REGULAR MONTHLY BOARD MEETING MINUTES – final
March 2, 2020
ATTENDANCE

MEETING CALLED TO ORDER
The meeting was called to order on March 2 at 7:01 p.m. at Countryside Fire Station #1, 801 S. Midlothian Road, Mundelein, Illinois 60060 by President, James Melledy.
HOMEOWNER FORUM – PUBLIC COMMENT
Rose and Werner Brisske announced that they were recording the meeting.
Werner Brisske requested clarification on the Rules and Regulations Article 3 Section 2 conflicting with Article 9, Section 4, #F.
There was a discussion that Article 3, Section 2 pertained to the regular business of the board and that the board may add or remove rules and regulations as long as the rules and regulations are in accordance with the recorded by-laws and adopted in accordance to procedure. Article 9, Section 4, #F pertains to a process allowed during the annual meeting where the membership in attendance may pose an action to vote to amend any rules and regulations.
Werner Brisske expressed his opinion that it is a matter of interpretation and that the Rules & Regulations are not clearly or ideally written.
TREASURER’S REPORT
Fred Aichele presented the Treasurer’s Report for 11/01/2019 – 11/30/2019. John Lohrmann moved and Mike Davenport seconded that the Treasurer’s Report be approved as submitted. Unanimously approved.
There was a review and discussion of delinquent accounts.
NEW BUSINESS
James Melledy reported for Brett Laureys that the Water Main Project is moving along as expected.
Nick Sullivan Reported that the Lake County Health Department will begin water testing at the beaches and has put into place new permit rules.
Nicki Sullivan reported that she has spoken with Lake County to help determine where the communication break-down had occurred regarding the process of new constructions and water-main hook-up approval. WSPC is working with Lake County to help resolve the matter to prevent any future problems related to this issue.
Nicki Sullivan reported she had met with the Fremont Township Highway Department to discuss the impact of connecting the two ends of Forest Lane and possible drainage issues.
Werner Brisske asked if Woodbine will be connected to Forest Lane. WSPC owns Woodbine as it is not an “improved” road. There are no known plans to connect Woodbine to Forest Lane.
It was reported that landscaping rocks may be encroaching on the roads and may have caused a flat-tire. Fremont Township will be contacted and it will be requested they review and recommend to homeowners which decorative landscaping rocks should be moved or removed.
James Melledy reported that he will be stepping down as WSPC Director.

TREASURER’S REPORT
Fred Aichele presented the Treasurer’s Report for 02/01/2020 – 02/29/2020. Nicki Sullivan moved and Mike Davenport seconded that the Treasurer’s Report be approved as submitted. Unanimously approved.
There was a review and discussion of delinquent accounts.

Chris Shifley moved and Nicki Sullivan seconded to adopt the final draft of the Proposed Budget Fiscal Year 4/01/2020 – 3/31/2021 as presented at the annual meeting on February 16, 2020.
Motion carried unanimously approved by Directors: Mike Davenport, John Lohrmann, James Melledy, Chris Shifley, and Nicki Sullivan.
ADJOURN
Mike Davenport moved that the regular meeting be adjourned. John Lohrmann seconded the motion. Unanimously approved. The regular meeting was adjourned at 7:39 p.m.
The board met in Executive Session following the adjournment of the regular meeting.

Even though there are no Monthly Board Meetings scheduled at this time, the board is still communicating with one another and conducting WSPC business as much as the current situation will allow.
