REGULAR BOARD MEETING MINUTES -final

December 1, 2025

MEETING CALLED TO ORDER

The meeting was called to order on December 1, 2025 at 7:07 p.m. at Countryside Fire Station #1, 801 S. Midlothian Road, Mundelein, Illinois 60060 by President Mike Davenport.

MINUTES FOR APPROVAL

Larry Bakirtjy moved that the minutes from the Regular Meeting of the Board of Directors on November 3, 2025 be approved as corrected. Ben Arditti seconded the motion. Unanimously approved.

HOMEOWNER’S FORUM

Tracey Cornish expressed disappointment regarding residents putting leaves in the street, noting a street obstruction on West Shore Drive. Residents are reminded that shoveling snow, ice or any material (including leaves) onto a public road is unlawful. Please do not plow or push snow across or into the street or onto your neighbor’s property. To report hazardous snow or leaf buildup, contact the Fremont Township Highway Department at 847-223-2848 or the Lake County Sheriff at 847-549-5200.

CORRESPONDENCE

Fred Aichele reported a notice received (via registered agent) that WSPC is named as a counter-defendant in a notice of motion to go to court regarding concerning the widening of 60/83 impacting a member’s property. No action is needed from WSPC. The board will monitor the case as it develops.

TREASURER’S REPORT

Fred Aichele presented the Treasurer’s Report for 11/01/2025 – 11/30/2025 for review and discussion. Ben Arditti moved and Larry Bakirtjy seconded that the Treasurer’s Report be approved as submitted. Unanimously approved.

BUDGET DISCUSSION

Fred Aichele presented the 2nd draft of the proposed budget for review and discussion.

Proposed total dues for the upcoming year are estimated to increase.

Key drivers for the increase include:

  • Increase in the shoreline restoration fund.
  • Higher costs from GHA due to increased EPA requirements and an increase in service.
  • New water line replacement project.

The board agreed the increases are justifiable and necessary to maintain the water system and address long-term projects like the seawall.

Budget details will be re-examined for accuracy before final review and approval.

Commissioners and members are encouraged to attend monthly board meetings to have their concerns and requests regarding the budget addressed during the planning stage. The most important meetings regarding how WSPC spends funds collected from the homeowners are from October through February.

COMMISSIONERS’ REPORTS

Water Commissioner – Chad Karol

  • Chlorine System Project: Work started on replacing three chlorine drums, adding a spill container, and a saddle valve for easier chlorine testing. Shelves in the chlorine room are being replaced.
  • A few house water lines tested high for lead. Retests are pending. Costs from GHA for sample collection and coordination are significant. The process of the collection of samples to be reviewed in an effort to reduce the expense.
  • Manifold Project: Mike Davenport emphasized the urgency of prioritizing the manifold replacement due to the nature of its potential failure.

Miller Park Commissioner – Tracey Cornish

  • No specific report given. Discussion of the mulch expense during the budget discussion and confirmed there is work to be done on damaged picnic tables.
  • Tracey Cornish will be stepping down next at the end of her term (February 2026). Please contact any member of the board if you are interested in serving as the Miller Park Commissioner.

REVIEW OF TASKS LIST

Review and discussion of the Board and Officers Task List.

NEW BUSINESS

A motion was made by Ben Arditti and seconded by Larry Bakirtjy to elect member Taylor Closen to fulfill the remaining unexpired term of Block 1 Director, Chris Shifley through February 22nd, 2026. Unanimously approved.

OLD BUSINESS

Ben Arditti reported speaking to landscapers about blowing leaves into the lake; they stated they try not to. Ben will continue to request landscapers to avoid blowing leaves into the lake if observed and requested that homeowners also remind their landscapers to avoid blowing leaves into the lake.

Paper copies of the nomination forms for 2026 director positions were delivered on November 1st to homeowners not on the email list. Emailed copies were sent to all members on the email list and are available on the website. Candidates for a director position (including incumbents who wish to continue) must submit a nomination form during the period November 1 through December 31.

ADJOURN

Taylor Closen moved that the meeting be adjourned. Larry Bakirtjy seconded the motion. Unanimously approved. The meeting was adjourned at 8:12 p.m.

It is recommended that pedestrians walking at night or dusk/dawn should wear reflective clothing and have a flashlight or light-up leash for their dog. The NHTSA recommends the following safety tip for walking in a neighborhood without sidewalks such as WSP and West Shoreland: Pedestrians should walk FACING traffic and as far away from traffic as possible.  https://www.nhtsa.gov/road-safety/pedestrian-safety (Bicycles ride along WITH traffic.) Dog owners are also reminded to please obey leash laws and to always pick-up after your dog.
