MEETING CALLED TO ORDER
The meeting was called to order on November 5, 2018 at 7:01 p.m. at Countryside Fire Station #1, 801 S. Midlothian Rd., Mundelein, Illinois 60060 by President, James Melledy.
MINUTES FOR APPROVAL
Sharon Zink moved that the minutes from the Board of Directors Meeting of October 1, 2018, be approved as corrected. The motion was seconded by Chris Shifley. Unanimously approved.
HOMEOWNER FORUM
Tori Trauscht, WSP member and Diamond Lake Stormwater Management WMB Grant/Administrator, presented information from the Diamond Lake Preservation Alliance and reported on the progress of the Diamond Lake preservation efforts. It was reported that the naturalization of the degraded shoreline of the Wilderness Park South pond in Mundelein has been successfully completed. Projects currently underway include:
Shoreline stabilization/sediment control efforts
Create and publish Diamond Lake Stewardship Guide
History of our 12,000 year old glacial Diamond Lake and local lore
Phosphorus, invasive species, and weed control education
Comprehensive mapping of Diamond Lake for inclusion in the guide
Additional lake preservation information and water quality education
Lake and roadside garbage clean-up
Carp fishing derby to control the invasive sediment producing bottom fish
Install signage for various Diamond Lake education purposes
The importance of preventing leaves and yard debris from entering drainage and catch basins to prevent the debris from entering the lake was discussed.
The WSPC Board agreed to allow, and assist in, the installation of signs at the beaches for education purposes.
CORRESPONDENCE
A. FOREST WATER MAIN BREAK DAMAGE
Final bids have been received and are being reviewed for the repair of the driveway damaged due to the Forest Lane water main break.
B. TAYLOR LAKE COURT – LICENSE AGREEMENT
The board has agreed to move forward with legal action regarding the Taylor Lake Court License Agreements.
TREASURER’S REPORT
Fred Aichele presented the Treasurer’s Report for 10/01/2018 – 10/31/2018. Sharon Zink moved and Chris Shifley seconded that the Treasurer’s Report be approved as submitted. Unanimously approved.
There was a review and discussion of delinquent accounts. James Melledy reported that he is waiting to receive the “Dues Collection Protocol” regarding collection action for unpaid 2018 / 2019 dues developed by the lawyer for review.
2019-2020 BUDJET DISCUSSION
Budget requests must be submitted by all commissioners for discussion and review in order to be considered for the 2019-2020 fiscal year.
Homeowners are reminded that budget planning for the 2019-2020 fiscal year is underway. Homeowners are encouraged to attend monthly board meetings to have their concerns and requests regarding the budget addressed during the planning stage. The most important meetings, regarding discussions on how WSPC spends funds collected from the homeowners, are from October through January.
Fred Aichele presented the first draft of the proposed 2019-2020 budget for review and discussion.
OLD BUSINESS
Chris Shifley reported that he has been researching an on-line payment feature for WSPC to accept the annual dues payment online. Fred Aichele will follow-up with the vendor with additional questions.
NEW BUSINESS
James Melledy reported that he has received new complaints regarding a noisy pier near block 2 beach. The pier owner will be contacted to resolve the issue.
Reminder: Private piers may not be stored on WSP Common Property. Private piers must be stored on the homeowners’ property.
Chris Shifley reported that he was contacted by a member regarding pier posts in block 2 that had been left in the water following the pier being removed. James Melledy will follow-up.
Fred Aichele presented the Lake County Department of Public Works Cross Connection Control Survey from November 2017 for review.

Sharon Zink moved that the meeting be adjourned. The motion was seconded by Ernie Billittier. Unanimously approved. The meeting was adjourned at 8:39 p.m.

If you are interested in volunteering for your community by serving on the West Shore Park Corporation Board, please fill out and submit a self-nomination form available for download from the West Shore Park website, or contact any West Shore Park board member for a copy of the 2019 West Shore Park Board of Directors Self Nomination to be a Candidate for the Board of Directors. Elections for the board member positions are on February 17, 2019 at the Annual Members’ Meeting.
