REGULAR MONTHLY BOARD MEETING MINUTES
September 10, 2018

MEETING CALLED TO ORDER
The meeting was called to order on September 10, 2018 at 7:02 p.m. at Countryside Fire Station #1, 801 S. Midlothian Rd., Mundelein, Illinois 60060 by President, James Melledy.
Fremont Township – Herb Riedel, Fremont Township Manager of Operations
A. Brush Pick Up
Mr. Riedel reported that Fremont Township will change how they manage brush pick-up. Beginning on or around September 17, 2018, brush will no longer be picked up for recycling at residential homes in Fremont Township by demand. The township is working with the different subdivisions within Fremont Township to schedule twice yearly pick-ups at residential homes. Extra pick up events may occur following extreme weather events, as necessary.
B. Paving Water Main Breaks
It was clarified that if a road or driveway has to be opened up following a water main repair due to a water main break, it is the responsibility of the homeowner association, or private homeowner, to have the road, or driveway, repaired. Fremont Township is not responsible for repairing the road following this scenario.
C. Forest Water Main Project
Fremont Township is considering adding a storm sewer along Forest Lane. They will work with WSP to coordinate and collaborate on the engineering and permit process so that the storm sewer can be installed at the same time as the new water main. Fremont Township may be responsible for the cost of the road repair following the installation of the new storm sewer.
D. Fairview Drainage at New House
Fremont Township will look into installing storm drain and/or catch basin on Fairview drive to help alleviate the storm water drainage onto the road adjacent to a newly constructed home.
Mr. Riedel responded to questions from Real Estate Agent, Cathy Stavropoulos (representing a potential buyer) that the unpaved section of Forest Lane (between “new” Forest and Lane “old” Forest Lane is currently under strong consideration to be paved in the near future. There is no date set for the road to be completed.
Fred Aichele reported that the street sign at Prospect and Fairview needs to be replaced.
MINUTES FOR APPROVAL
Sharon Zink moved that the minutes from the Board of Directors Meeting of August 6, 2018, be approved as corrected. The motion was seconded by Nicki Sullivan. Unanimously approved.
PUBLIC COMMENT
Rose and Werner Brisske addressed the use of social media by board members regarding issues that are unrelated to WSPC board business.
Ovidiu Tihauan expressed his concern that recent construction adjacent to his property has resulted in drainage and waste-water run off problems on his property.
Mrs. Stavropoulos also expressed her concern that adjacent properties appear to be directing water drainage onto the vacant property for sale.
CORRESPONDENCE
A. TAYLOR LAKE COURT – LICENSE AGREEMENT
James Melledy and Chris Shifley will attempt to contact the Taylor Lake Court homeowner, who has not responded regarding the License Agreement, in person.
B. PROPERTY LEGAL DESCRIPTIONS
Nicki Sullivan reported that the survey project has been completed. Plat of Survey copies were presented for review and discussion.
TREASURER’S REPORT
Fred Aichele presented the Treasurer’s Report for 08/01/2018 – 08/31/2018. Nicki Sullivan moved and Chris Shifley seconded that the Treasurer’s Report be approved as submitted. Unanimously approved.
There was a review and discussion of delinquent accounts. Directors will personally contact delinquent account holders before delinquents are referred for further legal action due to non-payment.
It was reported that a fee schedule and an estimate on the cost for a legal review and revision of the current procedure for pursuing payment on delinquent accounts has been received from the legal firm WSP is interviewing.
Chris Shifley is continuing to investigate a billing service to assist WSPC with the billing and collection of annual dues.
Fred Aichele reported that he completed and filed the WSP Corporate Tax Return.
OLD BUSINESS
James Melledy reported that the letter regarding personal property and storage on WSP common property will be sent out via email, posted on the website, and hand delivered to all residents.
Nicki Sullivan reported that work with the GIS Department to properly record the correct locations of the WSP parks and beaches is still progressing.
James Melledy reported that the insurance claim for damaged property as a result of a water main break has been denied. Repair bids are being solicited. WSP will work with the homeowner to pay for the repairs.
James Melledy reported that he is continuing to follow-up on bids for the Block 1 Beach seawall welding repair.
NEW BUSINESS
James Melledy reported that quotes have been requested for the repair, removal, and relocation of pavers at the Block 2 Beach.
WATER
Brett Laureys reported that the well motor has been fixed.
Teenagers have been seen trying to climb to the top of the new water tower. There was a discussion regarding installing a motion activated light at the water tank and well house to deter trespassing.
ADJOURN
Nicki Sullivan moved that the meeting be adjourned. The motion was seconded by Chris Shifley. Unanimously approved. The meeting was adjourned at 9:09 p.m.
