MONTHLY BOARD MEETING MINUTES
April 4, 2016

MEETING CALLED TO ORDER
The meeting was called to order on April 4, 2016 at 7:00 p.m. at Countryside Fire Station #1, 801 S. Midlothian Rd., Mundelein, Illinois 60060 by President, James Melledy.
MINUTES FOR APPROVAL
Gina Rundall moved and Nicki Sullivan seconded that the minutes from the Board of Directors Meeting of March 7, 2016 be approved as corrected. Unanimously approved.
HOMEOWNER FORUM
A letter was presented to the board regarding possible fire pits on common property for review and discussion. The WSP Rules and Regulations under Beach Rules and Regulations and Park Rules and Regulations state: No fires (i.e., campfires, leaf burning etc.), littering, glass items, alcoholic beverages, fireworks, or illegal substances.
If you are unsure where personal property ends and WSP Common Property begins, please contact a WSPC board member to help you determine where property lines are located.
Nicki Sullivan attended the March 21, 2016 Diamond Lake Preservation Alliance meeting. Some items discussed at the meeting included:

“Carp Fest” fishing derby will be hosted by the Forest Preserve. This is a fishing competition with the goal to remove as many carp from Diamond Lake as possible. Please contact the Mundelein Park and Recreation District for more information.

Rain gardens are encouraged to be planted.

Non-use of fertilizers on lawns to help prevent algae blooms in the lake from a result of rainwater run-off.

Fred Aichele reported that, in an article on suburban water systems, WSP was shown as having no violations since 2005. Violations are issued by Illinois Environmental Protection Agency.”
TAYLOR LAKE COURT
It is projected that the licensing agreement will be completed by mid-April for review.
TREASURER’S REPORT
Fred Aichele presented the Treasurer’s Report for 03/01/2016 – 03/31/2016 which closes the fiscal year. Gina Rundall moved and Cheryl Moss seconded that the Treasurer’s Report be approved as submitted. Unanimously approved.
There was a review and discussion of delinquent accounts.
Fred Aichele presented the Reconciliation of Actual vs. Expected Revenue for Fiscal Year 4/1/15 – 3/31/16.
Dan Prezell reported that the West Shore Park Association bill went to his email spam folder.
Residents are reminded to add [email protected] to their email contact list to ensure that emails and notices are received.
HGHLAND TERRACE UPDATE / DISCUSSION
There is no new information to report at this time.
COMMISSIONERS’ REPORT
WEST SHORE PARK BEACH AND PARK CLEAN-UP DAY!
Miller Park clean up been scheduled for May 7, 2016. Director, Nicki Sullivan is coordinating with Miller Park Commissioner, Dan Prezell, on a schedule and details on what will be done. People are needed to commit to volunteer for specific tasks and/or blocks of time. Small repairs and painting of the well-house will also be considered and completed if there are enough people to volunteer.
Beach clean-up of both Block 1 be on May 7th with possible pier installation. Block 2 beach clean-up and pier installation is to be announced.
If you have plant cuttings (hosta, iris, daffodils, etc.) that you would like to donate for the block 2 beach, please contact Gina Rundall or Nicki Sullivan.
Join your neighbors in a day of fun in volunteering to get the West Shore Park community ready for summer festivities!
James Melledy will discuss and report on well operator possibilities to help control costs associated with well operation / maintenance.
It was clarified that the SSA mentioned in the minutes of March 7, 2016 stand for Special Service Areas. SSAs are special taxing districts in municipalities that are established by ordinance, often at the request of housing subdivisions, in order to pass on the costs of the streets, landscaping, water lines, and sewer systems to homeowners who reside within the SSA. The SSA assessments pay off the municipal bonds that are issued to pay for the infrastructure. A Special Service Area can include a neighborhood, an entire subdivision, or an entire village. Nicki Sullivan had a discussion regarding SSA with Chuck Bartels, District 10, Lake County Board Member, following the WSP Annual Meeting. She will forward the information she has received from Mr. Bartels to the WSPC Board of Directors to review and discuss.

James Melledy has forwarded the Sub-Recipient Agreement for Community Development Block Grant Application for review and discussion

Annual Dues Notices have been sent to all homeowners. If you are having trouble in making the full assessment payment, please contact Fred Aichele to discuss payment options as soon as possible. Every attempt is made to work with the homeowner to collect dues before legal action is considered. The best way to avoid your account being referred for collection and late charges added to the balance is to communicate with the board and the Treasurer to make payment accommodations.
