REGULAR BOARD MEETING MINUTES – final

March 3, 2025

Note: Minutes show meeting was called to order March 2 It was actually March3 .

MEETING CALLED TO ORDER

The meeting was called to order on March 2, 2025 at 7:01 p.m. at Countryside Fire Station #1, 801 S. Midlothian Road, Mundelein, Illinois 60060 by President Mike Davenport.

MINUTES FOR APPROVAL

Chris Shifley moved that the minutes from the Regular Meeting of the Board of Directors on February 3, 2025 be approved as corrected. Minaxi Tailor seconded the motion. Unanimously approved.

PUBLIC COMMENT

A discussion was raised by Bruce Brodzik regarding the porta-potty at block one beach. Several homeowners expressed their concerns to him about the removal of the toilet. Comments included the perceived importance for beachgoers, especially families with children, and a statement that having restroom facilities enhances the usability of the beach and encourages more visitors. Exploring options for maintaining the toilet, such as volunteers doing regular cleaning was suggested. The board noted that while they appreciate the feedback, the decision to remove the toilet was based on previous overall maintenance records and cost. Mr. Brodzik requested that his comments be recorded in the minutes.

Mr. Brodzik commented that the block 1 beach raft has not been anchored in the correct location within the swimming area and requested it be moved to a safer location and re-anchored.

Mr. Brodzik requested that old pallet of bricks and pavers lying near the block 1 beach access path be relocated so to prevent it from being an eyesore and safety concern.

PRESIDENT’S REPORT

Mike reported that the annual meeting went well and he has received positive feedback.

TREASURER’S REPORT

Fred Aichele presented the Treasurer’s Report for 2/01/2025 – 2/28/2025. Minaxi Tailor moved and Larry Bakirtjy seconded that the Treasurer’s Report be approved as submitted. Unanimously approved.

Total Disbursements: $4,109 for the month, which included routine maintenance costs, utility bills, and administrative expenses.

COMMISSONER’S REPORT

Water Commissioner, Chad Karol reported on the recent changes mandated by the Illinois Environmental Protection Agency (IEPA) regarding lead and copper sampling. Approximately half of the homes on the water system have responded to our request to self-report on individual home water line material. Submitting an “unknown” as the response for homeowners that do not respond to the IEPA may have a negative impact on how WSP does water sampling because the IEPA will assume those unknowns are lead lines and may require WSP to individually test many of those “unknowns”. 

To comply with the Illinois EPA regulations, we need your help identifying your home’s water line material (copper, lead, plastic, etc.). Please locate your water shut-off valve and identify the pipe material.  If unsure please take a photo of the water line nearest your main shut off valve.

Option 1: Email your name, address, and material (or a clear photo) to [email protected]  

Option 2: Drop off the information in Chad Karol’s mailbox at 26879 N Oakdale Lane.

Your prompt response is crucial. This information is due back to the state by April 10th.  Contact Water Commissioner Chad Karol [email protected]  with any questions.

Mr. Karol reported that a resident had a buffalo box location request which had not been mapped. He will contact Fremont Township for assistance in locating.

Mr. Karol provided an update on the generator installation, noting that half of the electrical work is completed. A pressure test with North Shore Gas is pending, after which the remaining electrical work will be finalized, and the old generator will be disconnected.

Mr. Karol provided an update on the fire hydrant damaged on Fairview Drive. He has been in contact with the moving company’s insurance company regarding reimbursement for damages caused by a truck hitting the hydrant and expects to resolve this soon.

REVIEW OF TASKS LIST

Review and discussion of the Board and Officers Task List.

OLD BUSINESS

Larry Bakirtjy reported that Vanderstappen Land Surveying Inc. will resume the boundary surveys and placement of survey stakes of some WSPC property. Residents may see property surveyors on and around WSPC property doing official work. The ground needs to thaw to allow for the marker stakes to be installed

Please note that according to Illinois Statutes Chapter 765. Property § 205/11:

(765 ILCS 205/11) (from Ch. 109, par. 10.1)
Sec. 11. Any unauthorized person who knowingly damages, destroys or removes a stake, pin, monument or other survey marker shall, be guilty of a Class A misdemeanor. For purposes of this Section, a surveyor who moves a stake, pin, monument or other survey marker for the purpose of correcting a survey is an authorized person.
