MONTHLY BOARD MEETING MINUTES

MEETING CALLED TO ORDER
The meeting was called to order on October 2, 2017 at 7:03 p.m. at Countryside Fire Station #1, 801 S. Midlothian Rd., Mundelein, Illinois 60060 by President, James Melledy.
MINUTES FOR APPROVAL
Sharon Zink moved and Nicki Sullivan seconded that the minutes from the Board of Directors Meeting of September 11, 2017 be approved as presented. Unanimously approved by Directors James Melledy, Nicki Sullivan, and Sharon Zink.
HOMEOWNER FORUM – PUBLIC COMMENT
The board welcomed new home owner Matthias Duran. Matthias and his girlfriend, Irene March-Elmer recently moved into WSP.
CORRESPONDENCE
Fred Aichele reported that a Mundelein resident has requested WSP to request that Fremont Township install a street sign indicating where Fairview DR begins and Prairie AVE ends outside of Lewandowski park. James Melledy will forward the request to Fremont Township.
TREASURER’S REPORT
Fred Aichele presented the Treasurer’s Report for 09/01/2017 – 09/30/2017. Nicki Sullivan moved and Sharon Zink seconded that the Treasurer’s Report be approved as submitted. Unanimously approved.
There was a review and discussion of delinquent accounts.
Fred Aichele presented the Letter of Demand for the distribution of funds held in escrow for the Highland Terrace Relocation Project.
Fred Aichele reported he is working with State Farm to secure quotes on various required insurance policies. It is under consideration to combine multiple policies into one single policy at a lower cost. Directors James Melledy, Nicki Sullivan, and Sharon Zink agreed to authorize changing insurance providers if the overall cost is better than what is currently being paid.
COMMISSIONERS’ REPORT
BLOCK 1 BEACH
Fred Aichele reported that he has received the block 1 beach budget request from Commissioner Dan Prezell.
Fremont Township has completed the landscaping around the block 1 beach road.
TREES
James Melledy reported that he has received quotes for the removal of dead trees and additional trimming. There was a discussion of tree removal costs and budget consideration.
Nicki Sullivan will follow-up with Fremont Township regarding cleaning up of dead trees, trimming, and the removal of brush within the connecting area between Forest Lane and Woodbine.
There was a discussion of the new landscaping recently planted along the corner of Highland Terrace and Fairview Drive. Easement rules in relation to landscaping along roads will be reviewed with Fremont Township.
WATER
James Melledy presented an email received from Brett Laureys. WSP has received two bids from contractors for the Water Tank Project. The estimates received are approximately 8% more than what was budgeted based on the original engineering estimates.
There was an extensive discussion and review of possible options regarding the Water Tank Project and current and future budget options.
Brett Laureys was included in the discussion via conference call from 8:55 p.m. – 9:11 p.m.
Nicki Sullivan moved, “To grant Boller Construction a “Notice to Proceed” with the Water Tank Project. There will be a thorough review of the contract by the WSP Board of Directors when the contract is received. The WSP Board of Directors grants President, James Melledy the authority to execute the final contract following review.” The motion was seconded by Sharon Zink. The motioned was passed in a unanimous vote by all the Directors present. Polling of the Directors: Chris Shifley – yes; Nicki Sullivan – yes; Sharon Zink – yes; James Melledy – yes.
NEW BUSINESS
Nicki Sullivan reported that she and several block 1 homeowners will meet to discuss the block 1 beach park and shoreline needs. A Block 1 Shoreline Committee will be assembled with the possibility of a similar committee to be formed to address the block 2 shoreline needs.
Sharon Zink thanked Fred Aichele for helping trim the landscaping and for touch-up painting of the north pillars.
Commissioners need to submit their first drafts of budget needs and requests for the next fiscal year prior to the November 6, 2017 meeting. Budget planning is now underway and discussions will begin at the meeting on November 6, 2017.
ADJOURN
James Melledy moved that the meeting be adjourned. The motion was seconded by Nicki Sullivan. Unanimously approved. The meeting was adjourned at 9:47 p.m.
