MEETING CALLED TO ORDER
The meeting was called to order on June 4, 2018 at 7:03 p.m. at Countryside Fire Station #1, 801 S. Midlothian Rd., Mundelein, Illinois 60060 by President, James Melledy.
MINUTES FOR APPROVAL
Sharon Zink moved that the minutes from the Board of Directors Meeting of May 7, 2018, be approved as corrected. The motion was seconded by Chris Shifley. Unanimously approved.
HOMEOWNER FORUM – PUBLIC COMMENT
Julie Dickey addressed the board regarding concerns for her personal property lines and WSP common property lines, and the possibility of unclear property ownership documentation. There was a review and discussion of the documents presented by the board and Mrs. Dickey. A property survey will be completed to determine personal property lines adjacent to WSP common property lines.
CORRESPONDENCE
A. TAYLOR LAKE COURT – LICENSE AGREEMENT
James Melledy reported that he is continuing to work with the law firm on the proposed Taylor Lake Court Licensing Agreement. The project is moving along. The agreement will soon be sent to the homeowners on Taylor Lake Court.
B. OTHER
There was a review of a repair estimate received from a homeowner for the extensive damage incurred to their property as a direct result of a recent water main break. An insurance claim will be investigated. Repairs to the property are recommended to be completed following the planned water main work and road repairs which will be adjacent to the property.
TREASURER’S REPORT
Fred Aichele presented the Treasurer’s Report for 05/01/2018 – 05/31/2018. Sharon Zink moved and Ernie Billittier seconded that the Treasurer’s Report be approved as submitted. Unanimously approved.
There was a review and discussion of delinquent accounts. Directors will personally contact delinquent account holders.
The deadline for 2018 / 2019 WSP Homeowners’ Association Dues was April 30, 2018. Please deliver payment to Fred Aichele. Checks should be made out to West Shore Park Corporation.
COMMISSIONERS’ REPORT
Water
Brett Laureys reported that the water tank installation is complete! The new water tank went online on May 29th. The temporary tanks have been removed and repairs to Miller Park have begun. There have been some concerns reported about the bright metal top of the tank. The brightness of the top of the tank will gradually fade. There was a discussion of installing outside security cameras to cover the area around the tank to deter vandalism and trespassing.
The WSP Annual Drinking Water Quality Report for 2017 issued by the Illinois Environmental Protection Agency (IEPA) will be distributed to all members via email and posted to the website. Hard copies will be distributed to homeowners who do not have email access. West Shore Park currently has no violations with the IEPA.
Phase 1 of the Water-main Replacement Project has begun. Quotes for the project have been received and are in review. Additional estimates and proposals are being solicited. Phase 1 is tentatively scheduled for the fall of 2018.
NEW BUSINESS
James Melledy reported that he had a discussion with Margaret Resnick, Executive Director of the Mundelein Park District, regarding a complaint she received of a “noisy” privately owned pier on Diamond Lake in the West Shore Park area. Pier insurance compliance, and coordination between WSP and the Mundelein Park District, was also discussed with the need to review any rules and requirements to ensure compliance with local laws.
It was reported that a resident appeared to be pumping pool water onto property that is adjacent to Diamond Lake. The Department of Natural Resources will be consulted for current rules and regulations concerning pool water discharge near areas where it can feed into Diamond Lake.
Per the West Shore Park Corporation Neighborhood Rules and Regulations concerning Watering Restrictions:
Homeowners with 1,000-gallon or more capacity swimming pools must use outside services for filling of pools.
From May 15 through September 15, WSPC restricts the use of water for landscaping purposes as follows:
Block I – ALLOWED to water on ODD numbered weekdays
Block II – ALLOWED to water on EVEN numbered weekdays
Watering is ONLY allowed from 5:00 a.m. to 8:00 a.m. and from 7:00 p.m. to 11:00 p.m.
Sprinkling is NOT ALLOWED ON WEEKENDS, however, hand-held watering IS ALLOWED.
Additional restrictions may be imposed by the Board in the event of severe and/or prolonged weather conditions, such as a drought.
Our water tank is filled during non-peak hours to keep electricity costs down.
These restrictions help reduce usage (and the need to pump during peak hours) and lessen the chance of overburdening our system, thus creating a water shortage.
The water restrictions have been updated to be consistent with the Lake County Department of Public Works water restrictions.

Nicki Sullivan reported that she had a conversation with a new homeowner regarding the rules and regulations concerning fire pits.
There was a review and revision for the letter regarding the rules for off-season pier storage for WSP piers (and property) versus privately owned piers (and private property). The letter will be delivered to the WSP membership.
Nicki Sullivan reported that sections of the sea wall at block 1 beach need to be inspected and considered for repair.
The block 1 beach ropes and raft still need to be installed. If you would like to volunteer a couple hours to help install the ropes and raft, please contact Director Nicki Sullivan.
The WSPC Board would like to send a special “thank you” to Loretta Aidikonis, Tori Trauscht, Fred Aichele and Sharon Zink for their hard work cleaning and painting the WSP Pillars, and cleaning up the landscaping, at the Route 60/83 and Westshore Drive entrance. The pillars look great (and it was discovered that additional repairs are needed). Thank you for your time and effort in beautifying our community!

Nicki Sullivan moved that the meeting be adjourned. The motion was seconded by Sharon Zink. Unanimously approved. The meeting was adjourned at 9:15 p.m.
