTSA recommends the following safety tip for walking in a neighborhood without sidewalks such as WSP and West Shoreland: Pedestrians should walk FACING traffic and as far away from traffic as possible.  https://www.nhtsa.gov/road-safety/pedestrian-safety (Bicycles ride along WITH traffic.) Dog owners are also reminded to please obey leash laws and to always pick-up after your dog.
