MEETING CALLED TO ORDER
The meeting was called to order on November 4, 2024 at 7:00 p.m. at Countryside Fire Station #1, 801 S. Midlothian Road, Mundelein, Illinois 60060 by President Mike Davenport.
MINUTES FOR APPROVAL
Larry Bakirtjy moved that the minutes from the Regular Meeting of the Board of Directors on October 7, 2024 be approved as presented. Minaxi Tailor seconded the motion. Unanimously approved.
- PRESIDENT’S REPORT
- Mike Davenport presented a draft of the Commissioner Roles and Responsibilities document, which aims to clarify the duties and expectations for each commissioner. This draft will be finalized and distributed to all board members for review.
- Emphasized the importance of proactive budgeting, particularly in light of upcoming maintenance needs such as the replacement of the generator and roof repairs. He noted that while the current budget has been managed effectively, it is crucial to anticipate future expenses to avoid special assessments.
- Highlighted the recent removal of overgrown bushes around the wellheads, which had obscured access and visibility. This maintenance is part of a broader effort to enhance the aesthetic appeal and functionality of the park facilities.
- Confirmed the arrangement of snow plowing services for the upcoming winter season, ensuring that all areas will be adequately maintained during inclement weather.
- Discussed the ongoing collaboration with GHA regarding the well service maintenance contract. The long-term contract has been reviewed and appears satisfactory, although a comparison with the previous contract is needed to confirm any changes in costs or services.
- Mike concluded the report by reiterating the need for all board members to remain engaged and informed about their roles, particularly as the organization prepares for the upcoming budget discussions and the annual meeting.
TREASURER’S REPORT
- Fred Aichele presented the Treasurer’s Report for 10/01/2024 – 10/31/2024. Ben Arditti moved and Minaxi Tailor seconded that the Treasurer’s Report be approved as submitted. Unanimously approved
- Total operating expenses were reported as $6,319.00
- A payment of $5,030 was made from the generator fund, which included:
- $340 for preparatory work done by GHA.
- An invoice of $14,190 for ongoing project oversight.
- A deposit of $3,200 for the installation of a gas line.
- The total expenditure for the generator project thus far amounts to $11,350. The current balance in the generator fund is just over $51,000.
- Fred Aichele reported on a document indicating that some lots in West Shore Park, including lots F&G, were sold with covenants that grant rights to use the beaches and parks. This document clarifies the rights of residents in these areas.
- Fred reported on the Corporate Transparency Act, indicating that forms will need to be filled out by board members as part of compliance efforts.
BUDGET DISCUSSION
Fred Aichele presented the 1st draft of the 2025-2026 Operating Budget for review. There was an extensive discussion including the importance of keeping the budget flat to avoid fluctuations in dues, and an emphasis on the need for a reserve fund to cover unexpected expenses, such as generator repairs or other maintenance issues.
ELECTION OF NEW COMMISSIONERS
Larry Bakirtjy nominated Tracey Cornish for the open position of Miller Park Commissioner. Seconded by Ben Arditti. Unanimous.
Ben Arditti nominated Chad Karol for the open position of Water Commissioner. Seconded by Minaxi Turner. Unanimous.
The board would like to send a big “Thank You!” to both Brett Laureys (former Water Commissioner) and Stacee Kalmanovsky (former Miller Park Commissioner) for their time and dedication to our community in servicing as commissioners. Our community is thankful for all the hard work that both of you have put in over the years in your respective positions.
COMMISSIONER’S REPORTS
- Chad Karol, Water Commissioner reported that a recent issue arose with the generator not kicking on due to an air kink in the line after it was moved for concrete work. The issue has been resolved.
- Bushes around the wellheads have been removed, and he is coordinating with well the maintenance contractors to ensure that the wells are maintained properly.
- Beautification efforts around the well house, suggesting that while the area should not be completely hidden by bushes, some limited growth plants could enhance the appearance.
- Confirmed that snow plowing services have been arranged for the winter season, and he is working on ensuring that all responsibilities regarding the well house and surrounding areas are clear.
REVIEW OF TASKS LIST
Review and discussion of the Board and Officers Task List.
NEW BUSINESS
Secretary Marilee C.C. Rusiniak confirmed that the board nomination forms and letters had been sent out to all email subscribers in the neighborhood, with paper copies distributed to those without email access.
OLD BUSINESS
Some email servers have been marking some WSP outgoing emails as “undeliverable”. Some people do not receive some of the emails that are sent out. Please add [email protected] to your email contact list to help ensure you get WSP emails.
There was a discussion on the seawall project and the need for clarity on responsibilities and funding. Additional bids are being solicited.

Larry Bakirtjy moved that the meeting be adjourned. Ben Arditti seconded the motion. Unanimously approved. The meeting was adjourned at 8:25 p.m.
