REGULAR BOARD MEETING MINUTES — draft

 April 7, 2025

ATTENDANCE

MEETING CALLED TO ORDER

The meeting was called to order on April 7, 2025 at 7:01 p.m. at Countryside Fire Station #1, 801 S. Midlothian Road, Mundelein, Illinois 60060 by President Mike Davenport.

MINUTES FOR APPROVAL

Chris Shifley moved that the minutes from the Regular Meeting of the Board of Directors on March 2, 2025 be approved as corrected. Minaxi Tailor seconded the motion. Unanimously approved.

PUBLIC COMMENT

A request from a member was received regarding a tree that may need some trimming near block 2 beach. A member of the board will look at the tree and work with the member on getting the tree trimmed.

A member raised concern regarding a boat lift that has been sitting on WSPC property near block 1 beach all winter without being moved to private property. The board will investigate further. It was also reported that another boat lift was left on WSPC property over the winter near block 2 beach. Please remember that private boat lifts and piers may NOT be stored on WSPC property over the winter and must be moved to private property. Per the West Shore Park Corporation Neighborhood Riles and Regulations: No personal property of any nature (except community piers which have received permission from the Board) shall be located on WSPC property on a recurring, regular or continuous basis in excess of 10 days. After 10 days, personal property left on WSPC property will be considered abandoned and will be disposed of by the Board at the owner’s expense. Please contact the board if you have any questions.

Ben Arditti reported he was contacted by a member who lives on the channel. The member had questions regarding who is responsible for the dredging of the channel and the maintenance of the seawall. WSPC is working with the Mundelein Park & Recreation District to review and consider WSPC interest and responsibility concerning the maintenance of the channel. TREASURER’S REPORT

Fred Aichele presented the Treasurer’s Report for 3/01/2025 – 3/31/2025. Ben Arditti moved and Larry Bakirtjy seconded that the Treasurer’s Report be approved as submitted. Unanimously approved.

Fred reported that WSPC is current with ComEd billing after months of billing challenges. It was also reported that the ComEd bills will need to be reviewed for charges occurring during peak pricing. This may be related to the time of day that the well is refilling (using more energy). Review will be done with the Water Commissioner, Char Karol, to ensure we are using the most power for refilling during cheaper, off-peak hours.

Fred requested a review of the generator’s current and estimated costs related to the installation project.

ANALYSIS: ACTUAL VS EXPECTED RECEIPTS FISCAL YEAR 4/1/2024 – 3/31/2025

Presented by Fred Aichele. Review and discussion followed. Accounting and cash balance reconcile.

COMMISSONER’S REPORTS

Miller Park – Tracy Cornish

  • Picnic Tables: There was a proposal to rebuild two picnic tables at Miller Park. The existing tables were noted to be in poor condition. The need for supplies to facilitate this rebuild was emphasized, and it was agreed that quotes would be obtained for the necessary materials or recycling of old materials.
  • Mulch: Tracy has contacted a WSP member to discuss mulch for the park.
  • Maintenance: It was noted that there were loose boards around the playground area that posed possible safety risks. This will be addressed promptly to ensure the safety of park users.
  • Sealing the Basketball Area: Quotes for seal coating the basketball area will be solicited. It was noted that one company would not be available until mid-April, indicating that seasonal weather conditions were affecting maintenance schedules.
  • Disposal of Old Equipment: It was reported there is an old, broken, plastic picnic table that cannot be moved easily. Mike Davenport will help move and dispose.

Water Commissioner – Chad Karol via email:

  • Generator: The gas pressure gauge/regulator is finally in and approved by Northshore Gas. The final step is the start-up. I’m waiting on an ETA but expect it very soon.
  • IEPA Water Line Survey: I will be submitting our information by (April 12). (As of this report) I have 39 responses left to gather and I assume most of these will not respond, and I’ll add “unknown” for these homes.
  • Potential well control issue: It was brought to attention last week that wells 2 and 3 are sometimes not kicking on when they should be. It’s not well or pump issues, but instead an issue with the control unit that tells the pumps to turn on. GHA is investigating.  (Email report edited by Marilee C.C. Block 2 Beach – Greg Fried

  • Requested information on when lawn service begins. The park land nearest to the lake is currently very swampy and cannot be mowed. Would like to contact the lawn service providers before the first mowing to go over the area to be services and to ensure that they know not to allow clippings and debris to go into the lake.

Larry Bakirtjy requested a clean file of the WSPC logo. Ben Arditti volunteered to update the logo at no cost.

Minaxi Tailor moved that the meeting be adjourned. Ben Arditti seconded the motion. Unanimously approved. The meeting was adjourned at 8:30 p.m.
