MEETING CALLED TO ORDER

The meeting was called to order on July 1, 2024 at 7:06 p.m. at Countryside Fire Station #1, 801 S. Midlothian Road, Mundelein, Illinois 60060 by President Mike Davenport.

MINUTES FOR APPROVAL

Larry Bakirtjy moved that the minutes from the Regular Meeting of the Board of Directors on June 3, 2024 be approved as presented. Chris Shifley seconded the motion. Unanimously approved.

HOMEOWNER FORUM

Traffic Concerns:

Tracey Cornish raised the issue regarding traffic using her private driveway to bypass parked or stopped traffic. Please refrain from using any driveway (or lawn) to go around traffic on the road. Mike Davenport reported that he experiences four to five cars a day turning around in his driveway, which poses a safety hazard. Suggestions were made for homeowners to report persistent traffic safety issues to the Lake County Sheriff Non-Emergency at 847-549-5200.

Water Quality Issues:

Tori Trauscht expressed concern about water quality and sedimentation affecting Diamond Lake, emphasizing the need for better storm water management practices. Concerns were raised about highway runoff contributing to sediment. There are also concerns about runoff with road salt and pollution entering the lake. This may become more of a problem when the expansion of 60/83 begins and the added traffic and the possibility of new retention ponds to be constructed along the roadway. There was a discussion on the need for improved maintenance of current and future retention basins, emphasizing that current systems are not adequately handling increased rainfall. Alicia Dodd noted that during heavy downpours, the detention ponds may overflow, leading to runoff issues that can affect private properties. It was suggested to explore alternative drainage solutions to redirect water flow away from residential areas.

Residents in attention proposed forming a committee to address water management issues collaboratively, highlighting the importance of a unified voice in discussions with Fremont Township, Lake County, and IDOT.

Discussion with Mundelein Park & Recreation District Executive Director & ADA Compliance Office Ron Salski

Bruce Brodzik introduced, Ron Salski who discussed ongoing projects, including sonar treatment for lake weed management. It was noted that the lake has improved significantly due to the sonar treatment, but the channel still has some weeds. They are monitoring the situation and will report back to the WSPC board. He encouraged residents to report any specific areas of concern regarding weed growth.

Concerns were raised about the maintenance of the channel, with residents noting that weeds have been an ongoing issue. Mr. Salski reported that a sediment study has been conducted, which will guide future decisions about dredging and sediment management. The results of this study will be shared with the WSPC board once available. The discussion included the potential for partnerships with homeowners for channel maintenance. Mr. Salski expressed a willingness to collaborate with the community to address these issues.

Mr. Salski also highlighted the importance of community input in the planning process for future projects, including the master planning of the public beach and boat launch area, which is expected to begin engaging the public in early 2025.

CORRESPONDENCE

A notice from a homeowner regarding the listing of a property as an Airbnb was reported. Short-term rentals are not permitted in unincorporated Lake County (which includes West Shore Park.) According to Lake County Planning, Building and Development: A “short-term rental” is defined as the renting of property for a period of less than one (1) month. Short-term rental of single-family homes in residential zoning districts is prohibited in Unincorporated Lake County by the Unified Development Ordinance of the Lake County Code (UDO) and doing so is a violation of the County Code and subject to enforcement action. www.lakecountyil.gov/4816/Short-Term-Rentals-Prohibition   Residents are requested to report violations to the Lake County Planning Building and Development department.

Chad Carroll has expressed interest in the Water Commissioner position.

The board received a communication regarding the need for repairs to the well house, including addressing overgrowth and ensuring proper functioning of the alarm systems.

PRESIDENT’S REPORT

Mike Davenport gave an update on the generator project, with a contractor expected to provide a detailed proposal for project management soon. The board discussed the importance of moving forward with this project due to long lead times for generators.

TREASURER’S REPORT

Fred Aichele presented theTreasurer’s Report for 6/01/2024 – 6/30/2024. Chris Shifley moved and Larry Bakirtjy seconded that the Treasurer’s Report be approved as submitted. Unanimously approved.

  • Fred Aichele reported total collections of approximately $17,559 for the month, which included nearly $700 in interest.
  • Key expenses included:
    • Well water maintenance: $1,610
    • Legal fees: $360 (related to recent meetings)
    • Fidelity bond: $426 (due in June)
    • Beach maintenance (Block 1): $1,783 for mowing and debris removal.
    • Beach maintenance (Block 2): $1,115 for sand and maintenance.
  • Total disbursements for the month were reported at $6,443.
  • Chlorine Pumps were required to be replaced.
  • The current balance on hand is approximately $219,000.

REVIEW OF TASKS LIST

Review and discussion of the Board and Officers Task List.

OLD BUSINESS

Some email servers have been marking some WSP outgoing emails as “undeliverable”. Some people do not receive some of the emails that are sent out. Please add [email protected] to your email contact list to help ensure you get WSP emails.

Ben Arditti moved that the meeting be adjourned. Chris Shifley seconded the motion. Unanimously approved. The meeting was adjourned at 8:21 p.m.
