MEETING CALLED TO ORDER
The meeting was called to order on April 8, 2019 at 7:03 p.m. at Countryside Fire Station #1, 801 S. Midlothian Road, Mundelein, Illinois 60060 by President, James Melledy.
MINUTES FOR APPROVAL
Mike Davenport moved that the minutes from the Board of Directors Meeting of March 4, 2019 be approved as presented. The motion was seconded by Nicki Sullivan. Unanimously approved by Directors Mike Davenport, James Melledy, and Nicki Sullivan.
HOMEOWNER FORUM – PUBLIC COMMENT
Rose Brisske announced she was recording the meeting.
Nicki Sullivan, Carol O’Donnell and Fred Aichele discussed how they had met with Countryside Fire Chief, Jeff Steingart, Fremont Township Parks, Building Grounds & Highway Operations Manager Herb Riedel, and a Lake County Sherriff’s Department representative to view Fairview Drive and to discuss parking concerns and possible fixes. Items discussed included: 1) No Parking signs installed on one side of the road. Upside: emergency vehicles should be able to get through and tickets could be written if the road is blocked. Potential downside: people would only park on one side of the road and you could only get one car through the road at a time. If there is a snow bank along that side of the road, the road could still be too narrow to get an emergency vehicle through. 2) No Overnight Parking (2AM-6AM) – with exceptions given for special circumstances such as overnight guests, or the need to park in the street due to driveway repairs. Upside: would also help with snow plowing and street cleaning. Potential downside: would apply to the whole neighborhood.
Carol O’Donnell presented material detailing parking situations for various homes within WSP.
Mike Davenport expressed his concern regarding the suggestion that some homeowners could install parking pads on their property to allow for extra off-street parking. Mike requested additional information on permitting, size requirements, and a definition of what is considered an “off-street parking pad.”
Other concerns discussed included how changes to parking could impact Westshoreland. It was suggested that a survey be taken of WSP homeowners of their opinion.
NEW BUSINESS
Nicki Sullivan moved to elect John Lohrmann to serve the remainder of the two-year term as Block 2 Director, previously held by Ernie Billiter, who stepped down following the regular board meeting of March 4, 2019. Chris Shifley seconded the motion. Unanimously approved by Directors Mike Davenport, James Melledy, Chris Shifley, and Nicki Sullivan.
It was reported that the parks and common areas need to be cleaned up. There are also several dying or dead trees that may have to be removed. Several other tress need trimming. Trimming and removal quotes will be solicited.
There are several small jobs and repairs that need to be completed. It was discussed that quotes must be received in writing prior to a job being approved. Invoices for several jobs have not yet been received and must be collected, reviewed, and paid on as soon as possible.
Nicki Sullivan reported that the Lake County Health Department has instituted a new fee per beach for water testing and monitoring the health of the lake and the safety of the water and the beaches.
A Miller Park Beautification Plan was discussed. Clean-up, landscaping, painting, mulching, and equipment repairs will be discussed and scheduled as needed. The painting of the well-house needs to be completed. Long-term issues to be identified and planned for as needed.
CORRESPONDENCE
A. TAYLOR LAKE COURT – LICENSE AGREEMENT
James Melledy reported that there is no new information to report regarding the Licensing Agreement. Nicki Sullivan suggested adding accumulated legal fees to the final license agreement fee and to present the homeowners with a final “sign-by date”. It was suggested that the licensing agreement must be returned signed, and the fee paid, by the “sign-by date” or the matter will be moved to court.
B. PIER REQUEST
Anthony Foster and Jim Bertran (non-member to close on home purchase in WSP just after board meeting date) presented their request to the WSP board to install a new pier off of WSP common property behind their homes on Forest Drive. Maps of the requested pier installation location and an illustration of the requested pier style were presented. It was discussed that space on current piers in Block 2 is currently available and is preferred to the installation of a new pier. Mr. Foster and Mr. Bertran reiterated that it would not be a new pier, but a relocation of a currently approved pier, which was individually owned, to slightly different location for the two properties to share. Concerns discussed included the crowding of the shoreline, depth of water at the two discussed locations, the style of pier and boatlifts. James Melledy and John Lohrmann will meet with Mr. Foster and Mr. Bertran to review the issue and discuss available options.
TREASURER’S REPORT
Fred Aichele presented the Treasurer’s Report for 03/01/2019 – 03/31/2019. Nicki Sullivan moved and Mike Davenport seconded that the Treasurer’s Report be approved as submitted. Unanimously approved.
Fred Aichele reported that there are currently no delinquent accounts and that homeowners’ association dues can now be paid on the website via credit card.
There will be a paper announcement regarding the credit card payment option of the HOA dues distributed to all homes in WSP.
IMPORTANT ANNOUNCMENT: The 2019/2020 WSPC Annual Homeowners’ Dues Billing was sent out at the beginning of April. Partial payments will no longer be accepted. Payment can be made by check, or paid by credit card through the WSP website. www.westshorepark.com
Fred Aichele presented an Analysis for Fiscal Year 04/01/2018 – 03/03/2019. There was a review of expected receipts vs. actual receipts.

Mike Davenport moved that the meeting be adjourned. The motion was seconded by Nicki Sullivan. Unanimously approved. The meeting was adjourned at 8:29 p.m.
