October 5, 2015

MEETING CALLED TO ORDER

The meeting was called to order on October 5, 2015 at 7:00 PM at Countryside Fire Station #1, 801 S. Midlothian Rd., Mundelein, Illinois 60060 by President, Susan Frank.

 

MINUTES FOR APPROVAL

James Melledy moved and Tabatha Curtis seconded that the minutes from the Regular Monthly Board of Directors Meeting of September 14, 2015 be approved as corrected. Unanimously approved.

 

HOMEOWNER FORUM – PUBLIC COMMENT

Cheryl Moss reported that a tree had fallen onto (new) Forest Ln and has been removed by Fremont Township.

Ron Aidikonis requested that the board consider keeping the porta-potty budgeted for the Block 1 Beach to encourage people to use the porta-potty and not the lake to relieve themselves.

A request was made to consider a portable and/or removable basketball hoop to be available to WSPC residents. Lindsey Shifley will consult with the Miller Park Commissioner to research the request.

The recommendation was made to have a combination lock to replace the keyed locks on the beach access roads to make the roads more accessible to residents without having to locate and request a lock key from a director.

GUEST SPEAKER – CINDY WINEMASTER AND JOHN BRIGGS REGARDING ROAD PROJECT

John R. Briggs of Gewalt Hamilton Associates, Inc. and Cindy Winemaster presented plan sets for the proposed road changes to Highland Terrace. Possible changes include relocating the 22ft road south and adding 1ft of gravel to each side.

Adjacent utilities, including ComEd and AT&T, are in the planning process to be relocated with a preference to have them buried rather than above ground.

A water main will be located and updated with new valves. 6″ PVC pipe will replace the current 4″ PVS pipe. Water Commissioner, Brett Laureys voiced his concern regarding possible extensive repairs and replacement of the current main and adjacent lines and valves.

Tabatha Curtis expressed her concern regarding drainage from Fairview Dr and Highland Terrace and the possibility of flooding in the area. She expressed concern that the system is not adequate to handle current drainage problems and will not be updated adequately to handle the run-off from the new intersection configuration. Mr. Briggs reported that re-grading of Fairview Drive adjacent to the new road will help to direct run-off and existing drains will be inspected and used or updated as necessary.

A traffic study of the intersection will be completed. All roads will maintain a stop sign. The new road will meet all current requirements for access by Emergency vehicles.

Concerns regarding the limited visibility around landscaping on Fairview Drive just within the North Pillars were discussed.

Concerns regarding a drainage culvert near the intersection of Fairview Drive, West Shore Drive and Highland Terrace were discussed.

Fremont Township has current jurisdiction over the roads and the new road would be a Fremont Township road if all approvals are granted. Fremont Township would finalize the appropriate land transfer to facilitate the project.

Ken Krasinski questioned if it was possible for Fremont Township to transfer the road currently under Fremont Township because there may be legal rights / easements tied to the original deeds of older homes in WSP. Mr. Krasinski expressed his concern that the rights cannot be transferred and the legality of landscaping encroaching on easements and roadways. The matter will be researched.

Tabatha and Kent Curtis registered their formal objection to the road relocation project. Mr. and Mrs. Curtis expressed their distress at having to live with the noise and multiple inconveniences related to the continued construction on (old) Forest Lane over the past couple of years.

Brett Laureys expressed his concern over the lack of formal notifications to the WSPC Board and Commissioners regarding water related issues related to the recent construction projects.

The proposed plan sets for the Highland Terrace reconstruction project are available for any resident to review. Please contact a WSPC Director if you would like to review the plan set.

TREASURER’S REPORT

Fred Aichele presented the Treasurer’s Report for 09/01/2015 – 09/30/2015. Gina Rundall moved and James Melledy seconded that the Treasurer’s Report be approved as submitted. Unanimously approved. A copy is available for download.

There was a discussion regarding delinquent accounts.

Nicki Sullivan requested additional information regarding the cost of mowing Miller Park.

Budget requests must be submitted by all commissioners for discussion and review to be considered for the 2016-2017 fiscal year.

Homeowners are reminded that budget planning for the 2016-2017 fiscal year is underway. Homeowners are encouraged to attend monthly board meetings to have their concerns and requests regarding the budget addressed during the planning stage. The most important meetings regarding how WSPC spends funds collected from the homeowners are from October through February.

COMMISSIONERS’ REPORTS

WATER

Water Commissioner, Brett Laureys reported that he is gathering updated estimates for the water tank replacement project.

Nicki Sullivan requested what constitutes “excessive” water use. Mr. Laureys will look into historic water use as a comparison tool.

Protocol on how and when water is shut off to individual properties is to be determined.

There was a discussion regarding water use and the current number of homes in WSP and the impact of tear downs and new construction on annual dues.

TREES

Dan Prezell reported that a couple of trees will be cabled on (old) Forest Lane during October.

A budget request for the trimming, removal and maintenance of others trees will be submitted later.

BLOCK 2 BEACH IMPROVMENT

Gina Rundall and James Melledy reported that they are soliciting quotes to complete the final landscaping needed for Block 2 Beach. Final landscaping will be completed in the spring and summer of 2016.

NEW BUSINESS

Fred Aichele reported that the West Shore Park Board of Directors Self Nomination Form will be revised and ready for review at the November 2015 meeting.

Nicki Sullivan moved that the meeting be adjourned. The motion was seconded by Gina Rundall. Unanimously approved. The meeting was adjourned at 8:47 p.m.

The Next WSP MONTHLY Homeowner’s Association Meeting will be held at 7:00pm on Monday, November 2, 2015 at Countryside Fire Station #1, 801 S. Midlothian Road, Mundelein, IL 60060.

In an effort to reduce printing expenses and in respect for the environment, paper copies of agendas and board meeting minutes will no longer be distributed at the regular monthly board meetings. It is requested that board members, offices and guests refer to the electronic copies or download and print their own copies prior to the meeting.
