MEETING CALLED TO ORDER
The meeting was called to order on April 1, 2024 at 7:01 p.m. at Countryside Fire Station #1, 801 S. Midlothian Road, Mundelein, Illinois 60060 by President Mike Davenport.
MINUTES FOR APPROVAL
Chris Shifley moved that the minutes from the Regular Meeting of the Board of Directors on March 4, 2024 be approved as corrected. Larry Bakirtjy seconded the motion. Unanimously approved by Directors Larry Bakirtjy, Mike Davenport, and Chris Shifley.
Chris Shifley moved that the minutes from the “Mini” Meeting of the Board of Directors which followed the Annual Members Meeting on February 18, 2024 be approved as presented. Mike Davenport seconded the motion. Unanimously approved by Directors Larry Bakirtjy, Mike Davenport, and Chris Shifley.
HOMEOWNER FORUM
Tracey Cornish requested clarification regarding a comment in the annual report submitted by Water Commissioner Brett Laureys which was read during the annual meeting: Work on succession planning for water commissioner. Tracey asked if Brett had resigned. Mr. Laureys did not resign from his position prior to the regular board meeting of April 1, 2024.
There was a discussion between Julie and Mark Dickey and the board regarding the survey project and the installation of markers on WSPC common property and their concerns on how it may affect the use of their adjacent property. The board stressed that the project goal was to survey and clearly identify several areas in WSP to determine precisely where WSPC property begins and ends because of the possibility that it may have been unclear where some property boundaries fall. This may have stopped the adequacy of access for WSP members to some park areas.
CORRESPONDENCE
Mike Davenport reported that he received the question of when the temporary stakes from the survey company will be removed. Larry Bakirtjy reported that the temporary survey stakes will be replaced with permanent markers and caps this spring. Please note that according to Illinois Statutes Chapter 765. Property § 205/11: (765 ILCS 205/11) (from Ch. 109, par. 10.1)
Sec. 11. Any unauthorized person who knowingly damages, destroys or removes a stake, pin, monument or other survey marker shall, be guilty of a Class A misdemeanor. For purposes of this Section, a surveyor who moves a stake, pin, monument or other survey marker for the purpose of correcting a survey is an authorized person. (Source: P.A. 77-2561.)
TREASURER’S REPORT
Fred Aichele presented theTreasurer’s Report for 3/01/2024 – 3/31/2024. Larry Bakirtjy moved and Chris Shifley seconded that the Treasurer’s Report be approved as submitted. Unanimously approved by Directors Larry Bakirtjy, Mike Davenport, Chris Shifley, and Ben Arditti.
Fred Aichele reported that Billing Notices have been sent to all homeowners. The 2024/2025 WSPC Annual Homeowners’ Dues Billing is due by 4/30/2024. Partial payments are not accepted. Payment can be made by check, or paid by credit card through the WSP website: www.westshorepark.com

Presented by Fred Aichele. Review and discussion followed. Accounting and cash balance reconcile.

OLD BUSINESS
Larry Bakirtjy presented the final proofs of the (new) park and beach signs for review.
Ben Arditti provided information and a link for the board to review potential HOA management software. He will request if an in-person demonstration is available from the software company and schedule if convenient.
Mike Davenport reported that he is still working on getting quotes for the tree removal needed on the channel.
NEW BUSINESS
On March 14, 2024 residents on the WSP water system received the Cross Connection Control Survey via email. The Illinois EPA requires water systems to send out a Cross Connection Control survey out to all residents on our water system. This is in accordance with IEPA Title 35 – Section 653.801 of the Illinois Administrative Code. In general, this survey requests information on items that homeowners have connected to our water system and the potential for water backflow/contamination of our water system. These are items such as boilers, fire protection systems, lawn sprinklers, etc. that may be connected to your home’s water system. Thank you to the residents that submitted their completed surveys.
Larry Bakirtjy presented information on The Corporate Transparency Act and how it may apply to home owners associations for review.

Larry Bakirtjy moved that the meeting be adjourned. Chris Shifley seconded the motion. Unanimously approved. The meeting was adjourned at 8:17 p.m.

Dog owners are also reminded to please obey leash laws and to always pick-up after your dog.
