MEETING CALLED TO ORDER
The meeting was called to order on August 5, 2019 at 7:00 p.m. at Countryside Fire Station #1, 801 S. Midlothian Road, Mundelein, Illinois 60060 by President, James Melledy.
HOMEOWNER FORUM – PUBLIC COMMENT
Rose Brisske announced she was recording the meeting. Marilee C.C. Rusiniak and Nicki Sullivan officially objected to being recorded and requested the objection to be recorded in the minutes. Rose Brisske and Tabatha announced that they had the right to tape the meeting and that they were going to tape. A discussion regarding the legality of taping a board meeting went on for several minutes. Marilee C.C. Rusiniak did not want to be recorded and left the meeting. The board will look into whether or not the board has the authority to allow recordings of the monthly board meetings.
Kent Curtis notified the board that there has been a lot of construction along the WSPC northwest property line on the northern most section of the Block II Park Area. The homeowners stated that they would repair the damaged grass and would regrade the area being disturbed.
Mr. Curtis also added that the berm and trees on the north property line added a year and a half ago encroach on to WSPC property by several feet and that a private irrigation line is present on WSPC property. The board will investigate the irrigation line.
Mr. Curtis also presented pictures of a company spraying the trees on the berm of the north property line and want to know who was spraying the trees. The board will investigate.
MINUTES FOR APPROVAL
Mike Davenport moved that the minutes from the Regular Board of Directors Meeting of July 1, 2019 be approved as corrected. The motion was seconded by Nicki Sullivan. Unanimously approved by Mike Davenport, James Melledy, Nicki Sullivan.
CORRESPONDENCE
A. TAYLOR LAKE COURT – LICENSE AGREEMENT
James Melledy reported that the next step in the Taylor Lake Court – Licensing Agreement case against 19526 Taylor Lake Court Owners is to send the approved final minutes from the WSPC July Monthly Board meeting to the lawyers. The finalized meeting minutes have the board’s approval to proceed with litigation against the trespassing owner.
James Melledy reported that the owners of 19520 Taylor Lake Court, the second party in the Licensing Agreement situation, has refused to come to an agreement with WSPC. Legal counsel has suggested a court petition to move the case to court. Use of the WSPC Common Property without express written permission may result in trespassing, safety, and liability concerns for WSPC.
Mike Davenport moved to proceed with litigation in the “Keenan Taylor Lake Court Licensing Agreement” issue.
Nicki Sullivan seconded the motion. Unanimously approved. Mike Davenport – yes. James Melledy – yes. Nicki Sullivan – yes.
After WSPC August Monthly Meeting Minutes are approved at the September meeting. WSPC will turn the matter over to the WSPC Lawyers.
B. PARKING ORDINANCE
Holly Kim expressed concerns about the overnight parking ban and how it may affect home owners with disabilities, special needs and family issues.
TREASURER’S REPORT
Fred Aichele presented the Treasurer’s Report for 06/01/2019 – 06/30/2019. Nicki Sullivan moved and Mike Davenport seconded that the Treasurer’s Report be approved as submitted. Unanimously approved.
There was a review and discussion of dues that have been received and delinquent accounts.
Delinquent accounts have been escalated to the next step in the collection process. Payment in full was due on April 30, 2019.
NEW BUSINESS
Regarding the new house construction on Forest Lane in Block II, it was identified that the proper procedures for hooking to the water main have not been followed. James Melledy will contact the General Contractor building the house to make sure they are in compliance before hooking up to the WSPC Water Main.
There was discussion regarding the well-house roof repairs. The roof does not seem to be leaking and Replacement of the entire roof should be on next year’s budget. The roof is over 30 years old.
Stacey Kalmanovsky from Block I stated that she would like to be Miller Park Commissioner. The appointed her the Miller Park Commissioner. Thanks to Stacey for volunteering.
RULES & REGULATIONS
Fred Achilles presented suggested changes to the current Rules & Regulations. Some of the sections were out dated. The board discussed the proposed changes and Fred will present the changes at the next WSPC Monthly Board Meeting in September. Thanks to Fred for working on updating the Rules & Regulations.
COMMISSIONER REPORT – Forest Water Main
James Melledy reported for Brett Laureys that the engineer would complete the drawings and specifications for the Forest Water Main replacement by 8-9-19. The engineer will then send the drawings and specifications to the Illinois Environmental Protection Agency for approval. The IEPA review process takes at least 90 days. After the approval from the IEPA, WSPC will revisit the installation schedule with Fremont Township

Nicki Sullivan moved that the meeting be adjourned. Mike Davenport seconded the motion. Unanimously approved. The meeting was adjourned at 8:11. p.m.

The Next WSP Monthly Homeowners’ Association Meeting will be held at 7:00 p.m. on Monday, September 9, 2019 at Countryside Fire Station #1, 801 S. Midlothian Road, Mundelein, IL 60060.
Nicki Sullivan is looking for volunteers to help paint and complete various small maintenance and beautification projects. Young-adults who need volunteer service hours may be able to earn their hours by helping volunteer within WSP. Please contact Nicki Sullivan or any member of the board if you are interested in volunteering within our neighborhood.
