REGULAR BOARD MEETING MINUTES – final

February 3, 2025

MEETING CALLED TO ORDER

The meeting was called to order on February 3, 2025 at 7:01 p.m. at Countryside Fire Station #1, 801 S. Midlothian Road, Mundelein, Illinois 60060 by Vice-President Chris Shifley.

MINUTES FOR APPROVAL

Minaxi Tailor moved that the minutes from the Regular Meeting of the Board of Directors on January 6, 2025 be approved as corrected. Larry Bakirtjy seconded the motion. Unanimously approved.

PUBLIC COMMENT

There was a discussion with the President of West Shoreland Catherine Shannon, WSL Treasurer Bob Balogh, and WSL Secretary Trudy Balogh regarding the lack of clarity about common property boundaries, particularly at the beaches. It was expressed that many WSP and WSL residents assume private property where common land actually exists. There was a request to install 2-3 benches per beach to indicate common land limits and to create a visual marker that’s more attractive and informative than signs. It was explained that the survey project goal is to identify and mark property corners with survey markers. The completed surveys are available on the WSP website. Installation and other options will be explored.

TREASURER’S REPORT

Fred Aichele presented the Treasurer’s Report for 1/01/2025 – 1/31/2025. Ben Arditti moved and Chris Shifley seconded that the Treasurer’s Report be approved as submitted. Unanimously approved.

BUDGET DISCUSSION / ANNUAL MEETING PREP

There was a discussion on the upcoming annual meeting logistics. The meeting will be in-person only, with no Zoom option available. There was a reminder to directors to collect proxies from homeowners. Budget line review/discussion with commissioners present.

COMMISSONER’S REPORT

Water Commissioner, Chad Karol reported on the recent changes mandated by the Illinois Environmental Protection Agency (IEPA) regarding lead and copper sampling. Previously, the association sampled 10 random homes, but moving forward, a comprehensive list of all homes with water service will be required, including the year each home was built. It will need to be determined whether each home has a copper or lead water line. This may involve asking homeowners to provide a photo of the water line entering their homes. Mr. Karol noted that there were recent concerns raised by homeowners regarding high lead levels in their water. One homeowner reached out about elevated levels, prompting GHA to conduct additional testing, which showed improved

results. Chad emphasized the importance of addressing these issues proactively to ensure the safety and quality of the water supply for all residents.

Miller Park Commissioner, Tracey Cornish, raised concern about the condition of Miller Park playground equipment being outdated and not appealing to children. The possible future need for replacement and maintenance of the play equipment, as well as repaving the park area, drainage issues, and the possible need to dredge the channel was expressed. It was noted that neglecting these issues could lead to larger problems in the future. Smaller maintenance concerns will be addressed as needed in the coming year with larger items to be budgeted for in the future.

REVIEW OF TASKS LIST

Review and discussion of the Board and Officers Task List.

OLD BUSINESS

Larry Bakirtjy reported that Vanderstappen Land Surveying Inc. will resume the boundary surveys and placement of survey stakes of some WSPC property. Residents may see property surveyors on and around WSPC property doing official work. The ground needs to thaw to allow for the marker stakes to be installed

Please note that according to Illinois Statutes Chapter 765. Property § 205/11:

(765 ILCS 205/11) (from Ch. 109, par. 10.1)
Sec. 11. Any unauthorized person who knowingly damages, destroys or removes a stake, pin, monument or other survey marker shall, be guilty of a Class A misdemeanor. For purposes of this Section, a surveyor who moves a stake, pin, monument or other survey marker for the purpose of correcting a survey is an authorized person.

Larry Bakirtjy moved that the meeting be adjourned. Minaxi Tailor seconded the motion. Unanimously approved. The meeting was adjourned at 8:18 p.m.
