MEETING CALLED TO ORDER
The meeting was called to order on December 4, 2023 at 7:02 p.m. at Countryside Fire Station #1, 801 S. Midlothian Road, Mundelein, Illinois 60060 by President Mike Davenport.
MINUTES FOR APPROVAL
Werner Brisske moved that the minutes from the Regular Meeting of the Board of Directors on November 6, 2023 be approved as presented. Larry Bakirtjy seconded the motion. Unanimously approved.
TREASURER’S REPORT
Fred Aichele presented theTreasurer’s Report for 11/01/2023 – 11/30/2023. Larry Bakirtjy moved and Minaxi Tailor seconded that the Treasurer’s Report be approved as submitted. Unanimously approved.
CORRESPONDENCE
A message was received from a potential new homeowner regarding if there are any WSPC restrictions on keeping chickens. Response was sent that WSPC does not have any restrictions and that residents must follow the Fremont Township guidelines for keeping chickens within unincorporated Lake County.
Werner Brisske reported that a homeowner requested WSPC install a mirror for improving visibility at a corner with limited sight lines. Homeowner has been directed to make the request with the Fremont Township Highway Department.
PRESIDENT’S REPORT
Mike Davenport reported that preliminary meetings and conversations with possible contractors for installing a new sea wall have shown the project will cost more than first anticipated. Additional quotes are being solicited for budget consideration. There was a discussion regarding the possible cost, the time frame for securing the correct permits, and the possible scheduling of the project.
Mike Davenport reported that branch removal has been scheduled. Will follow-up following completion of the work.
Ben Arditti requested that a cottonwood tree in block two to be looked at to determine if it needs trimming.
NEW BUSINESS
Fred Aichele presented the second draft of the 2024-2025 proposed budget for review and discussion.
Ben Arditti asked how unbudgeted items are addressed if they arise. Fred Aichele explained that money for an unbudgeted item (that is needed to be completed during the current budget year) will come from a budget line amount that the item would normally be paid from (Example: beach, tree, water, etc.) Some line items have some money available for “unbudgeted” items. It was also explained that there is an amount set aside for water emergencies. During the budget discussion period the budget line amounts are set, and longer term projects are discussed so that money can be collected (sometimes over a couple years) to fund those projects.
Commissioners and members are reminded that budget planning for the 2024-2025 fiscal year is now underway. Commissioners and members are encouraged to attend monthly board meetings to have their concerns and requests regarding the budget addressed during the planning stage. The most important meetings regarding how WSPC spends funds collected from the homeowners are from October through February.
OLD BUSINESS
Larry Bakirtjy presented an updated draft of the wording for new signs to be installed at the beaches and the parks for review and discussion.
It has been reported that there are still various personal items on WSPC park property. Removal of the items off of WSPC property will be requested once identification of the owners of the various items has been made.
Larry Bakirtjy reported that the survey project is moving forward.

Review and discussion of the Board and Officers Task List.

Minaxi Tailor moved that the meeting be adjourned. Werner Brisske seconded the motion. Unanimously approved. The meeting was adjourned at 8:42 p.m.

Meetings will be held via Zoom in the event that Covid-19 Mitigation Measures are put into place and meeting rooms may not host gatherings. Dates and time and location are subject to change. All homeowners are encouraged to attend the monthly board meetings. Please contact any member of the board or check the website for updated information regarding meeting location.
