REGULAR MONTHLY BOARD MEETING MINUTES
August 6, 2018

MEETING CALLED TO ORDER
The meeting was called to order on August 6, 2018 at 7:00 p.m. at Countryside Fire Station #1, 801 S. Midlothian Rd., Mundelein, Illinois 60060 by President, James Melledy.
MINUTES FOR APPROVAL
Nicki Sullivan moved that the minutes from the Board of Directors Meeting of July 9, 2018, be approved as corrected. The motion was seconded by Chris Shifley. Unanimously approved.
CORRESPONDENCE
A. TAYLOR LAKE COURT – LICENSE AGREEMENT
James Melledy reported that he is continuing to work with the law firm on revising the agreement with one Taylor Lake Court homeowner and the project is moving along. A licensing agreement is expected to be concluded with one Taylor Lake Court homeowner. WSPC will move forward with action to compel a second Taylor Lake Court homeowner, who has not responded to several communication attempts from WSPC. A survey of the Taylor Lake Court Property is planned.
B. PROPERTY LEGAL DESCRIPTIONS
Nicki Sullivan reported that the survey project is moving forward and the surveys are underway.
TREASURER’S REPORT
Fred Aichele presented the Treasurer’s Report for 07/01/2018 – 07/31/2018. Chris Shifley moved and Nicki Sullivan seconded that the Treasurer’s Report be approved as submitted. Unanimously approved.
There was a review and discussion of delinquent accounts. Directors will personally contact delinquent account holders before delinquents are referred for further legal action due to non-payment.
The deadline for 2018 / 2019 WSP Homeowners’ Association Dues was April 30, 2018. Please deliver payment to Fred Aichele. Checks should be made out to West Shore Park Corporation.
Chris Shifley will investigate a billing service to assist WSPC with the billing and collection of annual dues.
Fred Aichele reported that he is currently working on the WSP Corporate Tax Return.
OLD BUSINESS
James Melledy reported that he is working with the WSP insurance representative regarding damage to property as a result of a water main break.
James Melledy reported that he is communicating with Bill Grinell, Fremont Township Highway Commissioner, to coordinate dates for the planned Forest Lane road repairs to be scheduled after the necessary water main replacement has been completed.
James Melledy reported that there will be follow-up on bids for the Block 1 Beach seawall welding repair.
Nicki Sullivan inquired about some pipes that appear to have been left in Miller Park at the tank site. The pipes will be removed and Brett Laureys, Water Commissioner, will be contacted to arrange disposal.
Nicki Sullivan reported that work with the GIS Department to properly record the correct locations of the WSP parks and beaches is progressing well.
NEW BUSINESS
James Melledy reported that he received word from Tori Trauscht that the 2017 Diamond Lake Cooperative Preservation Strategy – Request for Lake County Storm water Management Commission (SMC) Watershed Management Board (WMB) Grant Funds have been received. Receipts and back-up material from WSP have been requested.
There was a question of who is responsible for patching that is needed on West Shore Drive. James Melledy will look into the matter.
Nicki Sullivan reported that she has been in contact with a new lawyer who is willing to work with WSPC as a resource for legal issues. Nicki will arrange an informal meeting between the attorney and the board.
Fred Aichele reported that he had been contacted by a real estate agent inquiring about the process to install utilities on a vacant property for sale on Forest Lane.
WATER
Fred Aichele reported that the tank project grant funds have been received. The tank project is now completed.
James Melledy reported for Water Commissioner, Brett Laureys, that repairs are necessary for a failed well motor/pump. The approximate cost is $15,304.00
The Water Main Project will cost approximately $150,000.00 for phase 1. There have been 3 water main breaks within less than a year in the area that is in desperate need of replacement.
Emergency well repairs have interrupted the plan to begin engineering of phase 1 of the Water Main Project and will possibly delay the replacement time frame in order to allow for additional budgeting. There is a possibility of additional water main breaks during this time. Repairs for phase 1 are estimated to begin up to 2 years from now.

Nicki Sullivan moved that the meeting be adjourned. The motion was seconded by Chris Shifley. Unanimously approved. The meeting was adjourned at 8:13 p.m.
