MEETING CALLED TO ORDER
The meeting was called to order on January 4, 2016 at 7:00 p.m. at Countryside Fire Station #1, 801 S. Midlothian Rd., Mundelein, Illinois 60060 by President, Susan Frank.
MINUTES FOR APPROVAL
James Melledy moved and Nicki Sullivan seconded that the minutes from the Regular Monthly Board of Directors Meeting of December 7, 2015 be approved as corrected. Unanimously approved.
HOMEOWNER FORUM – PUBLIC COMMENT
Stop signs and at least one home has been marked with graffiti. The resident of the home has removed the graffiti. Residents are reminded to lock car doors and consider keeping outside lights on overnight. Please call the Lake County Sherriff’s office to report trespassing.
The Miller Park gate has been damaged. The party responsible for the damage will pay for the repair. It was also reported that people who have used the gate have not ensured that it was completely closed and locked.
APPROVE 2015 ANNUAL MEETING PROXY AND LETTER TO HOMEOWNERS
The West Shore Park Corporation 2016 Annual Meeting Proxy and cover letter will be distributed to all homeowners prior to the annual meeting and will also be available on the website for download.
NOMINATIONS FOR DIRECTOR POSITIONS
Susan Frank and Tabatha Curtis will not be seeking another term for a position as Director on the WSPC Board.
James Melledy is seeking an additional term as Director.
WSPC received three eligible nominations to be considered for the three open positions of Director.

TAYLOR LAKE COURT
A Mundelein resident interested in a property on Taylor Lake Court contacted Susan Frank for additional information regarding the WSPC owned property on Taylor Lake Court. WSPC legal representatives will review the land agreement and review and clarify land and pier use of the property before submitting the agreement to the interested party.
TREASURER’S REPORT
Fred Aichele presented the Treasurer’s Report for 12/01/2015 – 12/31/2015. James Melledy moved and Nicki Sullivan seconded that the Treasurer’s Report be approved as submitted. Unanimously approved.
There was a review and discussion regarding delinquent accounts.
BUDGET REVIEW
Juli Crane stated that the increase in the annual dues may be difficult for some residents to pay. She requested options to pay including multiple payments. Fred Aichele responded that multiple payments are difficult to track and a logistical challenge. He stressed that if residents have trouble in making the full assessment payment that they contact him to discuss payment options as soon as possible.
Tom Pilewski questioned if many people become delinquent on their annual dues, how will balances be collected and how are unpaid dues currently collected. Fred Aichele explained that every attempt is made to work with the homeowner to collect dues before legal action is considered. The best way to avoid your account being referred for collection and late charges added to the balance is to communicate with the board and the Treasurer to make payment accommodations.
Tom Pilewski questioned why the dues did not go down as a result of turning over the roads to Fremont Township and not having the road maintenance costs. It has previously been stressed that it was never a guarantee that the dues would go down as a result of the roads being turned over to Fremont Township, but a possibility. He general portion of the bill has decreased overtime. Unfortunately, the current necessary water-tank replacement has resulted in the higher dues.
Tom Pilewski urged the board to cut or reduce all possible expenses by eliminating or postponing projects to help lower the proposed dues. There was a discussion of some of the projects that have been put off, some for multiple years, in an effort to keep annual dues consistent.
Brett Laureys was asked the question of whether the current estimates for the tank replacement costs are the most recent available or if the cost could be much higher than expected at this time. Mr. Laureys explained that he and the board are working with the most recent estimate provided by the engineers. Competitive bids for the actual project and the associated costs are still to come. The current estimates were used to create the budget for the project.
Nicki Sullivan reported that she contacted the Village of Mundelein to obtain current water rates. The minimum charge is $47.04 per month for anything 4500 gallons or under or approximately $564.48 per year. The average water bill for a home in the Village of Mundelein is currently approximately $1,317.12 per year.
Sharon Zink and Fred Aichele recalled that prior to WSP having their own well, the Village of Mundelein used to charge all non-village municipalities (including West Shore Park) 3 times as much as village residents.
Tom Pilewski requested that the current budget be trimmed as aggressively as possible to assure residents that the WSPC Board made all efforts to reduce the dues and more in-line with previous year’s amounts.
Juli Crane and Tom Pilewski requested that an informational sheet be distributed detailing all the projects that have been delayed or eliminated to show residents that the effort has been made.
James Melledy recommended that the Block 2 Beach Master Plan Phase 2 to be eliminated from the current budget.
Fred Aichele presented a revised draft of the 2016-2017 fiscal year budget.
REVIEW OF DRAFT OF PROPOSED 2016-2017 BUDGET AND ANNUAL DUES REQUEST FOR FINAL REVIEW AND APPROVAL
Fred Aichele presented the revised draft of the proposed 2016-2017 operating budget for review. There was a review and discussion of the revisions. The board’s recommendation for the next year’s budget is:

Nicki Sullivan moved and James Melledy seconded to accept the final draft of the Proposed Budget Fiscal Year 4/01/2016 – 3/31/2017 as proposed for presentation to the WSPC membership at the annual meeting. Unanimously approved by Directors: Tabatha Curtis, Susan Frank, James Melledy and Nicki Sullivan.
This report will be discussed at the Annual Homeowners Meeting of February 21, 2016 at 1:30pm and attached to the minutes of that meeting.

HIGHLAND TERRACE UPDATE / DISCUSSION
There is no new information to report at this time.
NEW BUSINESS
The 2016-2017 fiscal year budget will be approved and adopted during the first meeting of the Board of Directors, immediately following the annual meeting.
