MONTHLY BOARD MEETING MINUTES

August 7, 2017

 

ATTENDANCE

MEETING CALLED TO ORDER

The meeting was called to order on August 7, 2017 at 7:02 p.m. at Countryside Fire Station #1, 801 S. Midlothian Rd., Mundelein, Illinois 60060 by President, James Melledy.

 

MINUTES FOR APPROVAL

Nicki Sullivan moved and Sharon Zink seconded that the minutes from the Board of Directors Meeting of July 10, 2017 be approved as corrected. Unanimously approved.

 

CORRESPONDENCE

 

Water Smell on Forest Block II

Nicki Sullivan reported that she received complaints of “sulpher” smelling water from several homeowners on “old” Forest Lane. James Melledy reported that he had spoken to Water Commissioner, Brett Laureys and learned that the water main and hydrants in that area have been flushed and samples of the water have been taken for analysis following the complaints. The smell has decreased since the flushing of the hydrants and the main, but has not yet completely disappeared.

 

James Melledy presented an email originally from Alana Bartola, Water Quality Specialist with the Lake County Health Department regarding the recent fish kill of gizzard shad on Diamond Lake. The email described how occasional increases in dead fish can be normal due to several different circumstances including: the levels of dissolved oxygen in the water, herbicide or algaecide treatments, or a disease or virus. Ms. Bartola explained that because only the gizzard shad fish seemed to have been affected, not only in Diamond Lake, but in other lakes/ponds in Lake County, the cause was most likely due to a virus or disease. The Illinois Department of Natural Resources Fisheries Division has been informed of the fish kill.

 

TREASURER’S REPORT

Fred Aichele presented the Treasurer’s Report for 07/01/2017 – 07/31/2017. Nicki Sullivan moved and Sharon Zink seconded that the Treasurer’s Report be approved as submitted. Unanimously approved.

 

There was a review and discussion of delinquent accounts.

 

Fred Aichele confirmed that the Countryside Fire Department community meeting room has been booked for the Annual Members’ Meeting to be held on February 18, 2018.

 

UPDATE OF WSP HOMEOWNER DIRECTORY

Fred Aichele presented the final draft of the WSP Homeowner Directory. Copies will be distributed to members in August.

 

GROVE PROJECT – FREMONT CORRESPONDENCE

James Melledy and Sharon Zink met with Fremont Township Highway Commissioner, Bill Grinell, to determine if landscape trimming will need to be done on the Block 1 Beach Road to allow for shore stations to pass. Nicki Sullivan reported that a lot of the crushed limestone on the path along the cement curb has been washed out by the recent heavy rains. The possibility of paving the beach path will be considered by Fremont Township.

 

James Melledy reported that according to Bill Grinell, Fremont Township is not planning to repair or resurface Forest Lane at this time. There is an effort to coordinate road work plans between Fremont Township and WSPC for future project and budget consideration.

 

COMMISSIONERS’ REPORT

 

BLOCK 1 BEACH

Different landscape options for the Block I Beach Park are being considered.

 

REMINDER: Dogs are NOT allowed on the beaches. Leashed dogs may be on the PARK adjacent to the Block 1 Beach. Please keep dogs off the sand and out of the swimming areas and always clean up after your pet!

 

WATER

The IEPA Construction Permit for the new water tank has been obtained. Final bids for construction are still being solicited.

 

TREES

Tree removal is being considered for several dead trees on WSPC property. Trees in need of trimming and trees that need the removal of dead branches are also being identified.

 

TAYLOR LAKE COURT

James Melledy presented the license agreement to be delivered to the homeowners who own property on Taylor Lake Court that is adjacent to property owned by WSPC.

 

NEW BUSINESS

There was a discussion regarding insurance and liability concerns for WSPC for guests and business clients of homeowners who use the beaches and the parks. (Example: Does WSPC hold any liability for the clients of a daycare where the owner is a WSPC Member who takes the clients of the daycare to the parks and/or beaches?)

 

Repair estimates for the damaged pillar at the north entrance of WSP have been obtained. Repair of the pillar will be scheduled.

 

ADJOURN

Nicki Sullivan moved that the meeting be adjourned. The motion was seconded by Sharon Zink. Unanimously approved. The meeting was adjourned at 8:33 p.m.
